Inspiration-How Shirish Apte Rejuvenated A Traditional Water System In Maharashtra

A tractor taking the silt from the malguzari tanks to the nearby farm lands. This silt is rich in Nitrogen and Phosphorus content and is used as manure in farms. Due to the use of this silt farmers has reduced the use of fertilizers in their farms.Caught in between the Malguzaars (the local Zamindars or landlords) and the state government, the Malguzari tanks were eft to die many years ago. Read how a lone Malguzaar spearheaded their revival in 2008.Malguzari tanks were ponds made for water harvesting by the Malguzaars, who were Zamindars/tenants in eastern idarbha, Maharashtra two centuries ago. These tanks provided water for irrigation and also increased the availability of fish for local consumption. Before 1950, the Malguzaars constructed, owned and maintained these water tanks but things changed after that when the Malguzari/Zamindari system was abolished. The state government took ownership of these tanks and started collecting water tax on whichever lands they irrigated. This angered the Malguzaars and prompted them to file a case in the Supreme Court saying that they were the rightful owners. The Supreme Court agreed with them but didn’t lay down conditions for who should maintain these tanks. More than 1000 tanks in the Vidarbha region bore the brunt of this decision and went unmaintained since then.

In 1983, an independent committee ruled that the tanks, which were of great significance to modern irrigation projects, were indeed the government’s responsibility to maintain. But no one took heed of this and the tanks remained unmaintained until 2008 when Shirish Apte entered the picture.Shirish Apte, an Executive Engineer of Minor Irrigation division of Bhandara also belonged to a Malguzaar family. He had always had a great interest in water conservation and decided to initiate the process of rejuvenating these tanks. With monetary support from the government, he started this work.

The first tank that was restored in 2008 was the Janbhora Malguzari tank located 35 kms away from Bhandara. The first step was to de-silt the tank to remove the fine sand and earth that is carried by moving water and deposited as a sediment. The community got together and de-silted the tank. After the de-silting was completed, the boundary wall of the tank was strengthened. The work was fully completed in 2009 – 2010. This rejuvenation work has resulted in recharging groundwater levels and has also increased agricultural output and fish production in the area Employment levels have also increased because of this. The benefits of the Jambhora Malguzari tank to the region has prompted the district administration to restore another 21 Malguzari tanks in Bhandara.

Bigger isn’t necessarily better. The revival of the Malguzaari tanks has shown that there are cheaper and simpler methods for water conservation than the construction of big dams. Smaller projects such as this aren’t as expensive to implement and more importantly, the buy-in from the community and the ownership that the people feel can’t be replicated with bigger state-run projects.

All India Radio's Sardar Patel Memorial Lecture 2016 culminated successfully at the National Media Centre, today. Dr Jitendra Singh, Union Minister of State (Independent Charge) for Development of North-Eastern Region; Minister of State in the Prime Minister's Office, Minister of State of Personnel Public Grievance and Pensions and Department of Atomic Energy and Space, delivered lecture on "Cooperative Federalism: Reconciling Regional & National Cohesion". This lecture will be broadcast on the National Hook Up, Rajdhani Channel (450.5 Mtrs MW 1666 kHz) & AIR FM Rainbow (102.6 MHz) and AIR FM Gold (106.4 MHz) channels on 31st October 2016. This lecture will also be available through live streaming of AIR FM Rainbow & AIR FM Gold through allindiaradio.gov.in or by downloading All India Radio Live Mobile App for Android, iOs and Window platforms.

This lecture is a legacy which has been a continual process since 1955 and many eminent personalities have shared their thoughts based on the ideologies of the Iron Man, as Patel was fondly called and remembered. He was also the man who consolidated fragmented states of India and built one United Modern India. Sardar Patel was the first Information and Broadcasting Minister of independent India and this lecture series held every year is a tribute to the great visionary by All India Radio. Today, Union Minister Dr. Jitendra Singh reflecting Patel's ideologies opened his speech with “The objective is to ensure that the Nation/ Republic and the respective States should share power without power getting concentrated at any level".

