The programme opened with a voice-over narrating Raje’s journey, her struggles etc.

Rajasthan Chief Minister Vasundhara Raje chose a radio address to list her government’s achievements and welfare projects after completing three years in office on Wednesday. She invited people to share their views and ask questions during the broadcast on the All India Radio.Ruling BJP leaders and others, including Rajasthan Women Commission chief Suman Sharma, called to share their suggestions and views with Raje. “There is a false perception that the CM is distant and disconnected from the people. The interview-cum-calls programme was to correct this image,” a party leader said. Among those who called was party leader Vikas Sharma from Kota, who thanked the chief minister for her initiatives. The programme opened with a voice-over narrating Raje’s journey, her struggles and how she assumes various roles of a daughter, sister and mother to the state’s people.

Raje recounted how a woman recently stopped her at Jaipur’s SMS hospital, where her husband was undergoing treatment after suffering a heart attack. She said he could undergo a cashless operation thanks to Bhamashah Swasthya Bima Yojana.A caller, Shweta Upadhyaya, called first to inquire about nutrition after Raje invited people to share their ‘mann ki baat’ through views and questions. Raje responded citing improving figures.Jaipur’s Sanjay Kaushik, who is associated with travel business, told Raje that the tourism sector was in “doldrums” and called for aggressive promotion. Subhash from Bikaner said that they live “14-15 km from Khajuwala tehsil in Bikaner but till now we do not have roads, water or electricity connection”. Raje asked him to share details with the local MLA and promised she would address their problems. Another caller complained that the government had neglected Jodhpur. Raje insisted it was not so and added that January 26 celebrations will be held in Jodhpur.Raje declined to comment when Sitaram Sharma from Jhunjhunu rued lack of transparency in teacher transfers.

(What we think we become)

Our Cultural Heritage:‘A gentleman with a lot of humility’

Veteran Carnatic flautist G.S. Srikrishnan reminisces about the genius of M.Balamuralikrishna.The experiences of senior artists go beyond the practice of their chosen medium. Distinguished Carnatic flautist and music composer Guruvayur S. Srikrishnan, or GSS as he is fondly called, is one such example. During a career of over seven decades that began as a child artist and later took him to several posts in All India Radio, GSS has collected a rich repertoire of anecdotes on music and musicians from across India. He has memories of M. Balamuralikrishna, the stalwart whose passing has left the music world feeling bereft, which go beyond the latter’s status quo. Anyone who is slightly familiar with Carnatic music will agree that Balamuralikrishna is synonymous with the genre. His sprawling musical career spread over a span of eight decades is evidence enough of his versatility and devotion towards all that is music. And in these eight decades, GSS saw a part of Balamuralikrishna’s life that makes him smile in admiration every time he thinks of the icon.Where did he first meet Balamuralikrishna? What was he like? GSS clears his throat to answer these questions. There is a slight pause as he ponders for a few seconds and then he says, “It was a long time ago in the year 1960 in Calicut, when I was working with the All India Radio. He was a gentleman with a lot of humility.”He continues, “I never saw him speak ill of another musician, be it big or small. I never saw him speak without a smile to another human being. I think these exceptional qualities translated into his music too. The AIR used to hold an Invited Audience Concert back in the day, on special occasions like festivals. We invited some highly honoured musicians every year. He was quite young at that time, when I first met him. The man was accompanied by other legends like MS Gopalakrishnan and TV Gopalakrishnan. A day after the concert, we spent an evening by the beach, something I still cherish. Balamuralikrishna never forgot the people he met.”

