Inspiration-The Inspiring Story of How Sikkim Became India’s Cleanest State

$

M G Marg, Gangtok
In this small north-eastern state, people have a sense of pride that their home state is India’s first open-defecation free state.
This record was reiterated in the recently conducted Swachhta (cleanliness) survey undertaken by the National Sample Survey Office (NSSO) on the condition of sanitation in Indian states. According to the report, all four of Sikkim’s districts rank among top ten districts in cleanliness and sanitation. About 98.2% households in Sikkim are equipped with clean toilets and 100% of the state’s population use the community or household toilet.Sikkim began its cleanliness drive over a decade before Prime Minister Narendra Modi launched the Swachh Bharat Mission. It was 13 years ago in 2003 when the Pawan Chamling-led government launched its total sanitation campaign for the state. There was also a conscious effort to install public filters for drinking water, build more public toilets and introduce a better drainage system in the major cities like Gangtok and Namchi. As many as 1,772 schools were covered under the total sanitation campaign. This was done under the central government’s Nirmal Bharat sanitation drive. The government also got local panchayats involved to sensitise people, particularly about hygiene and the fact that Sikkim needed to maintain a clean and green image as a tourism state.

Sikkim’s cleanliness model has evolved over the decade to ensure that the people abide by rules. There is a strictly enforced, legal penalty for every violation – for using plastics, for smoking in public places, for urinating in the open and for littering. Breaking rules fetches stiff fines. Smoking in public place, for example, could cost the offender a fine of Rs 200, whereas urinating in public places has a fine of Rs 500. Along with the ban on plastics, these rules have been enforced in the state for over a decade now. However, the government knows that there is more to be done. While plastic packets are now rarely spotted, PET (polyethylene terephthalate) water bottles are still sometimes thrown by tourists. To address this issue, the government is contemplating a complete ban on such water bottles. This will compel locals as well as tourist to use the RO or filter water made available in designated public places, hotels and restaurants. Once executed, it will be another first in India.
In 2016, Sikkim also became the first Organic State of India, having shunned chemical pesticides and fertilizers for 13 years to return to natural methods of farming.
While Sikkim has clearly emerged as the cleanest state, it also has the possibility of soon emerging as the first state in India with zero poverty – only 8 % of the state’s families live below the poverty line. While the government’s efforts in helping Sikkim achieve these remarkable targets is commendable, the commitment and self-imposed discipline of the Sikkimese people also needs to be appreciated. In a school in West Sikkim, innovative children are showing their communities how to manage waste by recycling plastics into useful items of daily life. Here is a glimpse of this great initiative.

Recollecting AIR memories

C S Radha Devi - who was an integral part of every household even before the 1950s when Travancore radio station merged with the All India Radio - sat amid a small group of Akashvani enthusiasts and recollected their memories. "We did not have the technology that is available these days. We gave sound effects with available, limited resources. Crows and cuckoos were all our voices," she said during the monthly rendezvous 'Trivandrum Talkies'.

Unnikrishnan Unnithan, assistant station director of AIR, recalled how they created background scores with local resources. "To convey the sound of clatter of hoofs of a horse we knocked coconut shells on to the hard surfaced studio walls. For rain, we poured fine sand on a newspaper kept on the ground. The rubbing of two sandpapers gave the sound of steam engine," he said. "Vaarthakal vaayikunnathu Ramachandran- this phrase gave me Goosebumps each time I heard it as a child,'' said music critic T P Sasthamangalam . Participants also said the Malayalam used by Akashvani executives helped them immensely to fine-tune their language.

The discussion concluded on a positive note as many pointed out how radios have made a comeback to households. "A sales guy at the biggest electronics retail shop in the city told me they had 150 radios sold out every month and are waiting for new stock," said Unnikrishnan. Trivandrum Talkies, an initiative of Open Space, is a monthly get together to discuss city's nostalgic past. Every second Saturday evening, the group meets at University Women's association hall, Jawahar Nagar to discuss a fresh topic.

Inspiration-13-Year-Old Indian Girl Who Is Going to Speak at TED-Ed in NY

Esha Karthiraj, a 13-year-old whose passion for cooking is now taking her to New York to speak at the inaugural TED-Ed Weekend event at TED headquarters.

Today, she has been selected as one of the 20 children from across the world to speak during the event to be organised from December 1-3.A youth and education initiative by TED, TED-Ed was started with the aim of celebrating the ideas of children and teachers around the world. The organization has started a TED-Ed club programme to help students across the world express their ideas in the form of TED-style talks. Esha joined the club about three years ago with the help of an institute named Sparkling Mindz in Bengaluru.
I feel that people look at cooking simply as an act of survival – you cook, you eat the food, and that’s pretty much about it. I look at it from a different perspective. From a young age, I saw my mother and grandmother cooking, and also found myself surrounded by cooking shows on TV and YouTube, etc. It really fascinated me because cooking is so much more than an act of survival – it has creativity and innovation. People would say that you can’t mix things like chilli and chocolate because apparently, it just doesn’t work. I wanted the break the so-called rules so I just tried it and found it to be good,” says Esha Karthiraj.