Chief Guest MoS Rajyavardhan Rathore said "Enthusiasm, patriotism of the young India promises more Sardar in the coming times"Today, through this lecture Dr. Singh brought the importance of Co-operative Federalism and how it is an integral part for the development and progress of a country. While discussing the nature and demand of time in 1950, he shared that framers of the Constitution refrained from using the term ‘Federation’ as it might have impeded the objective of unity and integrity of India, thus partition of the country probably called for a centralized federal union. So, adopting this type of structure was out of necessity, rather than choice. He further emphasised how present Government under the able leadership of Shri Narendra Modi is adopting and following the same principal.

He even said that, “Indeed, Co-operative Federalism and introduction of GST will go down in history as the path breaking initiatives of the Modi Government.”Today’s lecture was in sync with the ideologies of Sardar Patel and his theories of united India.

To hear the complete lecture, one can tune in to All India Radio on the above mentioned dates and time.

Govt lists cricket events whose broadcast feeds must be shared with Prasar Bharati

Government names all official one-day international, Twenty20 and test matches played by the Indian men’s cricket team as cricketing events of national importance. The information and broadcasting (I&B) ministry on Tuesday named all official one-day international, Twenty20 and test matches played by the Indian men’s cricket team, semi-finals and finals of the men’s World Cup and International Cricket Council Championship Trophy as cricketing events of “national importance”. In a gazette notification uploaded on the official website of the I&B ministry, the government identified these as events of high public interest, which essentially means that the broadcasting rights’ holders of these events will have to share the feed for these with public broadcaster Prasar Bharati under the Sports Broadcasting Signals (Mandatory Sharing with Prasar Bharati) Act, 2007. The law (in a 2012 notification) required private broadcasters to share live broadcasting signals of sporting events of “national importance” with Prasar Bharati simultaneously, to enable the public broadcaster to re-transmit the same on its terrestrial networks and direct-to-home networks. According to the notification, such matches “are considered to be of high public interest by the central government”.

Currently, Star India has the broadcast and digital rights for all cricket played in India through a deal with Board of Control for Cricket in India (BCCI). The company had paid Rs3,851 crore in 2012, which gave it exclusive media rights to cricket matches organized by BCCI until 2018. Star also holds broadcasting rights for all events of the International Cricket Council (ICC) from 2015 to 2023. The government’s notification comes after the Supreme Court in May ruled that broadcasters of important sports events must remove all commercials, sponsor logos and credits before handing a clean feed of the event to Prasar Bharati, citing public interest. The dispute arose after Star India filed a case against Prasar Bharati when the latter demanded clean feeds from Star. Star had not removed its channel logo, and certain on-screen credits for the India-Australia-Sri Lanka cricket tri-series held in 2012. The new notification supersedes the one issued in 2012.

Gujarat’s Navratri Festival, is “A Circle of Ecstasy” that throbs non-stop for nine nights with millions of fantastically costumed devotees swaying in a fusion of dance and devotion. Although this festival is celebrated throughout India, nowhere it is performed with more panache and fervor than in Gujarat.
The significance of Navratri is offering devotion to “Goddess Amba (Durga)”, who is believed to exist in many forms. These Goddesses are believed to be known as "Shakti" as the tales narrate their power over killing of demons. This is also an agrarian festival for celebrating the fertility of earth.”GARBO is a symbol of Universe and the lamp inside is the light of universe. Therefore this festival has a special significance in Rural Gujarat also. The remotest corner of Gujarat turned into a dance floor during these nine days.  This year Doordarshan Kendra Ahmedabad moved out from the Studio and decided to telecast LIVE GARBA events from the different corners of Gujarat. Various Garba based programs were presented in a Garba bouquet “ Chundadiye Rang Layo” from 1st Oct to 10 th October, 2016. Govt seeks professional help for DD revival

