Keerthana Ravi, A-grade dancer of Doordarshan - A face in the crowd

Keerthana Ravi is the brain behind India’s first ever crowd-funded classical dance festival.
While her friends talked of the problems, she thought of a solution. And this is how she emerged as the face in the crowd who could successfully stage India’s first ever crowd-funded classical dance festival in Mumbai recently. Barely two years ago, when Bengaluru-born young Bharatanatyam dancer Keerthana Ravi made Mumbai her home following marriage, like her counterparts, she was also on the streets, literally, seeking opportunities and platforms to perform. “It was a very disappointing experience for me. “Each by-lane in Mumbai must have dozens of Bharatanatyam dancers. We have been receiving hundreds of applications from them to perform” was a rude remark from one of the festival organisers. And this made me think of a possible solution,” reveals the dancer
She soon realized that patronage for Indian classical dances in India was very limited and it was the same circle of friends and family members of the dancer that attended the shows and supported. “The onus was always on the dancer to seek platforms, audience and even financial support to survive. This struggle for survival killed creativity in the artiste and denied due opportunity to the deserving to prove their talent. So, in my humble effort to do something for my own fraternity, to bridge the gap between the artistes and audiences, platforms and performers, I ventured into this first ever crowd funded classical dance festival of our country,” she explains.
“I learnt about the popular Thespo theatre festival of Mumbai that was happening for the 17th time through crowd-funding. Thus, I shared my concept of Evam, a two weekend dance festival featuring three internationally acclaimed Indian classical dancers – Rama Vaidyanathan from Delhi, Neena Prasad from Kerala and Parshwanath Upadhye from Mumbai and nine young Bharatanatyam dancers from across India, including me – on wishberry.in, the crowd-funding website of India that helps generate support for a cause. My target was to generate Rs.2.5 lakh in 30 days to make the festival happen. I received more than I required in just 15 days as a result of my aggressive campaign,” she says with a smile of triumph. Apart from the website, Keerthana used social media, internet, SMS and even telephone calls to reach out to people, both known and unknown to her. “I had firm faith in my dream and also in the nobleness of the people around us. I tried my best to convince them about the dire need of their support for classical dance and dancers. And they generously came forward from across countries. Among them were strangers who were not dancers or even dancelovers,” says the dancer who has done her masters in communication management. From the lowest donation of Rs.250 to the highest of Rs.30, 000, the event got 104 people who pledged their support. “The first contribution came from my Guru Rama Vaidyanathan followed by my mentor and eminent dance personality Anita Ratnam’s dance portal www.narthaki.com.
Arts consultant Usha RK from Bengaluru and a number of my dancer friends from Chennai, Bengaluru, Mumbai, Mangalore and Delhi also contributed. Similarly, some of my personal friends who didn’t belong to dance, also supported. However, it was a pleasant surprise to have incredible response of so many generous people whom I never knew. While Deven and Meera Khanna from Delhi who were my biggest patrons from India, Angel and Lady Sota from Spain, Singapore-based investment banker Chidambaram, US-based IT professional Leesha were among those who brought me sweet surprises. Financial support apart, a dancer friend of mine in Mumbai offered hospitality for our dancer friends coming from other cities. The biggest and best institutional support, however, came from Karnataka Sangha, the well-known community cultural organization of the people of Karnataka in Mumbai. When I approached them for a discount on the rent of its auditorium, they allowed me to use it free of cost for four days!” Keethana states with a deep sense of gratitude. “I wish this country has more enterprising dancers like Keerthana who are not only great as dancers but as dance promoters as well. She has already been able to stage two well-planned dance festivals in Bengaluru and Mumbai,” remarked Rama Vaidyanathan who was the star attraction of the festival in Mumbai. “I wanted to reach out to more people beyond the family and friends’ circles, involve them and create an alternative way of raising funds from the people who really believe in the arts.
And that’s what happened – I had a dream and they believed in my dream,” said Keerthana, who had been the Karnataka state topper in Bharatanatyam examination in 2005 and is now an A-grade dancer of Doordarshan besides being a young and acclaimed solo dancer.

