Voluntary Prog of Offering 'Chhabeel' to masses by DDK and CCW Chandigarh

The Doordarshan Kendra Staff Chandigarh including the contribution of Civil Construction Wing (Civil) staff organized a Chhabeel (of cold & sweet water), Halwa & Namkeen Chana etc. in front of the Kendra on Wednesday i.e. 04th July 2018 for the traveller. In peak summers, the event coincides with the martyrdom day of Guru Arjan Dev Ji (the fifth Sikh guru). The concept is to offer the sweetened drink to people who are moving in the scorching heat. like the every 'chhabeel', a counter is put up where volunteers offer the sweetened drink in glasses to people by the staff. It gives a very nice feeling to offer sweetened water to people in this burning heat. The Motorists and others get a lot of relief after taking it. Even the younger generation feels happy to help out in this activity. The martyrdom day of Arjan Dev is observed every June. The guru was tortured to death on the orders of Mughal emperor Jahangir in the early 17th century. The tradition of this chhabeel has since spread to many other parts of northern India including Delhi. This is a very good tradition as spread a good message to the welfare of the nation.

BBC launches app bringing together live radio and podcasts in one place

The BBC has launched a brand new app giving listeners access to live radio content and podcasts in one place. BBC Sounds is a personalised application, bringing together the broadcaster’s live and on demand radio, music and podcasts and is part of the corporation’s plans to “reinvent the BBC for a new generation”. Similarly to Spotify, the app is designed to learn from users’ listening habits and to introduce people to new audio based on their interests in the “Recommended for you” section.

BBC Sounds will play host to 80,000 hours of content, and will retain the virtual tuning dial feature seen on the iPlayer Radio app for live shows. There is also a “Continue Listening” section which allows users to easily return to part-listened podcasts and radio programmes. The app offers “hand-picked collections” of podcasts and on demand music shows for every mood, from “Funny Chat” to “Dance Mixes”. Listeners can add any individual episode or clip to “My List” to catch up with later on, and subscriptions will appear in “My Sounds”. There is currently no ability to download content onto the app for offline listening, but the BBC say this is being worked on and will be added soon, along with many other new features.

“This is very much a first release,” wroteDan Taylor-Watt, head of iPlayer and Sounds at the BBC, in a blog post. “We wanted to get it out as early as possible to start getting feedback to help develop the app.” BBC Sounds will run alongside the iPlayer Radio app until the latter is shut down. The app is available to download for free from Apple, Google and Amazon app stores now.

Taudhakpur, a village in Uttar Pradesh, is located at a distance of approximately 80 kilometres from Kanpur and used to be no different from any other village in India—with limited housing and health facilities, electricity supply and even toilets.

Then, two IT professionals decided to alter the fate of the village.

Yogesh Sahu, an entrepreneur from Mumbai and Rajnish Bajpai, a software professional who works abroad, decided to revolutionalise the village in UP by empowering the residents with mobile technology and Internet of Things (IoT).If you are a city dweller, you are perhaps used to WiFi facilities, CCTV cameras in public spaces, regular electricity supply and street lights etc. But would you associate these facilities with an Indian village? Perhaps not. This is the perception that Sahu and Bajpai wanted to change.

But how did the techies bring in all of these facilities? Well, it was all through a mobile app!

Named ‘SmartGaon‘ and developed by the duo, the app connects the village internally as well as with the urban world. It is an information centre where all of the initiatives undertaken in the villages are recorded and updated.Villagers can now open the app to access news and events (that concern them) as well as health and information centres.Through this small application, the duo has brought to the village CCTV cameras, street lights, health check-up events, electricity supply for 18-20 hours daily and a WiFi zone! You could say that it is equipped with urban facilities in a rural setting.

SmartGaon also has a Gram Mart feature which is a marketplace for farmers. Through this feature, farmers can access fair trade practices and come together to buy or sell their produce.Working alongside governmental authorities for three years, Sahu and Bajpai have entirely transformed the way of life in Taudhakpur. According to the Indian Express, the village has also built 242 toilets within 48 hours!

Seeing the success of the village in Uttar Pradesh, the duo is now set to transform six more villages in Uttar Pradesh, Chhattisgarh and Maharashtra.

