Inspiration-Neetu Sarkar’s Journey From Being a Child Bride to an International Wrestler.

Neetu Sarkar wakes up every morning at 3 am to take a one-and-a-half-hour-long bus journey from her village of Bhiwani to Rohtak in Haryana. On reaching the city, this wrestler takes part in a strenuous training programme. At 9 am, when the training is over, she takes the bus back home. Once back, she washes clothes and does some cooking and cleaning. Again, she leaves for Rohtak in the afternoon, finishes her training, and returns home at 9 pm.This schedule sounds hard for a regular person. But Neetu is not ordinary.
In fact, unimaginable struggles have got her to this point in life.
“It gets difficult on some days. But I’m very focussed on my goal. I’ve come a long way and I don’t want to give up now,” she says.Life was cruel to Neetu as a child. She was married at the age of 13 to a mentally challenged man, 30 years her senior.Child marriage has been outlawed in India since 1929.Though the ill-treatment by her in-laws angered Neetu’s parents, it didn’t prevent them from marrying her off a second time. However, this time, the man who married her was a kind person. He loved and supported her.She gave birth to twin boys at the age of 14.

But the family had very little money. Neetu’s husband was unemployed. Her mother-in-law’s pension could only cover the bare minimum groceries and the children’s school fees once they started growing up.“I used to be fascinated with wrestling even when I was a child. When the 2010 Commonwealth Games were taking place in India, I was watching wrestling on TV and suddenly it struck me that I should take this up as a career,” says Neetu.Fuelled by the desire to escape poverty, Neetu decided to start training at the male-dominated akhara (wrestling pit). But she was banned from entering the place.

At the time, she weighed over 80 kg. In order to lose weight and become fit, she started waking up at 3 am and going for a run.She would finish her run and come back home before the others in the village woke up.Neetu’s dreams took shape in 2011 when she met coach Ziley Sing.“He told me if Mary Kom could win a medal after motherhood, so could I. And that gave me a lot of hope,” she says.She started training at a facility in Rohtak. Her hard work paid off soon as she won her first bronze medal at a national event that year. Since then, there has been no looking back.Neetu has gone on to win medals at many national and international events.
She won a silver medal in the 48 kg category in the 35th National Games in Kerala. She has also represented the country in the World Junior Wrestling Championships in Brazil.Neetu, whose biggest idol is wrestler Sushil Kumar, is now being supported by the Sushil4Sports Foundation.“They have sponsored my stay in Rohtak for two months so I don’t have to travel up and down every day. Now, I go home on weekends. My family is my biggest support. I couldn’t have made it this far without my husband. And my boys, they make it so much easier by not insisting that I should always be with them. I feel I’ve made the right decision when I see the pride on their faces,” she says.

Norway will become the first country in the world to switch off FM radio

FM radio broadcasting was invented in the United States in 1933. After a slow start, it became wildly popular all around the world, largely because the frequency modulation technology used offered better sound quality than the existing amplitude modulation (AM) transmissions. But the era of FM radio may be coming to an end. After more than 60 years of using the system, Norway is set to become the first country in the world to turn off its FM radio network — and others may soon be following its example. Reuters reports that the shutdown will begin next week, with the northern town of Bodoe switching off its local network on Wednesday. By the end of the year, all FM broadcasts in Norway will have ended, replaced by Digital Audio Broadcasting (DAB) transmissions that generally offer better sound quality. A number of countries have suggested they might also shut down FM at some point soon. Switzerland, for example, has set a date of 2020 for a switch from FM to AM. “Many countries are now looking to Norway to learn,” Ole Jorgen Torvmark, head of a project called Digital Radio Norway being run by national broadcasters to aid the transition, said when the 2017 shutdown was first announced in 2015.