Fazed by private sector television channels’ stridency in terms of revenues and viewership in an increasingly digital India, the government is seeking outside professional help in “transformation of Doordarshan.” A tender has been issued by an organisation under the Ministry of Information and Broadcasting (MIB) to look for a consultant to revamp Doordarshan into a leading public broadcaster that becomes a highly successful medium of mass communication. Amongst the objectives listed in the tender documents by the Broadcast Engineering Consultants India Ltd. (BECIL) a stated aim is to engage a consulting firm to support Doordarshan in achieving this “transformation goal by undertaking a comprehensive view on the projects and initiatives to be executed” by the Indian pubcaster. Pointing out that in the last couple of decades after introduction of cable television and technological changes in a country that’s now openly flirting with digital consumption of video and audio on multiple platforms, the government admitted DD’s monopoly days are over and it is not the target media for a large swathe of Indian population. “Given the potential television has, not just commercially but also as a means for socio-economic transformation, it's critical to revitalize Doordarshan and develop it into a powerful and commercially successful organization of mass communication,” BECIL said in a note enumerating the objectives for the project.

The consultant would have to undertake a comprehensive view on the projects and initiatives to be executed by Doordarshan, engage all stakeholders to arrive at trouble-spots and prepare a solution map for addressing those difficulties. The government is hoping that the consultant will identify in medium term goals for “quick wins” and further help Doordarshan develop a long-term strategic roadmap. The interested bidders are expected to send in their queries by 2 November 2016 and get responses in a pre-bid meeting on 4 November. The technical bids will be opened on 15 November at 1530 hours. Dates for presentations by bidders and opening of financial bids will be intimated later by BECIL. Interestingly, Minister of State for MIB Rajyavardhan Rathore few days back had admitted at a media conference that Prasar Bharati, DD’s parent, lacked adequate programming and marketing capabilities and was open to seeking help from private players. Doordarshan is one of the largest broadcasting organizations in the world in terms of studios and infrastructure and claims to cover 90 per cent of the total Indian population --- a claim that, however, doesn’t aptly reflect in audience measurement data. DD, which offers 23 TV channels in various Indian languages, provides television, radio, online and app-based mobile services throughout India and overseas.

Niti Aayog to vet performance of 500 autonomous bodies

$

The government has decided to focus on over 500 autonomous bodies -from the University Grants Commission and Jawahar Lal Nehru University to Delhi Development Authority, Prasar Bharati and CSIR -and has asked Niti Aayog to review the performance of these entities that have mushroomed over the years with little oversight. Sources told TOI that Niti Aayog has been entrusted the task as the government looks to cut down on wasteful expenditure. The number of central autonomous bodies has shot up from 35 in 1955 to 533 in 2012 and the Expenditure Management Commission (EMC) headed by former RBI governor Bimal Jalan had said these agencies guzzled a lot of cash, which some estimates suggest could be over Rs 60,000 crore annually .

The Prime Minister's Office (PMO) has set up a high-powered committee headed by Niti Aayog vice-chairman Arvind Panagariya to look into the EMC's recommendations. The panel had suggested a slew of measures to reduce government spending which included recommendations to streamline expenditure and review grants made to autonomous bodies, and link at least a part of it to performance. A top government official said the commission was of the view that a meaningful review of the grants made to these institutions would lead to savings of around Rs 3,000 crore a year.A source said the UK had undertaken review of its 900 odd autonomous bodies. On the basis of the review, the number was pruned by 285 institutions, resulting in annual savings of around $2 billion.

While the EMC was set up amid much fanfare, little has been done to implement its recommendations as the government wanted a detailed analysis of the proposals. In the past too, governments have undertaken similar exercises -such as Atal Bihari Vajpayee government's attempt through the Expenditure Reforms Commission -but have shied away from taking tough decisions like winding up departments or abolishing posts. Usually, the bureaucracy comes up with arguments justifying continuation of the system and the political brass shows reluctance. Despite expectations that the Modi government would streamline functioning of the government, given that several ministries have become redundant, the administration has shied away from such decisions.

PB could have done better over the years: Venkaiah

Public broadcaster Prasar Bharati could have done much better over the years and there is a need for it to improve relations with the government, says Information and Broadcasting minister M Venkaiah Naidu. Public broadcaster Prasar Bharati could have done much better over the years and there is a need for it to improve relations with the government, says Information and Broadcasting minister M Venkaiah Naidu. "Prasar Bharati could have done much better over the years. When I took a review recently, I was surprised by the range of issues and problems facing the Prasar Bharati. I don t believe in Prasar Bhharti and the Ministry blaming each other for whatever problems being faced," Naidu told PTI.

