SUCCESSFUL DEMONSTRATION OF INTERACTIVE AUDIO STREAMING USING MPEG-H AUDIO AT NORWEGIAN BROADCASTER NRK

by Rupert Brun | Norwegian public broadcaster NRK and Fraunhofer IIS have successfully conducted the first end-to-end real-time streaming trial in the Nordic region of Next Generation Audio (NGA) with interactive features of MPEG-H Audio. Representatives from Norwegian broadcasters, technology companies and other invited experts had the opportunity to enjoy the 2018 Football World Cup matches from Russia using interactive audio, in the NRK premises in Oslo, Norway.

During the demonstration the users had the option to switch between Norwegian, Danish and Swedish TV commentaries as well as NRK’s radio commentary and select their preferred language. Moreover, using MPEG-H Audio the audience was able to select a version without any commentary to enjoy the live atmosphere of the stadium in 5.1 surround sound, to enhance the dialogue for better intelligibility, or to change the position of commentaries in the audio scene.

The live feeds from Russia include a stadium channel bed in 5.1 and three mono commentaries in Norwegian, Swedish and Danish. Additionally, a clean feed of the NRK Radio Commentary was added in the main Control Room at NRK to the SDI signal. The radio commentary may be preferred by viewers with a visual impairment because the commentator provides a more complete description of the match than the TV commentators.

The Junger Audio Multichannel Monitoring and Authoring (MMA) system was integrated into NRK’s SDI infrastructure for receiving the SDI feeds. In the MMA, all four commentaries are marked as objects which can be adjusted by the viewer. Simple presets are created for the Broadcast Mix, Dialogue+ (enhanced audibility), Commentary Only and Stadium Only. The range of adjustments available to viewers who wish to use the advanced menus are also defined. The MMA embeds the metadata in track 16 of the SDI signal which is fed to the encoder.

The Fraunhofer Realtime DASH encoder was used for encoding and live streaming of the MPEG-H content to another building on the NRK campus for playback in an environment similar to a domestic living room. The DASH stream was received by an Android set-top box with MPEG-H Audio support connected to the Fraunhofer reference design soundbar. While the set-top box handled all interactivity features by displaying the available options to the user and inserting the user interactions into the MPEG-H stream, the soundbar was able to decode and playback the MPEG-H stream for creating an immersive experience without the need for loudspeakers all around the room. The viewers can select which preset they wish to hear according to their preferred language and level of dialogue required and use the advanced menus to adjust the balance between the stadium sound and commentary to their personal taste. They are also able to move the commentary sound away from the screen to another part of the room if they wish.

Subject :- Non-acceptance of Nomination Form for Life Time Arrear (LTA).

It has been observed that Pension Payee Scheduled Bank branches are not accepting Nomination Form for “Life Time Arrear” on the pretext that their branch has not received any instructions from their head office.

As per para 23 of the Scheme Booklet on acceptance of Nomination Form for Life Time Arrears provides that where the Nomination for the payment of arrears does not exist then the Authorized Bank will seek instructions of the CPAO, who will in turn, refer the matter to AG/CCA/CA/Dy.CA for obtaining the requisite sanction of Head of the Office. As such, the claimant can also approach the Head of Office where the pensioner served before his/her retirement/ death.

Moreover para 4.5.7 of the Scheme Booklet clearly states that “CPPCs may ensure that the responsibilities assigned to Home Branches are enforced so that the pensioners are not redirected to CPPC for redressal of grievances and information needs. Necessary performance measures and monitoring mechanisms, in co-ordination with the respective administrative structures to achieve the desired level of service delivery in Home Branches as well as CPPCs may be instituted by the Bank.”

This issues with the approval of Chief Controller (Pensions).

Installation work of 10 Kw FM Transmitter ( DBE Italy) at AIR AHMEDNAGAR.

Digitization  of broadcasting network by replacing existing transmitters with new advanced transmitters is in progress. As a part of this recently installation work of new 10 Kw FM transmitter (DBE make) has started at AIR AHMEDNAGAR (MAH).

Existing transmitter  :- R & S (BEL) 2 * 3 Kw FM, installed in April 1991.
New transmitter :- DB  Electronica, Italy, 10 Kw  FM

Installation of this new transmitter will increase the coverage area prominently up to 100 km (aerial) approx. Field strength measurements will be carried out after installation. listener ship and transmission quality will get improved which will facilitate in revenue generation of  the station.