A shy student from the beginning, it required a lot of perseverance on her part to emote herself the way she wanted to. That was also one of the reasons why her mother, Rakhee Prabhudesai, enrolled her in the programme. “Before joining Sparkling Mindz, I was really shy. I was the kind of kid who would just sit behind in class and act like she is listening to everything. I was so quiet; I didn’t know how to communicate my ideas. I didn’t talk to the people in my class until a good month or so after I joined school. My mom realised that this could be a problem later in life,” she says.

The pre-school programme works on the Reggio-Emilia play-based methodology that is inspired by the fact that kids like to play with things they get in their hands. And in that process of playing, they are leaning too; so one can create a play-based structure to enable children to learn.“It’s a really interesting programme. I really like it. It is different from other schools because children interact with the teachers not just to get the syllabus done and get out of the school. The goals of the teachers are different. They don’t even call themselves teachers. They are called facilitators because they learn with the kids. It is really amazing and fun,” says Esha.

Delhi Smog: Emperor Ashoka Did Something In 3rd Century BC that Our Modern Day Policymakers Can Learn From.

For the last few day, air pollution in New Delhi has been truly off the charts. The level of PM 2.5, tiny particles suspended in the air that can lodge in lungs and cause disease, hit a new peak of 999 micrograms per cubic meter — 40 times what is considered safe and beyond what the scale was designed to measure.
While air quality tends to worsen around this time of year as millions of Indians light firecrackers to celebrate the festival of Diwali, winter weather also plays a factor — cooler temperatures and slower winds prevent the smoke from being blown away.
However, the problem of air pollution in the country is not limited by season or geography. According to the World Health Organization, India has 13 of the 20 most polluted cities in the world. The study published this week in the journal Geophysical Research Letters, every year, more than half a million people are estimated to die prematurely because of air pollution.
As New Delhi grapples with the worst smog in 17 years, a growing public outcry has forced the government to adopt tougher measures. Tougher vehicle emissions standards have been made mandatory by 2020, taxis have been ordered to switch from highly polluting diesel to compressed natural gas, bans on burning garbage and agricultural waste have been put in place, and fines are being levied for spreading construction dust.
However, there was a time in India when people didn’t wait for a crisis to work towards a clean environment. Governance with a focus on clean environment and wildlife conservation in India dates back to 3rd century BC during the time of Chandragupta Maurya and Ashoka.
Ashokan edicts (stone inscriptions), that date back to the 3rd century, clearly provide the first constitutional check against environment degradation and animal cruelty.
Ashoka believed that the state had a responsibility not just to protect and promote the welfare of its people but also its forests, wildlife and environment. Hunting certain species of wild animals was banned, forest and wild life reserves were established and cruelty to domestic and wild animals was prohibited.
Through his rock edicts, Ashoka had also strictly banned burning chaff after harvest – a practice that has contributed to the thick smog in Delhi and its adjoining region in the last few days. The polluting of water sources was banned.
The Mauryan state also maintained the empire’s forests, along with fruit groves, botanical pharmacies and herbal gardens that had been established for the cultivation of medicinal herbs.
One of his minor edicts, Ashoka states,
“Wherever medical herbs suitable for humans or animals are not available, I have had them imported and grown. I have planted mango groves, and I have had ponds dug up and shelters erected along the roads at every eight kilometers. I have had banyan trees planted on the roads to give shade to man and beast. Everywhere, I have had wells dug for the benefit of man and beast.”
In ancient India, wild animals were considered the property of the emperor. Ashoka banned royal hunting parties and animal sacrifices at a time when these were the norm. Then he took the process one step further. In an act unmatched by even the most progressive modern states, Ashoka established free veterinary hospitals and dispensaries.
Fa Hien, the Chinese traveller who came to India during his reign had written about veterinary hospitals in Pataliputra, which were probably the first in the world.
Even Ashoka’s ancestor, Chandragupta Maurya is believed to be a patron of conservation. His mentor and minister, Chanakya’s book Arthashastra clearly defined a set of basic rules for protection and conservation of wild animals. It also prescribed severe penalty provisions for those found guilty of cruelty to animals. Chanakya also considered all parts of a tree important and fixed punishments based on the destruction of specific parts of the tree.
Ashoka’s edicts on stone, replete with reverence for all forms of life, survive even today. One of India’s foremost environmentalist, Chipko movement leader and staunch Gandhian, Sunderlal Bahuguna has often reminded the country of Ashoka’s protection of plants and trees during his lifelong battle against deforestation.