In the past there have often been reports of disagreements between Prasar Bharati and I and B ministry officials on a range of issues. Incumbent CEO Jawahar Sarcar, who is scheduled to demit office on November 4, had written to the government earlier during the UPA regime expressing his differences. "In Prasar Bharati there is a scope for lot of improvement. And there is need for improvement of relations between the government and Prasar Bharati also," Naidu said. He said that the money for the public broadcaster is "after all" given by government, which is accountable to Parliament. Prasar Bharati officials are not going to come and answer questions in Parliament. It is government, Naidu said adding that they have to work smoothly. "But at the same time functional autonomy has to be given to Prasar Bharati," he emphasised. Asked about the appointment process for a new CEO, Naidu said the appointment of the CEO is not in the hands of the ministry of his ministry. There is a committee headed by the Vice President of India, while the government only facilitates, he said.

He, however, added that Government would certainly like to have a CEO, who could make a difference and provide the desired effective leadership and lead the organisation forward in the intensely competitive media scenario. Referring to Sircar, who had been appointed during the UPA regime, Naidu said "We (the government) have not forced anybody.""Even the gentleman who is resigning. He has done on his own. He met me and discussed with me that he wanted to take voluntary retirement. You must be considerate to a person who has worked as a senior bureaucrat for years," he said.

The government is gearing up to notify the fatter allowances shortly for implementation under 7th pay commission recommendations, after it’s got cabinet nod.
The committee on allowances proposed higher allowances from August 2016, which is likely to be accepted by the Finance Minister Arun Jaitley.
The government has to notify higher allowances for central government employees shortly and allowances will get increased from next month, the finance ministry officials told The Sen Times on Friday. The central government employees and pensioners got theirs arrears of basic pay and pension arising from implementation of the 7th Pay Commission recommendations in one go in August salaries and pension respectively. The hike in basic pay and pension has been made effective from January 1, 2016.The higher allowances will be paid after getting report from the ‘Committee on Allowances’ headed by Finance Secretary Ashok Lavasa. The ‘Committee on Allowances’ has been set up on July 22 for examination of the recommendations of 7th Pay Commission on allowances other than dearness allowance.

The committee on Allowances met up with the deadline of four months given to it by the cabinet to submit the report. It’s however currently are waiting for Finance Minister’s call about submission its report.Sources in the Prime Minister’s Office (PMO) said the Finance Ministry asked to obtain report from the committee on Allowances and to prepare cabinet note in this regard.Union Finance Secretary Ashok Lavasa also said beginning of this month, “A committee headed by me is currently examining the Pay Commission’s recommendations on allowances and it will submit its report soon.”

“Allowances contribute 63 percent in the pay hike recommendation. When the allowance is not taken into consideration it will mean fewer amounts because the allowance which the commission proposed is very substantial. Accordingly, the central government employees get a little hike in pay now, so employees are pressing hard to issue it very shortly”, said the sources in PMO.The finance ministry officials also said that the quantum of allowances may not vary from those proposed by the 7th Pay Commission.“The committee on allowances sticks with the 7th Pay Commission’s recommendations on allowances,” they confirmed.“The cabinet will also stick with the 7th Pay Commission recommendations on allowances like advances,” the finance ministry officials added.

“The higher allowances will be implemented with retrospective effect from August 2016 but the central government employees unions demanded for implementation of the allowances with retrospective effect from January 2016,” the finance ministry officials also said.“The committee on allowances proposed higher allowances from August 2016, which is likely to be accepted by the Finance Minister Arun Jaitley,” they confirmed.“Moreover, arrears for higher allowances will be paid from August,” the finance ministry officials assured.