जिंदगी के 81 बसंत देख चुकीं प्रतिभा सेठ को भारत में ह्यूमन रिसोर्स कंसल्टिंग का अगुआ कहा जा सकता है। उन्होंने आज से करीब चालीस साल पहले 1978 में एक स्ट्रैटिजिक एचआर कंसल्टिंग फर्म की स्थापना की थी। भारत में ऐसा करने वाली वह संभवत: वह पहली महिला थीं। प्रतिभा एक ऐसा बिजनेस तैयार करना चाहती थीं जो कंपनियों को अच्छे कर्मचारी उपलब्ध करा सके। उनकी कंपनी का नाम है शिल्पुत्सी। उन्होंने यह नाम अपनी तीन बेटियों, शिल्पा, अत्सी और पूर्वी के नाम पर रखा था। प्रतिभा ने सोचा था कि कभी उनकी ये बेटियां उनका यह बिजनेस संभालेंगी।

शिल्पा ने एमबीए करने के बाद अपनी मां की जिद पर इस पारिवारिक बिजनेस को जॉइन किया। इसके पहले वह छह सालों तक ब्रिटानिया कंपनी के साथ काम कर रही थीं। वह अमेरिका में शिल्पुत्सी के लिए एसोसिएट कंसल्टेंट के तौर पर काम करती हैं। वहीं अत्सी ने पॉलिटिकल इकॉनमी की पढ़ाई करने के बाद अमेरिका में मूडीज सोवरीयन रिस्क ग्रुप के साथ काम कर रही हैं। पूर्वी ने कॉलेज के वक्त शिल्पुत्सी में इंटर्नशिप की थी। उन्होंने पत्रकारिता की पढ़ाई की थी, लेकिन बाद में एचआर के क्षेत्र में अपना करियर बनाया। पूर्वी ने कंपनी में काफी नीचे से शुरुआत की थी।

पूर्वी ने वॉर्टन बिजनेस स्कूल से सीपीडी का सर्टिफिकेशन लिया और बाद में शिल्पुत्सी की सीईओ बनीं। प्रतिभा कहती हैं, 'मैंने फ्रीलांसर के तौर पर अपना करियर शुरू किया था। मैं कई कंपनियों के लिए लीडरशिप कम्यूनिकेशन, टीम बिल्डिंग जैसी चीजों पर काम करती थी।'कई कंपनियों ने तो उन्हें अपने यहां एचआर डिपार्टमेंट में ऊंचे पदों पर जॉब भी ऑफर की। एक दिलचस्प वाकये के बारे में बताते हुए वह कहती हैं, 'मेरा एक क्लाइंट अपनी खुद की कंपनी शुरू कर रहा था और उसकी एक सह-कंपनी का एक मल्टीनेशनल कंपनी के साथ साझेदारी थी। वे चाहते थे कि मैं उनके लिए काम करूं।'

इससे प्रतिभा को लगा कि क्यों न खुद की एक कंसल्टेंट कंपनी बनाई जाए जो ऐसी कंपनियों को एचआर की पूरी सर्विस मुहैया करा सके। इसी सोच से शिल्पुत्सी की स्थापना हुई। हालांकि शुरुआत के दिन काफी संघर्षपूर्ण रहे। उस वक्त लोगों का माइंडसेट उतना डेवलप नहीं था और ये काम एचआर को ही करना पड़ता था। प्रतिभा बताती हैं, 'शिल्पुत्सी ने बिजनेस को डेवलप करने के मामले में टैलेंट एक्विजीशन और टैलेंट मैनेजमेंट की उपयोगिता साबित की। इस बिजनेस में इकलौती महिला होने के नाते मुझे कुछ चुनौतियों का भी सामना करना पड़ा। क्योंकि सारे क्लाइंट्स पुरुष हुआ करते थे और किसी महिला सहायक या सलाहकार के साथ वे असहज महसूस करते थे।'

 प्रतिभा की बेटियों ने बाद में उनकी कंपनी का जिम्मा संभाला और पूर्वी सीईओ बन गईं। इसमें किसी को कोई दिक्कत नहीं हुई क्योंकि बेटियां अपनी मां को बखूबी जानती थीं और काम करने का अंदाज उन्होंने अपनी मां से ही सीखा।