The decision to shut down Norway’s FM radio system was made by the country’s parliament in 2011. The government suggested that the cost of having both an FM radio network and a DAB network was prohibitive in a country with only 5 million people. Additionally, the country’s many mountain ranges and fjords left some areas without FM radio coverage. Estimating that the cost of FM was eight times higher than digital, Norway’s government argued that the savings could be spent on improving radio content. “Radio digitization will open the door to a far greater range of radio channels, benefiting listeners across the country,” then-Minister of Culture Thorhild Widvey said in a statement in 2015. “Listeners will have access to more diverse and pluralistic radio content, and enjoy better sound quality and new functionality.” But many Norwegians are unhappy about the switchover. An opinion poll conducted last summer on behalf of the daily newspaper Dagbladet found that 66 percent of respondents were against the shift from FM to DAB, while just 17 percent supported it. For many, the opposition to the switch may come down to simple economics. Digital Radio Norway has estimated that 7.9 million radio sets will be affected by the FM switch and that only 20 percent of private cars have DAB radio systems. An adapter to switch an FM car radio to a DAB system may cost 1,500 Norwegian crowns ($174.70), according to Reuters.

Technology Update - New HDMI spec supports 8K, HDR, object-based audio

The HDMI Forum has announced the imminent release of version 2.1 of the HDMI Specification
The HDMI Forum has announced an update of the HDMI Specification. The new version 2.1 supports higher video resolutions and refresh rates, including 8K60 and 4K120, dynamic HDR and increased bandwidth with a new 48G cable. Version 2.1 of the HDMI Specification is backward compatible with earlier versions of the spec. The new specification will be available to all HDMI 2.0 adopters and will be released early in Q2 2017, said the HDMI Forum.
The new features include
Higher Video Resolutions will support a range of higher resolutions and faster refresh rates including 8K60Hz and 4K120Hz.
Dynamic HDR, aiming aiming for ideal values for video depth, detail, brightness, contrast, and wider colour gamuts.
48G cables will enable up to 48Gbps bandwidth for uncompressed HDMI 2.1 feature support including 8K video with HDR. The cable is backwards compatible with earlier versions of the HDMI Specification and can be used with existing HDMI devices. 
eARC supports the advanced audio formats such as object-based audio and enables advanced audio signal control capabilities including device auto-detect.
Game Mode VRR features variable refresh rate, which enables a 3D graphics processor to display an image at the moment it is rendered for more fluid and better detailed gameplay, and for reducing or eliminating lag, stutter, and frame tearing. 

“This new release of the Specification offers a broad range of advanced features for enhancing the consumer entertainment experience, as well as providing robust solutions to the commercial AV sector,” said Sony Electronics' Robert Blanchard, president of the HDMI Forum. “This is part of the HDMI Forum’s continuing mission to develop specifications for the HDMI eco-system that meet the growing demand for compelling, high-performance and exciting features.” The HDMI Forum will be fielding questions on the new spec at their booth (South Hall 1, booth 20930) at this week's CES 2017 convention in Las Vegas. The HDMI Forum currently has a global membership of 83 companies.

Charudutta Mahadev Gawas won the special prize for Harmonium in the Hindustani Classical Music (Instrumental) Category) and Shr. FIXED MEDICAL ALLOWANCE (FMA) FOR PENSIONERS

What is the medical allowance for pensioners? 
Fixed medical allowance @ Rs.500/- is granted to the pensioners residing in areas not covered by CGHS, if they are not using CGHS facility for OPD treatment from a CGHS dispensary in the nearest city. The pensioners living in cosmopolitan cities not covered by CGHS dispensary are also eligible on production of a certificate to that effect. 
Are the Government Employees who have not applied for CGHS card in spite of residing in areas covered by CGHS, also eligible for Fixed Medical Allowance? 
The CGHS facility is meant for the serving Central Govt employees and pensioners residing in specified areas. Fixed Medical Allowance is granted to pensioners living in non-CGHS areas, for the CGHS facilities not available to them. The pensioners residing in CGHS areas cannot opt out of CGHS and avail any other medical facility (i.e. Fixed Medical Allowance). Therefore, such pensioners, if they do not choose to avail CGHS facility by depositing the required contributions, cannot be granted Fixed Medical Allowance in lieu of CGHS. 
In the case of those Pensioners who are in receipt of two pensions viz., service pension and family pension OR military pension and another civil pension to which category of pension, medical allowance shall be allocated. 
If any pensioner or family pensioner receives two pensions, only single medical allowance is admissible, if he/she does not avail of the medical facilities provided by  the respective organizations As regards, pensioner who gets both military pension and civil pension, if the pensioner avails of the medical facilities provided by one of the civil or military organisations, he is not entitled to medical allowance and if he does not avail medical facilities from any of the organizations, he is entitled to medical allowances for only one of the two pensions.