Begum Akhtar was an outstanding Indian singer of Ghazal, Dadra, and Thumri. She had earned the title of Malika-e-Ghazal (Queen of Ghazals). The year 2014 was devoted and observed as her anniversary year.Begum Akhtar real name Akhtari Bai Faizabadi was born in Bada Darwaza in Bhadarsa Bharatkund in Faizabad in Uttar Pradesh on October 7,1914 and breathed her last on October 30, 1974 at the age of 60 years. For her rare contribution in the field of music and singing, she received the Sangeet Natak Akademi Award for vocal music, and was awarded Padma Shri and Padma Bhushan (posthumously) by Government of India. Her modulation of voice, matchless singing style especially of Urdu Ghazals of most reputed poets made her the most admirable singer.

Tough Training

Ms Akhtar was barely seven when she was captivated by the music of Chandra Bai, an artist attached to a touring theatre group. However, at her uncle’s insistence she was sent to train under Ustad Imdad Khan, the great Sarangi exponent from Patna (Bihar) and later under Ata Mohammad Khan of Patiala (Punjab). Later, she travelled to Calcutta (now Kolkata in West Bengal) with her mother and learnt music from classical stalwarts like Mohammad Khan, Abdul Waheed Khan of Lahore and finally she became the disciple of Ustad Jhande Khan. Her first public performance was at the tender age of fifteen. The famous poetess, Sarojini Naidu, appreciated her singing during a concert which was organised in the aid of victims of a Bihar earthquake of 1934. This encouraged her to continue singing ghazals with more enthusiasm. She cut her first disc for then famous Megaphone Record Company. A number of gramophone records were released carrying her ghazals, Dadra, Thumris which instantly shot her into limelight and her popularity graph too sharply shot up.

Begum Akhtar’s good looks and sensitive voice made her to jump into a film career in her early years. When she heard great musicians like Gauhar Jan and Malak Jan, she decided to forsake the glamour of the film world for a career in Indian classical music. Her supreme artistry in light classical music had its deep roots in pure classicism. She chose her repertoire in primarily classical modes: a variety of raags, ranging from simple to complex. After the advent of talkie era in India, Beghum Akhtar acted in a few Hindi movies in thirties. East India Film Company of Calcutta ( Kolkata) approached her to act in “King for a Day” (alias Ek Din Ka Badshah) and famous Nal Damayanti in 1933.A rare feature was that she sang her songs herself in all her films. She continued acting for some years only. Subsequently, Begum Akhtar moved back to Lucknow where she was approached by the famous producer-director Mehboob Khan, as a result of which she acted in “Roti” which was released in 1942 and its music was composed by maestro Anil Biswas. “Roti” contained her ghazals which was one of the attractions of this poppular movie. All her film ghazals are available on Megaphone gramophone records. Beghum Akhtar, later on left and returned to Lucknow.

In 1945, Akhtaribai married a Barrister, Ishtiaq Ahmed Abbasi, and became known as Begum Akhtar. However, after marriage, due to her husband’s restrictions, she could not sing for almost five years and subsequently, she fell ill, that is when her return to music was prescribed as a befitting remedy, and it was only in 1949 that she returned to the music world. She sang three ghazals and a Dadra at Lucknow Radio Station. She wept afterwards and returned to singing in concerts, a practice that lasted until her death! Her voice matured with time, adding richness and depth. She sang ghazals and other light classical pieces, singing them in her inimitable style. She has nearly four hundred songs to her credit and was a regular performer on All India Radio. She usually composed her own ghazals and most of her compositions were raag based.

Urdu being the official language of Jammu and Kashmir, Begum Akhtar’s Ghazals and songs are frequently broadcasted on pressing public demands. She paid visits to this part of the country and regaled the audience with her sweet song and melodious Ghazals.

Death

During her last concert in Ahmedabad she raised the pitch of her voice as she felt that her singing had not been as good as she had wanted it to be and she felt unwell. The additional demand and stress that she put herself under resulted in her falling ill and was rushed to the hospital. She died on October 30, 1974 in the arms of Nilam Gamadia, her friend, who invited her to Ahmedabad, which has become her final performance. But Begum Akhtar is still alive in the hearts of lakhs of fans for her matchless style of singing especially the Ghazals, Dadra and Thumri.\