Relaxing norms, the Centre has allowed its lakhs of employees to take advance money four months ahead of commencing journey under Leave Travel Concession (LTC) rules.

A government employee gets reimbursement of tickets for to and fro journey, in addition to leaves, when he avails LTC.
The existing rules allow an employee to draw advance for LTC journey for himself and his family members 65 days before the proposed date of the outward journey.

Since, the Ministry of Railways has decided to increase the advance reservation period for booking accommodation in trains from 60 to 120 days (excluding the date of journey) with effect from April 1 2015, the time-limit for drawable of LTC advance by the government servants may be increased from 65 days (i.e. two months and 5 days) to 125 days (i.e. four months and five days) in case of journey by train, an order issued by DoPT said.

The cases where the LTC journey is proposed to be undertaken by other modes of transport viz air, sea or road, the time-limit for drawing LTC advance shall remain 65 days only, it said.
In all the cases, where an advance is drawn for the purpose of availing LTC, it will be mandatory for the government servant to produce the outward journey tickets to the competent authority within ten days of drawable of advance in order to verify that he has actually utilised the amount to purchase the tickets, the order said.

There are about 50 lakh central government employees at present.
In another order, employees have been asked to compulsorily avail catering facilities provided by the Railways on Rajdhani and Shatabdi trains and the cost is included in the ticket.
The move comes after several references were received seeking clarification regarding the admissibility of catering charges charged by the Railways in respect of the rail journey performed by Rajdhani or Shatabdi on LTC.

The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it is clarified that if the government servant has to compulsorily avail the catering facility and the cost is included in the rail fare for Rajdhani, Shatabdi or Duronto trains, the fare charged shall be reimbursable in full as per the entitlement or eligibility of the government servant, the order added.

Trai to hold Open house on need for regulatory body for radio listenership measurement

An Open House is to be held in Delhi next week on the radio audience measurement and rating services in India.

The meet on 18 May 2016 has been called by the Telecom Regulatory Authority of India (Trai) which had issued a consultation paper on this subject on 15 March and sought views of stakeholders by 11 April and additional comments by 25 April.

This Open House is expected to be the last exercise before Trai sets its recommendations before the government.

In the paper, Trai wanted to know if there is a need to regulate the radio audience measurement and rating services and whether this should be done by the regulator/government or by self-regulatory bodies.

Trai has also suggested some broad contours for an industry led body proposed to be formed for regulating the radio rating system and sought views of stakeholders on these.

The paper also suggests some eligibility conditions for rating agencies and guidelines for methodology for audience measurement and wants views on these.

At the outset, Trai oted that the Information and Broadcasting ministry had issued guidelines for television rating agencies and an industry body - Broadcasting Audience Research Council (Barc) - has been entrusted with the task of conducting TV audience measurement.

Similarly, for the radio broadcasting sector, Radio Audience Measurement (RAM), which is an indicator of the number of listeners to a radio station, has become essential.

At present, radio audience measurement in India is conducted by All India Radio and TAM Media Research. AIR carries out periodical large scale radio audience surveys on various AIR channels. TAM Media Research conducts radio audience measurement on private FM radio channels through an independent division, which is a joint service between IMRB International and Nielsen Media Research. It uses the paper diary method to measure radio listenership with a panel size of 480 individuals each in Bengaluru, Delhi, Mumbai and Kolkata and listenership data is provided on a weekly basis.

Trai says the total advertising revenues of the radio broadcasting sector depend on the advertisement duration and the rates per unit time. The duration as well as the advertisements rates depends upon numbers and demographics of the radio listeners. Accordingly, there is a need for radio audience measurement which can measure the popularity of a channel or a programme for the advertisers and advertising agencies. This will assist them in selecting the right channel or programme at the right time to reach the target listeners. Further, it will also aid the radio channels in improving their programmes (both quality of the programme and content variety) for attracting more listeners. Advertisement revenues of the radio broadcasting sector are directly linked to listenership of radio channels.