Obituary : सुप्रसिद्ध उपन्यासकार व दूरदर्शन के पूर्व उपमहानिदेशक तेजिंदर सिंह गगन का दुःखद निधन

दूरदर्शन केंद्र रायपुर के सेवानिवृत उप महानिदेशक (कार्यक्रम) श्री तेजिन्दर गगन जी का बुधवार (11 जुलाई) की रात्रि हदय गति रूक जाने से निधन हो गया | वे 67 वर्ष के थे, विदित हो कि स्व. श्री गगन जी आकाशवाणी के क्षेत्र में अपने कैरियर की शुरुआत 19 अप्रैल 1977 को आकाशवाणी रायपुर केंद्र में सहायक संपादक (आलेख) के पद पर ज्वाइन कर किए थे | 

उन दिनों किसान भाइयों के लिए प्रसारित होने वाले चौपाल कार्यक्रम का प्रभाग आप देखते थे | आकाशवाणी रायपुर केंद्र से उन्हीं दिनों एक लोकप्रिय साप्ताहिक कार्यक्रम 'अपना घर'प्रसारित होता था | गगन जी 'अपना घर'कार्यक्रम में बनता सिंह करेक्टर के नाम से आते थे | आपके साथ ही उन दिनों (आकाशवाणी इंदौर केंद्र से सेवानिवृत्त) वरिष्ठ प्रसारक श्री हरेंद्र कोटिया जी व रायपुर केंद्र के से.नि. वरिष्ठ उद्घोषक श्री लाल रामकुमार सिंह जी एक साथ आते थे | अपना घर कार्यक्रम में समसामयिक विषयों के साथ बातचीत कर उसका निष्कर्ष भी निकाला कर सकते |

वर्ष 1982 में आप भारतीय सूचना सेवा से जुड़ गए तथा इस दौरान आप आकाशवाणी भोपाल केंद्र में प्रादेशिक समाचार एकांश के प्रभारी रहे | आप वहां सन 1992 तक कार्यरत रहे | भारतीय सूचना सेवा के बाद तेजिन्दर जी भारतीय प्रसारण सेवा से जुड़ गए थे तथा आप क्रमश: चेन्नई, इंदौर, नागपुर, देहरादून, संबलपुर, अहमदाबाद फिर दूरदर्शन रायपुर केंद्र कार्यरत रहे | तेजिन्दर गगन जी, दूरदर्शन केंद्र रायपुर में उप महानिदेशक (कार्यक्रम) के पद पर केवल छ: माह कार्य करने के बाद आप मई 2011 को सेवानिवृत्त हो गए थे |

आकाशवाणी व दूरदर्शन की सेवा में जुड़ने के पूर्व आप वर्ष 1972 में देशबंधु में पत्रकार के रूप में कार्यरत रहे | आप एक वरिष्ठ कथाकार भी हैं, अब तक आपकी 10 पुस्तकें प्रकाशित हो चुकी है | उनके उपन्यास काला पादरी, डायरी सागा सागा, सीढ़ियों पर चीता इत्यादि बहुचर्चित हुए।

तेजिंदर अपने गृहनगर रायपुर में ही दूरदर्शन से सेवानिवृत्त हुए और उसके बाद से प्रदेश के सांस्कृतिक जगत में लगातार सक्रिय रहे। वे छत्तीसगढ़ प्रगतिशील लेखक संघ की राज्य कार्यकारिणी के सदस्य थे। उनके परिवार में पत्नी दलजीत कौर व पत्रकार बेटी समीरा हैं। उनकी बहन डॉ रूपिंदर दीवान रायपुर विज्ञान महाविद्यालय में प्रोफेसर हैं।

Leave Encashment For Central Government Employees While Availing LTC

Important aspects of Leave Encashment:

1. Apart from Earned Leave Encashment up to 300 days payable on retirement, Rule 38A of CCS Leave Rules provides for Encashment of 60 days of salary in entire service while availing LTC by Central Government Employees.
2. One Spell for availing Leave Encashment should not exceed 10 days.
3. Leave Encashment is allowed only if the employee concerned is availing Leave Travel Concession (LTC)
4. The number of days for which Leave Encashment is claimed will be deducted from Earned Leave account
5. Number of days for which Leave Encashment is claimed and number of days for which Employee proceeds on LTC by availing Leave need not be same.
6. Similarly there is no linkage between nature of leave applied for availing LTC and Leave Encashment. Any leave including Casual leave which is allowed to be availed for the purpose of LTC can be utilised.
7. It is applicable both for All India LTC and Home Town LTC.
Leave Encashment – Developments:

Before the issue of Office Memorandum No: 14028/7/97-Estt.(Leave) dated 7.10.1997, there is no concept of claiming Leave Encashment while in service. Encashment of Earned Leave up to a maximum of 300 days was allowed only at the time or retirement. When a Government Servant quits service or resigns, the encashment was restricted to a maximum of 150 days.