7th Pay Commission Increment Given In Two Dates – Illustration

7th Pay Commission increment – Revised Pay Rules 2016, provides for two dates for annual increments viz., 1st January and 1st July 2016 to take care of delayed annual increments and consequent Pay anomaly
(1) There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July:
Provided that an employee shall be entitled to only one annual increment either on 1st January or 1st July depending on the date of his appointment, promotion or grant of financial upgradation.
(2) The increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under Modified Assured Career Progression Scheme (MACPS) during the period between the 2nd day of January and 1st day of July (both inclusive) shall be granted on 1st day of January and the increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under MACPS during the period between the 2nd day of July and 1st day of January (both inclusive) shall be granted on 1st day of July.
Illustration: (a) In case of an employee appointed or promoted in the normal hierarchy or under MACPS during the period between the 2nd day of July, 2016 and the 1st day of January, 2017, the first increment shall accrue on the 1st day of July, 2017 and thereafter it shall accrue after one year on annual basis.
(b) In case of an employee appointed or promoted in the normal hierarchy or under MACPS during the period between 2nd day of January, 2016 and 1st day of July, 2016, who did not draw any increment on 1st day of July, 2016, the next increment shall accrue on 1st day of January, 2017 and thereafter it shall accrue after one year on annual basis:
Provided that in the case of employees whose pay in the revised pay structure has been fixed as on 1st day of January, the next increment in the Level in which the pay was so fixed as on 1st day of January, 2016 shall accrue on 1st day of July, 2016:
Provided further that the next increment after drawal of increment on 1st day of July, 2016 shall accrue on 1st day of July, 2017.
(3) Where two existing Grades in hierarchy are merged and the junior Government servant in the lower Grade happens to draw more pay in the corresponding Level in the revised pay structure than the pay of the senior Government servant, the pay of the senior government servant shall be stepped up to that of his junior from the same date and he shall draw next increment in accordance with this rule.
There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July; provided that an employee shall be entitled to only one annual increment on either one of these two dates depending on the date of appointment, promotion or grant of financial up-gradation.

Ravindra Katoti, one of India’s top harmonium players, holds an annual festival of harmonium, Harmonium Habba. After a gap of 40 years, he is the only musician who recently got a solo performance in AIR Pt. Ravindra Katoti is among those musicians who have put Karnataka on the national map. Sought after by the top musicians of the country, Katoti’s playing is ingenious and richly perceptive. Disciple of Pt. R.K. Bijapure, Katoti is the recipient of several awards, also the only artiste to have been given the A grade by AIR in the Hindustani harmonium category in the entire country. Deeply passionate about music, and the future of harmonium, Katoti shares his thoughts. It is a pleasure to speak to Katoti -- a lecturer of commerce -- whose serious vision comes masquerading in light humour.

Excerpts:

You started the R.K. Bijapure Foundation, and in a couple of years it was followed by the Harmonium Habba. How did they come about? What were your thoughts?

I started the R.K. Bijapure Foundation in 2003, and from the Foundation we organised programmes, screened documentaries etc. Suddenly, I felt that it should be done in a more structured way, with more emphasis and focus on the harmonium. In 2007, I started the Harmonium Habba, an annual festival that is dedicated to the harmonium. We released a biography of my guru in 2007 written by Shirish Joshi and we organised solo recitals of Pt. Vasant Kanakapure and R. Paramasivan, along with my guru’s. There was a Surele Samvadini Sabha in Belgaum much before I started the Bijapure Foundation. There were other such efforts as well, but they were random and none of them could sustain.

The harmonium players of the good old days were self effacing, kept a low profile and hardly portrayed themselves as solo performers. How was your idea received by them?

They are all solid thinkers from the bygone era. Any attention towards them was met with resistance. My guru was against me naming the Foundation after him. I fought and argued, finally convinced him. They were all very enthusiastic about this idea and in fact, welcomed it. There was so much within them, that had never been given a chance to come into the open. My own guru started performing at the age of 11and in his performing career of nearly 83 years, solo performances constituted two per cent at the most. You can imagine how much he must have thought about his music! Moreover, it is not easy to learn the harmonium: it came with its challenges and humiliations. In the case of vocal music, one could easily find teachers, role models, the methods and modes of singing etc. A lot of work had been done on this instrument as well but it was never given a chance to come to public domain.
Every artiste -- big or small -- is a tapaswi. Their tayyari (preparation) and sadhana (practise) must be brought to the fore. That was my mission.

The harmonium has survived rough weather. From Pt. Jawaharlal Nehru to Rabindranath Tagore to the first director of All India Radio Lionel Felden everyone reacted adversely to the instrument. So much so that the instrument was banned for 40 years by the All India Radio. Do you think there was something inherently wrong with the tonal quality of the instrument and has it evolved over the years?