Speaking of Balamuralikrishna’s musical genius, GSS says that his secret lay in his inventiveness, thereby following a path that wasn’t restrictive. “He experimented with music all his life. At one point, some senior musicians were critical of his approach. They thought that it was not the right way to do things. But it is that very style which made him, him. He played around with ragas but never did anything unacceptable. The quality of the raga was never tampered with. His voice modulation capacity was remarkable. This is exactly how he carved a niche that was his own.”The veteran flautist elaborates, “A 19th Century composer called Maha Vaidyanatha Iyer brought the usage of the gamaka in the Gandharam of Todi raga. He was also criticised for the same but today, the raga is incomplete without the gamaka. Similarly, Balamuralikrishna’s style has now become a norm. He’s one of the most difficult people to imitate on stage. Take, for instance, the Kuntalavarali tillana. Many of his disciples have tried to showcase what they have learnt from him, but he is a class apart.”GSS also remembers the specific strategy Balamuralikrishna applied so as to ensure a gratifying rendition of his music. “Many vocalists struggle with the accompanying artistes because sometimes, they play off track or side-track. To tackle this, there is a certain way in which he dealt with the microphone, something in my opinion the other musicians can learn from. He’d move as close as possible and sing softly into it, which made him sound tremendous on the speakers. The other desired effect is that the accompanying artistes could never interrupt his singing because they could never hear him,” GSS chuckles.Being an outstanding musician, GSS’s own musical journey took him to great heights. A Fellow of the Kerala Sangeet Natak Akademi and a Guruvayur Puraskaram recipient, he had, on a few occasions, the good fortune of working with Balamuralikrishna. In fact, so unparalleled is GSS’s own work that Balamuralikrishna once expressed a desire to play the viola accompanying him. “This happened back in 1987. I was posted in AIR, Madras as the Assistant Station Director. We had these morning concerts from 8.30 to 9.30, which I still think get broadcast by top-ranking musicians. He had come there for a recording. Once the concert got over, he came to me and told me how he enjoyed my own concert which had happened a couple of days ago. And then came the next question, ‘When can I accompany you on the viola?’ So, we booked a slot and did the concert. I still remember how well-received it was,” says GSS.

A Sanskrit scholar, it was rather easy for Balamuralikrishna to understand and investigate the kritis he came across. “His mother tongue was Telugu. He read the Vedas as a child. It was never a task for him to develop kritis. He clearly understood and conveyed the meaning of those words in Sanskrit and Telugu and knew exactly how to separate words in padams, going away from the way it was being done until then. This caused some hullabaloo, but what is great cannot be tamed. My favourite is Nagumo (Aabheri raga),’ adds GSS.Balamuralikrishna’s success as a musician and composer hardly comes as a surprise considering his universality and inclusiveness. He not only garnered devotion from his contemporaries but also some of the illustrious musicians from yesteryears. GSS says, “The great musician GN Balasubramaniam once told Balamuralikrishna – ‘Naan taan da nee’ (you are me)’. GNB sang with a lot of clarity and he saw that that was just how Balamuralikrishna worked too. You can literally pick the words that came out of his mouth. At times, he’d pick on the minute nuances of a given raga and elaborate on that. It requires an intricate knowledge of the swaras to render the same accurately. Owing to his dedication, his compositions have become more and more refined over time. He once sang ‘Ganasudharasam’ in Nattai raga during one of his katcheris. The piece is a description of Tyagaraja and one could simply paint a picture only by listening to him sing.”GSS, who retired from AIR as Station Director, Kozhikode some two decades ago, does not shy away from saying that Balamuralikrishna is irreplaceable. He says that just like one remembers Srinivas for mandolin or TR Mahalingam for flute, Balamuralikrishna is identical with Carnatic music. “He is a vaggeyakaran (poet and composer) in the true sense, probably the only one after Swathi Thirunal,” GSS signs off.

Pvt FM channels yet to touch 300; AIR targets another 115 locations

While All-India Radio has around 416 FM channels at present, it has plans for targeting another 115 locations in the near future. Besides FM Rainbow and FM Gold, Vividh Bharati has already come on FM and several other channels are planned to be put on FM even as they continue to be beamed on Medium Wave.

After almost two decades of introduction of the scheme, there are only 267 private FM channels operational in the country. Even the second batch of Phase III auctions was stopped before all the channels were auctioned and there was no bid for 44 cities. Information and broadcasting ministry sources had earlier told Indiantelevision.com's sister company that the aim was to continue till all the channels slated in the second batch were auctioned, but breaks will have to be taken for weekends and national holidays. The first phase in 1999 saw the start of 21 FM channels in 12 cities although 37 were sold in 19 cities. The auction was for 108 channels in forty cities. The second phase in 2005 saw the operationalisation of 219 channels in 86 cities although 245 channels were sold in 87 cities. The auction was for 337 FM channels in 91 cities. In view of the third phase covering 839 FM channels, it was decided to hold the auction in batches.
The first batch between July and September last year led to the operationalisation of 27 channels in 21 cities although a total of 97 channels were sold in 56 cities (one channel is awaiting security clearance). The batch was to cover 135 channels in 69 cities. The second batch meant to auction 266 channels in 92 cities commenced on 26 October 2016 and was stopped on 13 December. In all, 14 bidding companies had been shortlisted for taking part in the second batch but only M/s South Asia FM Ltd was allotted FM channels in Surat, Amritsar, Patna, Chandigarh and Jammu. However, the ministry sources said that a full report would be released shortly.
In the second batch of Phase III, Hyderabad and Dehradun remained at top with Rs 23,43,48,266 and Rs 15,61,00,590 respectively on the 26th day with the completion of three rounds taking the total to 100. Other than Hyderabad and Dehradun, the top 16 cities remained static with bids of more than Rs 32 million. The bids at Alappuzha (Alleppey), Erode, Hubli-Dharwad, Nellore, Salem, Vellore and Vijaywada remained at just over Rs 70 million while bids for Tiruchy was just above Rs 50 million and Tirupathi, Puducherry and Muzaffarpur to a little over Rs 40 million. Amravati, Bhavnagar, Jamnagar and Ujjain bid a little over Rs 35 million and Mysuru a little over Rs 32 million.