To the benefit of Central Government Employees, OM dated 07.10.1997 issued by DOPT, paved the way for encashment of Leave while proceeding on LTC. It allowed Leave Encashment up to 10 days in one spell when employees opt to travel using LTC. The maximum of such leave encashment shall not exceed 60 days during the entire service. There was also a condition in the OM dated 07.10.1997 that encashment of leave for LTC and at the time of retirement combined together should not exceed the maximum limit of 300 days.

While Govt thought it was extending a benefit of leave encashment while service, it failed to get much reception from the employees on the very count that leave encashment while in service would reduce the retirement benefit. Later, by issue of Office Memorandum F.No: 31011/4/2008-Estt.(A) dated 23.09.2008 on implementation of Sixth Pay Commission recommendations, Govt had done away with the restriction of Leave Encashment beyond 300 days. Now, the leave encashed at the time of LTC will not be deducted from the maximum amount of earned leave encashable at the time of retirement.

In 1952, Hindi film songs were banned on All India Radio

It was in 1952 that the minister of information and broadcasting (I&B) of newly independent India, B.V. Keskar, decided that All India Radio (AIR)—the information and entertainment lifeline of the nation—would not air film songs as they were degenerate and far too “Westernized”. He believed they would hinder the cultural growth of a young nation on the cusp of a bright future. Instead, he proposed, the country could lend its ears to highbrow classical music.

In an article in The Hindu (19 July 1953), Keskar argued that the country’s appreciation for classical music had “fallen” and was “on the point of extinction”—particularly in north India. The onus of making his countrymen “intimate with (classical music)”, therefore, was bestowed on AIR. “We must make (ourselves) familiar with our traditional music,” he declared.

In 1952, the Indian National Congress party had just had a landslide victory in the first general election and Keskar—a staunch Brahmin and a classical Indian music purist—was given charge of the I&B ministry. To his mind, Indian film songs were straying from their responsibility of instilling national pride in people. “The lyrics, aside from being in Urdu, were generally ‘erotic’,”writes radio historian David Lelyveld in Upon The Subdominant: Administering Music On All-India Radio. In addition, there was a steady rise in the use of Western instruments and Western melodies in the songs, “which Keskar identified with a lower stage of human evolution”.
Songs like Tadbeer Se Bigdi Hui Taqdeer Bana Le, a ghazal which S.D. Burman turned into an upbeat, guitar-sporting number for Baazi (1951), and Mur Mur Ke Na Dekh for Shree 420, 1955, which featured an orchestra of Western instruments and had flamenco-style tunes, would not have passed Keskar’s test. He wanted songs that were infused with the sound of the flute, tanpura or sitar instead. And so it was chiefly through radio, he thought, that the country’s musical heritage could be rescued. Keskar would go on to become the longest-serving I&B minister from 1952-62.

To begin with, he mandated that all songs aired on AIR would be screened, and, according to Lelyveld, he imposed “a quota of 10 percent of all program time”. In addition, Keskar ensured that if a film song was played, the film’s title would not be announced, since he considered that advertising. Only the singer’s name would be mentioned.

The film industry was up in arms, of course. Filmfare magazine characterized Keskar as a devious man whose decision was “a calculated blow at the reputation of the Indian film industry, as much as one aimed at ousting film music from the market” (August 1952 issue). In response, film producers who owned the rights to the songs decided to rescind the broadcast licences given to AIR. And, as Keskar anticipated, film music completely disappeared from radio within a mere three months. The void was filled by AIR broadcasting classical music.

 Across the shore, Radio Ceylon rose to the occasion—and the opportunity. It created the legendary musical countdown Binaca Geetmala—a show entirely dedicated to Indian film songs. Every Wednesday, Indian listeners would tune into Radio Ceylon and listen to their favourite songs with their favourite show host—the iconic and charming Ameen Sayani, who would engage them with complementary film trivia.

A former editor of Femina, Sathya Saran, who was a young girl growing up in Guwahati at the time, recalls what the show meant to her. “Every Wednesday, I would go and sit near the radio from 8-9pm to listen to Binaca Geetmala,” she reminisces over the phone. “I had this little black diary in which I wrote down every song that played, how many times it was featured, whether it had gone up or down—I would keep tabs, and always sing along, because I knew all the lyrics. And Ameen Sayani was like god to me. I would hang on to every word he said.” Geetmala ran from 1952 to 1988.