Trai said the Consultation Paper had been issued to prescribe a framework for radio rating system in India that is conducive to growth, forward looking, and addresses the concerns of the stakeholders while protecting the interests of the consumers. The main objectives of the consultation paper are to ensure growth of the radio broadcasting sector; ensure transparency in radio audience measurement and ratings; ensure greater diversity and better quality content.

Jack Mullin in WWII
May 16, 1946 Jack Mullin demonstrated Magnetophon at Institute of Radio Engineers convention

In July of 1945, a 31-year-old American soldier named Jack Mullin made one of the great career decisions of all time; he turned left instead of right.

The story began in 1941 when John T. “Jack” Mullin joined the Army just before WWII. His background in electrical engineering landed him in the Signal Corps and in 1944 he went to England to help solve radio interference problems caused by the radar installations that blanketed Britain.

Mullin became so intrigued by what he was doing that he would work till two or three in the morning, all the while listening to music on BBC radio broadcasts. The BBC always signed off the air at midnight. In search of continuing late-night entertainment, Mullin discovered that the German stations were on the air twenty-four hours a day, broadcasting symphony concerts all night that sounded too good to be pre-recorded.

Shortly after the Allies liberated Paris, Mullin’s unit was reassigned there and given the task of evaluating captured German electronic equipment. In July of 1945, Mullin went to Germany to look into reports that the Germans had been experimenting with high-frequency energy as a means of jamming airplane engines in flight. While on the mission, Mullin met a British army officer who, after a discussion of music and recording, asked Mullin if he had heard the magnetic tape recorders used by Radio Frankfurt. The officer raved about the musical quality of these recorders and urged Mullin to go to the station to listen. Mullin had already heard and evaluated the poor-quality, DC-bias tape recorders used by the German Army, and thought, "Either this guy is on to something or he has a tin ear!"

“On the way back to my unit, we came to the proverbial fork in the road," Mullin recalled. "I could turn right and drive straight back to Paris or turn left to Frankfurt. I chose to turn left. It was the greatest decision of my life.".......

After sending the Signal Corps two Magnetophons that he had modified with the all-important AC-bias record circuit, along with extensive documentation, Mullin legally obtained for himself two unmodified Magnetophons under war souvenir regulations. During his last few months in the Army, he took the machines apart and sent them home to San Francisco in pieces because regulations specified that only a war souvenir that fit inside a mailbag could be sent. In total, Mullin shipped thirty-five packages, all of which arrived safely. Within three months, Mullin had reassembled the machines and fitted them with “American electronics” of his own design.

AEG Magnetophon type K4 sp

After rebuilding the Magnetophons, Mullin showed them to audio professionals who were excited by the extremely high-quality sound and the ability to edit a first generation recording with no degradation. At the May 16, 1946 meeting of the Institute of Radio Engineers (IRE, now IEEE) in San Francisco, Mullin gave the first public demonstration of professional-quality tape recording in America. Among the people in the audience who would later work for Ampex (the pioneering magnetic tape recording company) were audio engineers Harold Lindsay, Frank Lennert, Walter Selsted, and Charles Ginsberg (later of videotape recording fame). During the war, Ampex made tiny electric motors and generators for military use.
Jack Mullin and Murdo McKenzie
The company was looking for a new post-war product. After hearing Mullin's demonstration, they made the decision to build America's first professional tape recorder; an audacious choice for a company with only six employees
Until 1944, Bing Crosby had been doing Kraft Music Hall performances live on NBC. He hated the regimentation of live broadcasting and asked NBC permission to record and edit the shows well in advance of the broadcast. NBC flatly refused; they had a strict policy against pre-recorded programming...........