There are two to three dimensions to this. One is personal prejudice. A few people may share their views, however because of their prominence and eminence it becomes a benchmark. Tell me, is there anything that comes without limitation? Harmonium, like everything else, has its own language. To be able to understand it, you must know the language. English doesn’t have chandassu like Sanskrit, so can we say we will discard it?

The common accusation is that harmonium cannot produce meend. Meend, gamak etc are musical components and not the entity itself. Can meend be a whole recital? Measurement and components are not important, but impact and expression are very important in music. There should be rasa srishti. What is the use if a musician can play the gamak and meend perfectly, but with no soul? Grammatical correctness by itself is of little value.

Most scholars speak about the problem of Shruti in the harmonium...

Of course, Shruti is very important, and no good musician will compromise on that. During the days when the criticism came, harmoniums had tempered scale. The intertonal distance between the notes was equal like that in the piano. It didn’t match with the Indian scale.

However, many great musicians like Arunachalappa, Vittalrao Koregaonkar, and Govind Rao Tembe have put their heart and soul to tune the harmonium to Indian music requirements. This is called Gandhar tuning. The harmonium that the top brass players in India play today has Gandhar tuning, this is very close to the tanpura. You get all the shuddha swaras accurately, and there is also a lot of work being done to perfect the komal swaras. You can get 27 swaras successfully. But tell me, isn’t the journey towards perfecting the shruti the eternal pursuit of music? It is never-ending, relentless. Also, can there be anything called perfect? Then, it will be like fully toned milk, which has no taste whatsoever. You will have to add Horlicks or Boost!

There’s something else that bothers me. When we go to a restaurant, we ask, ‘What do you have?’ Do we ask, ‘What do you not have?’ Similarly, through the faculties available, you should expand your language. If someone wants to recite Ramayana in Konkani, allow them. Don’t hold up the Eighth Schedule and say it is not permitted.

Once Palladam Venkataramana Rao had quoted Balamurali Krishna: “If you want to ban, ban the musician and not the instrument.” I think he is absolutely right. Everything else amounts to suppression. We make such a big deal about freedom of expression, how can you close doors on the imaginative faculty of a human being?

A lot of work has been done in terms of billowing, which has also changed the harmonium’s aesthetic appeal.

The biggest challenge for any instrument player, unlike for a vocal musician, is that it is foreign to your body. It has to be streamlined with your thought process, you have to transmit your emotions to the instrument. If you just do typewriting it doesn’t become music, you have to bring out poetry. For that the emotions within you must be strong. A lot of people have done work on this aspect, my guru was certainly among them.

Did the keyboard cause some damage?

Keyboard damaged all the instruments, not just the harmonium. It killed all live instruments. In Europe and some other countries, they never entertained synthetic sounds. But here, for nearly four decades our musicians wasted their talent and time chasing synthetic notes. Now they have all come back to acoustic instruments. Harmonium has survived bigger assaults because of its core strength.

Who are your favourite harmonium players?

My guru of course. His abhivyakti (expression) was remarkable. Volume control, pause and punctuation management... it is outstanding. Pt. Vasant Kanakapure could produce the most intricate phrases -- it was like watching scultptures in Belur and Halebid. I remain astounded by his thought process. I have great regard for Pt. Vittalrao Koregaonkar who introduced vilambit in harmonium, Pt. Govindrao Tembe, Pt. Manohar Chimoti, Pt. P. Madhukar, Pt. Vittalrao Sardeshmukh... among others.

In 1972, Montu Bannerjee fought for a solo recital and broadcasted one from Kolkata. Four decades after that episode you got a national programme. It is indeed historic.

Between 1972 and 74, there were solo recitals and my guru and Vasant Kanakapure got an opportunity. But after that it was completely removed. In 97, when the grading system was reintroduced, I applied and got a B high. But look at the irony, even stalwarts were asked to take audition. After repeated attempts to upgrade, I finally passed the audition exam and was given the A grade. I say it with more regret than pride that I am the only A grade holder in India currently.

I went to my parent station Dharwad and requested them to give me a solo contract, and they showed me the manual. It said only Carnatic solo allowed and not Hindustani. I wrote to the IB Minister and the Director General of AIR. They were gracious and instructed the local AIR to do a solo recording on an experimental basis. It received tremendous response, and I was given a national programme on April 1, 2018. I have been saddened by this -- so many great musicians have passed away and their richly imaginative and insightful music never reached the listener. I hope atleast now there will be more opportunities for harmonium solo recitals. I also hope that the musician will not have to go to this great institution asking to be given a chance to play.