In 2010, Sayani, in an interview with Aswin Punathambekar (professor of communication studies at the University of Michigan-Ann Arbor), recounted how his team would record the show on tapes “every single day. And every week’s quota used to fly by Swiss Air, Air Ceylon or Air India to Colombo. Sometimes, we did get into trouble, especially with Geet Mala, because with Geet Mala we were not supposed to record too much in advance. The popularity poll had to reflect a current mood...(Binaca Geetmala) became an absolute rage... Just like how the streets would be empty when B. R. Chopra’s Mahabharat (1988) or Ramanand Sagar’s Ramayan (1986) would be on television, the same thing happened to Geet Mala... Wednesdays came to be known as Geet Mala day.”

As Radio Ceylon’s popularity grew in India, Keskar’s influence waned and the government was forced to lift the ban. In 1957, Vividh Bharati was conceptualized as a service on AIR that offered non-stop film music broadcast. “Vividh Bharati had a tremendous blend of heritage and modernity, parampara and pragati, let’s say. And this soon became quite popular,” noted Sayani in the 2010 interview. By 1967, Vividh Bharati had turned commercial and began accepting advertisements. By the late 1970s, it had become a cultural behemoth, functioning as the primary source of entertainment in Indian cities.
Keskar would be outraged if he heard the music the Indian film industry makes today, but it is ironic that some of the country’s most iconic and memorable songs, produced during the “golden era of Hindi cinema”, were once considered objectionable and would have possibly been stifled by one man’s draconian policies if a radio channel from a neighbouring country hadn’t stepped in.

Rural Programme Advisory Meeting of Farm and Home at AIR Thriuvananthapuram: Creating changes in Rural Lives

The Rural Programme Advisory Meeting of Farm and Home programmes in All India Radio Thiruvananthapuram was conducted on 11thJuly 2018 at MILCO, Attingal, Thiruvananthapuram. This is a quarterly consultative body comprising of representatives from various Government departments, central and state organizations in Agriculture, dairy and animal husbandry and allied areas as well as NGOs, farmers, officers of All India Radio and all related persons. This meeting reviews and suggests various programmes and activities that may be taken up in Farm and Home programmes of All India Radio Thiruvananthapuram in the upcoming quarter.

This time, the RPAC meeting was an example of how All India Radio can intervene to create changes in society and the lives of people. On the basis of the discussions in Farm and Home RPAC meeting, two pro-farmer decisions were taken by the Block Panchayath of Chirayinkeezhu on two important issues faced by farmers. First was the lack of emergency medical care for cattle at night time. Second were different issues, primarily with handling bio-wastes including cow dung and urine and their management and related pollution. These issues were raised by farmers and were discussed in the RPAC meeting. Shri. R Subhash, President of Chirayinkeezhu Block Panchayath, had earlier inaugurated the RPAC meeting. Participating in the discussion, he announced at the meeting itself that the Block Panchayath will prepare and implement projects, in association with Melkadakkavoor Milk Producers’ Co-operative, to handle these two important issues of farmers. Thus, the Farm and Home programme of All India Radio was able to directly intervene in a farmers’ issue and initiate resolution for the same. All India Radio acted as a bridge between the masses and the authorities, thereby performing the intended role of a real Public Service Broadcaster.

The RPAC meeting was presided over by Shri. R Vimalasenan Nair, Station Director, All India Radio. The meeting was also attended by Shri. R Hali, former Director of Agriculture and Shri. R Suresh, President of Melkadakkavoor Milk Producers’ Co-operative. Shri. P M Unnikrishnan Unnithan, Asst. Director (Programme) and Shri. Muraleedharan Thazhakara, Programme Executive (Farm and Home) also addressed the meeting. The meeting was attended by 45 delegates from various Government departments, and State and Central Institutions and non-governmental institutions in addition to the farmers.

Satish Atla from Warangal earns laurels as announcer

A live quiz programme on Air going on continuously since 2014, without interruption is going to enter record books. The credit goes to Satish Atla, who has been conducting the quiz and completed 191 episodes. 

It should be mentioned here that the quiz programme has been highly helpful to many unemployed youth to grab job opportunities. Satish, an award-winning radio presenter, is born in Kamaram village of Atmakur mandal of Warangal Rural district. After completing postgraduation in MBA and Journalism (MCJ), he started career as a radio presenter.