मैं अमीन सयानी बोल रहा हूं

83 साल की इस उम्र में ‘गीतमाला की छांव में’ के आखिरी वॉल्यूम की मांग से बेहद खुश हूं। असल में मैं और गीतमाला एक ही सिक्के के दो रूप हैं। संगीत की दुनिया में गीतमाला हमेशा छायी रहेगी।
मेरी आवाज 
ढेरों एड फिल्मों, जिंगल्स और रेडियो प्रोग्राम में मैंने अपनी आवाज दी है, पर ना जाने क्यों मेरी आवाज की हर चर्चा अंततः गीतमाला के इर्द-गिर्द सिमट कर रह जाती है। शायद यही वजह है कि मैंने गीतमाला की यादों को एलबम के तौर पर समेटने की कोशिश की है। इस एलबम का एक के बाद एक वॉल्यूम जारी करते हुए मुझे एक खास सुकून मिला है। संगीत के उस सुरीले दौर को आज की युवा पीढ़ी के साथ शेयर करने में मुझे काफी मजा आया। अब मुझसे मेरे युवा दोस्त पूछते हैं कि आज के गानों में वो सुरीलापन क्यों नहीं मिलता। मेरा एक ही जवाब होता है, आज के गाने मन के लिए नहीं तन के लिए होते हैं। सीधी सी बात है, इन गानों को सुनिए और इनके शोर मचाने वाले रिदम पर खूब व्यायाम कीजिए।
बिनाका गीतमाला 
1952 में रेडियो सिलोन से फिल्म संगीत का यह कार्यक्रम शुरु हुआ था। तब ऑल इंडिया रेडियो से फिल्म संगीत की बात सोची भी नहीं जा सकती थी। पर इस कार्यक्रम ने रेडियो सिलोन को जो लोकप्रियता दिलायी, उसके बाद ऑल इंडिया रेडियो वालों ने भी फिल्म संगीत में रुचि लेना शुरु कर दिया। हर बुधवार की रात आठ बजे आने वाले बिनाका गीतमाला की लोकप्रियता के बारे में नये सिरे से कोई चर्चा करना बेमानी है। मेरा श्रोताओं को ‘बहनों और भाइयों’ संबोधित करना आज भी आवाज की दुनिया में याद किया जाता है। इस हिंदुस्तानी फिल्म संगीत के कार्यक्रम को सुनकर ढेरों लोगों ने हिंदुस्तानी भाषा के मर्म को समझा था। सन 1950 से संगीत के शानदार सुरीले दौर की शुरुआत हो गयी थी। यों तो आजादी के पहले से कर्णप्रियता की एक लहर बहनी शुरु हो गयी थी, लेकिन 1950 के बाद इसने सही मायने में एक रफ्तार ले ली थी। किन-किन बातों का जिक्र करूं, उस दौर के ज्यादातर संगीतकारों ने इसमें अपना नायाब योगदान दिया था।
संगीत का बहुत योगदान 
मैंने सभी के उम्दा काम को इस एलबम में रखा है। यही नहीं जब तक उम्र साथ देती रहेगी, मैं इस तरह के एलबम पर काम करता रहूंगा। अब मेरा इरादा इस ‘गीतमाला’ के और भी कुछ खंड निकालने का है। वैसे भी उस दौर के संगीत को सिर्फ चंद सीडी में समेटना नामुमकिन है। मैं उस दौर के संगीत की तुलना इस नये दौर के संगीत के साथ करना बिल्कुल बेमानी मानता हूं। संगीत तो एक अविरल धारा है, जो बहती रहती है। इस बहाव में उसके रास्ते में जो भी आता है, वो उसे अपने आप में समेट लेती है। यह संगीत कितना कर्णप्रिय है, यह तो श्रोता ही तय करेंगे। मुझे तो इस बात का ताज्जुब होता है कि आज की हिट फिल्मों में ऐसी ढूंढनी पड़ती हैं, जिनकी सफलता में उनके संगीत का अहम हाथ हो। जबकि पुराने दौर में फिल्म को हिट बनाने में उसके संगीत का बहुत योगदान होता था।
आज के रेडियो जॉकी 
आज मुझे इस बात की शिकायत है कि ज्यादातर रेडियो जॉकी इस बात को भूल गये हैं कि उन्हें कहां चुप रहना और कहां बोलना चाहिए। किसी बड़े दिग्गज की बात को रोक कर वो अपनी बात रखने लगते हैं। ‘गीतमाला’ के गीतों के साथ उस दौर के संगीतकारों, निर्देशकों और कलाकारों का कमेंट भी होता था, जिनमें से कई आज हमारे बीच मौजूद नहीं हैं। मैंने इस पूरे गीतमाला का एक छोटा सा ऑडियाें विजुअल भी तैयार किया था। यह एलबम उन फिल्मी हस्तियों को मेरी एक विनम्र श्रद्धांजलि है, जो आज हमारे बीच नहीं हैं। जहां तक संगीत रसिकों का सवाल है, यह संगीत के सुनहरे दौर का एक संग्रहणीय दस्तावेज बन सकता है।