How an Innovative IAS Officer Is Single-Handedly Reviving Rajasthan’s Education System

$
0
0
In 2009, India enacted a landmark legislation promising universal inclusion in primary education, paving the way for more learning opportunities at secondary and higher levels. This legislation, the Right of Children to Free and Compulsory Education (RTE) Act, effectively made education a fundamental right of every child in the age group of 6 to 14.

Yet seven years on from its entry into force, there is still significant debate about whether the promise of inclusive and equitable education has been realised. India is home to 300 million young people under the age of 15, more than in any country on Earth. This future workforce, combined with the country’s current tech boom, has the potential to inject new dynamism into India’s growing economy and help overall development skyrocket. However, India’s ability to reap the rewards of its huge demographic advantage is far from guaranteed. According to the tenth Annual Status of Education Report (ASER), basic learning achievements in reading and maths remain low and dismal, with only a fourth of all Class III children able to read Class II text fluently, and under half in Class V able to do so.

In Rajasthan, a state rated the least literate in India by the Socio Economic and Caste Census (SECC) 2011, IAS officer Naresh Gangwar has been quietly but determinedly working to change this trend. A soft-spoken bureaucrat who studied communications and technology, Gangwar was appointed the education secretary of the state in 2013.Though Rajasthan is India’s 7th richest state, it has long had some of the worst literacy levels in the country. Years of neglect – with teachers suffering an eight-year salary freeze before the current administration – has led to decline of quality of education imparted in the state’s schools. Facing the mammoth challenge of reviving Rajasthan’s faltering education system when he joined as education secretary, Gangwar decided to start by focusing squarely on teachers. As soon as he was appointed, he invited dozens of teachers to his office in a bid to hear their long-ignored demands, complaints and suggestions. Delayed promotions were expedited, blocked salaries were releases and teachers were compensated for relocations.

Next, with the support of the teachers behind him, Gangwar decided to take on a bigger challenge: reassigning teachers and redressing the urban bias in the state’s education system.

Shaikh Ansar Ahmad was all of 15 when he saw his father, an autorickshaw driver in Selgaon in Jalna, Maharashtra, bribe a tehsil official to clear his documents for a Union government housing scheme. It rattled him and that’s when Shaikh resolved to pursue the civil services. Shaikh came to Pune as advised by some elders and took admission in Fergusson College for Arts and joined Unique Academy to achieve his goal. He stood 361st in the exam.

Shaikh cracked the tough UPSC exam in his first attempt, but had to cross several obstacles to get there. From searching for accommodation to his attempts at learning English all by himself, he overcame the difficulties and “biases or prejudices” he encountered. “I was looking for a place to stay near my college and coaching centre as there was a two-month wait before I could join the hostel run by the Students’ Welfare Association. I was told point blank that I would not get the accommodation, but I took it in my stride. Sure enough, within a few days I got a place easily at a Hindu family’s house, just a few places away from the first place I had checked,” I want to work towards better harmony and eradicate biases and sensitise people using technology and social media,” he said.

Shaikh said he owes a lot to his mentor Tukaram Jadhav, director of Unique Academy. “Ansar has been realistic, but has a steely determination and an innate smartness. I had no idea about the discrimination or the hardships he faced or his family background till now. He never spoke about them. He was also the first to take advantage of the academy’s English coaching library,” said Tukaram. Tukaram, also from a small village in Marathwada’s Latur district has seen misery, but talks about Ansar as “an outstanding student who developed his own model of study and was persistent.” Shaikh’s close friends and family call him Ansar.

Shaikh’a father Ahmad, and younger brother Anees (19) played a big role in his success. His younger brother selflessly transferred his entire salary to Shaikh’s account every month to help him realise his dreams. “Anees works in a grocery and told my uncle to transfer his entire salary to my account. During the first year in Pune, I made friends, got to know the city and also took part and won elocution competitions, including a national-level contest. I studied on my own in the final year for the civil services exam, but kept visiting the academy where the teachers solved every query, and I had lots of them,” Shaikh added.