ऑल इंडिया रेडियो के प्रसारक के तौर पर करियर की शुरुआत करने वाले एनआरआइ पत्रकार महेंद्र कौल का लंदन में निधन

श्रीनगर में जन्मे प्रतिष्ठित भारतवंशी पत्रकार और प्रसारक महेंद्र कौल का बुधवार (11 जुलाई) को लंदन में निधन हो गया। 95 वर्षीय कौल कुछ समय से बीमार थे। लंदन स्थित आवास पर उनके देहांत के समय उनकी पत्नी रजनी और बेटी कल्याणी मौजूद थीं।

रेडियो कश्मीर से अपने करियर की शुरुआत करने वाले कौल ने ऑल इंडिया रेडियो के प्रसारक के तौर पर पत्रकारिता में अपनी पहचान बनाई। वाशिंगटन स्थित वॉइस ऑफ अमेरिका में कुछ दिन काम करने के बाद वह लंदन में बीबीसी से जुड़े, जहां उन्होंने करीब दो दशक तक दक्षिण एशियाई दर्शकों के लिए कार्यक्रम प्रस्तुत किए।

कौल का 'अपना ही घर समझिए'कार्यक्रम दर्शकों के बीच काफी मशहूर हुआ और 14 साल तक उसका प्रसारण किया गया। उन्होंने ब्रिटेन की पूर्व प्रधानमंत्री मार्ग्रेट थैचर, भारत की पूर्व प्रधानमंत्री इंदिरा गांधी, फिल्म अभिनेता राज कपूर और दिलीप कुमार जैसी कई नामी-गिरामी हस्तियों का साक्षात्कार भी लिया।

1975 में वह 'ऑर्डर ऑफ द ब्रिटिश अंपायर'से सम्मानित होने वाले पहले एनआरआइ बने। कौल के निधन पर शोक व्यक्त करते हुए लॉर्ड स्वराज पॉल ने कहा, 'उनके जैसे महान व्यक्ति और दोस्त को खोना बहुत दुखदायी है। ब्रिटेन में रह रहे भारतीयों की छवि बेहतर करने में उनका योगदान महत्वपूर्ण है।'

"KAMAL BAROT" popularly known and acclaimed across the globe for her hit songs like "Hasta Hua Noorani Chehra"& many more has been a veteran singer of the Indian Film Industry (Bollywood) since the 1960's. She has been the voice of MORE THAN 200 SONGS in the Bollywood Industry. Her passion for singing never knew boundaries and she believed in travelling around the world to absorb more from and for music. One Such Experience of her visit to Pakistan left her with a beautiful memory of the Legendary singer Noor Jahan and her in Lahore where she inhaled godliness of music in its purest form with various poets and singers. It was during this visit that she recorded 4 songs written and composed by various poets and composers. She introduced Mehendi Hassan for the first time in India from Pakistan and Runa Laila from Bangladesh.
Mostly preferred in duets or triplets, her signature was the child like voice she had. Still, very competent and complimentary with the one with whom she used to sing. She was also a choice with music directors whenever there was any bubbly song to be recorded. Kamal with Mukesh shared an unusual chemistry in singing, for which they came up with couple of songs which turned out to be a great amalgamation of the voices which were literally opposite to each other. Her duets with Mukesh like “Na Jaane Chand Kaisa Hoga”, “Jab Se Hum Tum Baharon Mein” & “Hum Bhi Kho Gaye Hain” are the classic example of interplay of phrases between male-female voices. She was also paired up with Lata Mangeshkar, Asha Bhosle & Suman Kalyanpur with the popular scores like “Hasta Hua Noorani Chehra”, “Dadi Amma Dadi Amma” & “Garjat Barsat Sawan Aayo Re”

Subject: Transport Allowance at double the normal rates to persons with disabilities employed in Central Government.

References have been received in this Department seeking clarification whether Transport Allowance at double the normal rate is admissible to persons with disabilities employed in Central Government who have been provided with Government Accommodation within one km. of office or within the campus housing the place of work and residence.
2. The matter has been considered in this Department and it is clarified that persons with disabilities employed in Central Government, as mentioned in Para 2(iii) of OM No. 21/5/2017-E.II(B) dated 07.07.2017 regarding grant of Transport Allowance as per 7th CPC rates, are eligible to draw Transport Allowance at double the normal rates + DA thereon, irrespective of whether they are residing within the campus – housing the place of work and residence or Govt. or private accommodation within one km. of office.
3. All other terms and conditions regulating the Transport Allowance at double the normal rates will remain the same.
4. This is issued with the approval of Secretary (Expenditure).