National Payments Corporation of India, Chennai conducted a workshop on 9.1.2017 at All India Radio, Puducherry, and the staff members of All India Radio, Doordarshan and Doordashan Maintenance Centre, Puducherry were attended. Shri Rameshi Vijaykumar, Associate Vice President National Payments Corporation of India, Chennai gave detailed presentation on digital payment and the usage of new applications like Unified Payment Interface (UPI), BHIM, Rupay Card etc. He stressed the need to use these applications of Govt. of India to make transaction hassle -free. The workshop was very informative and useful.

Different Social media platforms, their convergence with broadcasting, security measures, maintenance of websites and blogs , Necessary precautions, Prasar Bharati`s policy were discussed in the workshop.

Technical Updates:6 Things You Must Know about ISRO’s Record Breaking Planned Launch of 103 Satellites in February!

All but three of the satellites will be foreign and will be launched by ISRO’s workhorse rocket Polar Satellite Launch Vehicle PSLV-C37 from Satish Dhawan Space Centre in Sriharikota, Andhra Pradesh.According to a report in The Hindu, S. Somnath, Director of the Liquid Propulsion Systems Centre of the ISRO said, “We are making a century by launching over 100 satellites at one go!”

Here are six things to know about this mega launch.

1. ISRO is breaking its own record with this launch. Last year the space agency had launched record 20 satellites in one go.

2. ISRO had earlier planned a launch of 83 satellites in the last week of January.

But the launch was postponed to February after the addition of 20 more foreign satellites.

3. The mission includes satellites from countries like USA, Germany, Israel, Kazakhstan, Netherlands, Switzerland, and France.

Most of the smaller satellites are from the US and are to be launched on a commercial basis. The total number of countries launching their satellites in this mission has not been disclosed.

4. The three Indian satellites to be launched are Cartosat-2 series (weighing 730 kg as primary payload) and INS-IA and INS-1B (weighing 30 kg each).

5. The PSLV-C37 will carry 100 micro-satellites. The satellites will weigh around 500-600 kg of the total payload of 1,350 kg.

6. The record for highest number of satellites launched in a single mission is currently held by Russia from the time when the country’s rocket Dnepr, launched 37 satellites in 2014.

The US space agency NASA had launched 29. This launch will be a major achievement in India’s space history since no country has ever attempted a launch on this scale before.


RULES REGARDING QUALIFYING SERVICE FOR CALCULATING PENSION.