India Radio Forum 2016: The testing times for Radio

$
0
0

The first half of the India Radio Forum 2016 involved discussions on measures to ensure radio's reach grows despite the commercial and technical constraints. If the first half was dedicated to radio's growth, the second half focused on elements that carry the potential to hamper the radio ecosystem in more ways than one.

Is Radio relevant in mobile world?

Radio industry generated the revenue of over INR 19.8 billion - twice the revenue five years ago - and the already growing dominance of mobile phones and the services offered did not stop the industry from evolving into a multi-billion ecosystem. The panelists, for the discussion, agreed that digital streaming services, television, internet media and radio will continue to co-exist together.

The factor that radio can be interactive and the effective multiple chat shows held throughout the radio stations act as an advantage over music streaming services or mobile services, that are usually a one-way communication. The consumption of Bollywood content still remains to be one of the major factors for the user to tune into the services, however, the nature of the radio has evolved over the years to offer the listeners multiple sources of entertainment through its series of programming.

On speaking about radio’s relevance in the mobile world, CEO of RBNL, Tarun Katial said “FM has the availability to give music on mobile phones. As we bring in differentiation on music formats, people will have the options to choose from retro to contemporary to top 100 songs. No new media has killed any new media but it always evolves.”

Streaming Music - Threat or Opportunity to FM

Moderated by Radio Mirchi's Prashant Panday, the panel included President of Sony Music India & Middle East, Shridhar Subramaniam who agreed the evolution of music streaming services act as threat to the FM world. "It is a threat if radio sticks to conventional way of programming. Streaming services today have not just evolved on the content front, the technological side of these services are designed in ways that would ensure the user remains on the app for longer. With the algorithms set by these services, user receives content depending on his taste, unlike radio where the listener consumers whatever content has been offered.

The other panelist for the session - Director of Marketing at Flipkart, Aditya Swamy - used the example of the approach at his former employer, MTV, to emphasise on how branching out of generic ways is the way to go for radio, in order for not only survival, but similar growth. "MTV went beyond music, because the youth preferred multi-cuisine (multiple options when it comes to content)," said Swamy.

The threat to Radio was discussed even during the rise of Television a few decades ago, but the radio survived and progressed. However, the digital music streaming services, like radio, can be consumed anytime and anywhere.

7th Pay Commission Arrears To Be Paid In August

$

The central government is going to start payment of salaries to its 48 lakh officials and employees according to 7th Pay Commission award from July and six months’ arrears are to be paid in August.

As per official calculation, no huge amount will be required for the payment of arrears.

The government in its annual budget has provisioned Rs 70,000 crore to meet the demand for implementation of 7th Pay Commission for central government employees which will take effect from January 1, 2016, while the allowances would be paid from July 1, 2016.

Basic salary of central government employees is likely to be tripled under the 7th Pay Commission award with employees in the lower rung getting the highest percentage of raise.

In the highest grade, basic salary is likely to rise around to Rs 2,70,000 to Rs 2,50,000 and in the lowest grade to Rs 21,000.

In June end, the cabinet is likely to approve the new pay scales for central government employees after considering report of the 7th Pay Commission, led by Justice A K Mathur, and the report of the 13 member Empowered Committee of Secretaries headed Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission, which was set up in January.

The officials familiar with the developments told The Sen Times that the Finance Minister Arun Jaitley has not been under pressure to meet the demand as he has surplus money in the national exchequer.

“We have provisioned for around 60-70 per cent of the total burden that was talked about,” the officials said adding about Rs 70,000 crore has been provided in the Budget.

The government will issue a circular in respect of online pay-fixation, which will reduce hassles as doing the same manually is both time-consuming and harassing. Pay fixation is a mandatory procedure for getting new pay and perks, the officials told us.

“We’re at the for issuing the notification and one more month will be required to issue after cabinet nod, so we hopefully say that central government employees will get new pay and arrears in July and August respectively,” a source close to the developments told The Sen Times.