Does all leave period qualify for pension and gratuity? 
All leave for which leave salary is payable qualifies for pension and gratuity. Extraordinary leave (EOL) on medical certificate (MC) also qualifies for pension and gratuity. EOL without MC qualifies only on account of inability to join duty on civil commotion or when granted for a higher scientific & technical study qualifies. 
Is the benefit of counting of past service under Rule 19 available to ex-serviceman re-employed to civil service / post? 
An ex-serviceman re-employed to the Civil Post / service on or before 31/12/2003 is covered under the CCS (Pension) Rules, 1972. Therefore the benefit of Rule 19 also becomes automatically available to him. An ex-serviceman re-employed in civil service on or after 1/1/2004 is covered by the New Pension Scheme and is not covered under the CCS (Pension) Rules, 1972. Therefore the benefit of Rule 19 is not available to the ex-serviceman on re-employment on or after 1/1/2004. 
What happens to the past service of a Govt. servant (appointed before 1.1.2004) who resigns to take up, with proper permission, another appointment under the Govt.? 
Under Rule 26 (2) “A resignation shall not entail forfeiture of past service if it has been submitted to take up, with proper permission, another appointment, whether temporary or permanent, under the Government where service qualifies”. This also applies to a Govt. servant who joined Govt. service before 1/1/2004 and takes up another appointment in the Govt., on or after 1.1.2004. 
What is the impact of resignation (other than technical resignation) on qualifying service and pension?
Resignation (other than technical resignation) entails forfeiture of past service. Therefore, no pension is payable on such resignation. 
Will a Government servant who joined Central/State/Autonomous Body before 01.01.2004 be eligible for pension under CCS(Pension) Rules, if he takes up another appointment in Central/State/Autonomous Body after 01.01.2004 by submitting technical resignation in his previous organisation? 
Yes, it has been clarified in Department of Pension & Pensioners Welfare OM No  28/30/2004-P&PW(B) dated 26.07.2005 and 28.10.2009 that employees appointed before 01.01.2004 who were governed by Old Pension Scheme of their respective Governments/Organisation will be eligible to continue in Old Pension Scheme, if such scheme exists in new organisation, where such employee submits resignation to take up new appointment with proper permission. 
Is the service rendered by an employee in Public Sector Undertakings(PSUs) counted for pension on moving to Central Government? 
As per OM no 28/24/94-P&PW(B) dated 13.09.1996, the service rendered in Public Sector Undertakings (PSUs) before joining service under the Government is not counted for the purpose of pension in Government.

ZONAL PROGRAMME CO-ORDINATION COMMITTEE MEETING IN RAJASTHAN

The zonal programme co-ordination committee of all the nineteen AIR stations of Rajasthan was held in the Auditorium of All India Radio, Jaipur on 11th and 12th of January 2017. This meeting was presided by Dr. Anita Kumar, Assistant Director ( Programme ) ADG, ( WR I&II ), in this meeting Shri Sudhir Rakhecha, Deputy Director ( Programme ) discussed various issues pertaining to programmes and other related matters. Shri Vijay Israni, Deputy Director ( Engineering ) was also present in the inaugural session.

We are in receipt of the news of sad demise of Sri K M Geoge Kutty Rtd Station Engineer, All India Radio Trivandrum today morning after prolonged illness in a city hospital and Cremation will be taken place on Saturday 14th Saturday. He served as station engineer at All India Radio Trivandrum from 10-6-1993 to 28-2-1995 and he was associated with different installation projects in many stations.

Prasar Bharati Parivar condoles the demise of Shri KM George Kutty and prays to almighty for the peace of the departed soul.

India & Portugal to work out a co-production agreement in Films Sector

India and Portugal have agreed to work out modalities for a co-production agreement in the Film Sector. The agreement would be framed in a time-bound manner keeping in mind the legal aspects of such an agreement. A possibility of an MoU between the Public Broadcasters of both the Countries to share best practices and seek cooperation in Technical and Content related matters was also discussed. The discussions took place during a meeting between Minister of State for Information & Broadcasting Col. Rajyavardhan Rathore and Portugal Minister of Culture, Mr. Luis Filipe Castro Mendes today in New Delhi.During the deliberations,

Col. Rathore apprised the Portuguese Minister on the initiatives taken by Ministry of I&B to provide Single Window clearances for Foreign Film Producers in the country through the Film Facilitation Office. He also highlighted the prestigious National Film Heritage Mission of the Government to Digitise, Restore, Preserve the rich filmic heritage of the Country.Speaking on the occasion, the Minister also apprised the Portuguese Minister about the IIMC and FTII as the premier educational institutes in the field of Journalism and Film Production respectively in the country. The Ministers also discussed the possibility of Student Exchange programmes between educational institutions of both the countries. Ministers also expressed interest for possible co-operation in the areas of Renewable energy, information and communication technology and Start-ups.The scheduled meeting of Prime Minister of Portugal with the film fraternity at Goa on12th January 2017, organized by FICCI was also discussed where in many Indian Producers have also been invited.The Ministers also expressed interest in sharing of experiences and best practices in Social Media to enhance the outreach.