Every day, we tell listeners what we think of them. They can sense when we think of them as a large mass of audience. And they feel it when we treat them with respect and show them we love them by speaking with them personally, warmly and intimately. That’s how radio personalities gain listener credibility, and it is an important key to advancing along a Personality Success Path.
In real life, we want friends that like us, not just tolerate being around us. As they spend time with you, the relationship deepens. Building a listener fan base is a similar process. But unless the audience gets to know you, they’ll never like you. And without liking you, they won’t value the relationship enough to become a fan.
That’s where gaining listener credibility comes in.

7 Ways To Gain Listener Credibility
Credibility is important for all brands, including a personality brand. On the air, a personality brand depends exclusively on an individual-you. If you’re not believable or authentic, it’s hard to get traction.

Here are 7 ways to work on building that brand.

Show Some Respect 
Respecting the audience starts with understanding that this is not about you and what you have to say. It’s all about how the audience feels when they listen to your show. Only when personalities connect with the interests and values of the audience will they have a chance to succeed. That’s at the heart of the It’s Not About You, It’s All About You concept. But connecting with listeners starts with understanding them and relating to them based on who they are. There’s a process to help understand your audience better by building a Target Audience Composite. This will help craft content and stay in touch with their lifestyle, behavior and values. With a deeper understanding of the audience, it’ll be easier to sound like “one of them”. One of the highest complements listeners pay an air talent is when they say,
I like her. She seems just like me.

Deliver What You Promise
It drives listeners crazy when we promote something as coming up at a specific time, and it doesn’t happen. Or even if it doesn’t happen on time. They notice when that feature scheduled at 7:20 comes on at 7:24. And in a world where every moment counts, this is a big deal. The only thing worse is starting it early, causing listeners to miss it. If you tease a song, then drop it, you lose credibility. Some personalities don’t think of it as a big deal. They think listeners don’t pay enough attention to notice. If they don’t notice, it probably wasn’t worth promoting, or it wasn’t promoted well. So the tease was a waste of time. That means personalities must take preparation and performance discipline seriously. It’s important to execute with precision and hit those time markers.
The bottom line is to promise what you’ll deliver and deliver what is promised.
If circumstances arise that makes it impossible to deliver on a promise, apologize and explain. Don’t pretend it didn’t happen. 

Be Unpredictable
Consistency is critical for a winning radio show, but predictability is death. There’s a big difference in those terms. Consistency is dependable execution of the personality brand position so listeners get what they expect. Predictability is repetition and sameness to the point of being bored. Great personalities build a surprise into every break. Not to the point where you shock the audience with content or elements that don’t fit the expectation, but plan twists and unexpected delights they don’t see coming. 

Be Authentic 
Authenticity isn’t the same as truth. But authenticity always rings true. Authentic personalities are true to their on-air persona. Stay inside the boundary defined in the personality brand profile. Then, perform with a vulnerability. Be a real person, true to who you are. That’s one way to gain listener credibility. Over time, they can grow to love you for it.

Be Enthusiastic
Nobody likes to be around negative, cynical or sarcastic people. It brings us down. And listeners tune into their favorite radio shows to be put into a good mood. Bring a positive and upbeat personality. That doesn’t mean to only talk about positive things. Nor does it mean you shouldn’t demonstrate a broad range of emotions in presenting content. Rather, it’s about the overall tone. Be positive. This goes for every exchange with listeners, on and off air. Listeners form an impression with every contact. Keep this in mind when you meet them in public. In fact, a personal meeting often carries a greater impact than what you say on the air.

Stay Fresh
The relationship with the audience is a romance. It may start with a lot of sparks, but the newness wears off fairly quickly. Personalities must constantly update, evolve and develop new material. Otherwise, listeners have a tendency to become bored. Take steps to evolve on a regular basis. This will keep the show familiar, yet fresh. Then, conduct a full analysis once per quarter. 

Avoid Inside Talk 
Listeners don’t know what a control board is or that you’re wearing headphones. And they don’t care.
Talking about things they can’t relate to is the fastest way to drive a wedge between you and the audience. Work on always talking to them from their perspective, not yours. This is common sense, but it’s amazing how many shows have a case of IMEWEUS, a condition that is talking about us more than them. That’s not to suggest there’s no room for personal stories or comments from a personal perspective. It’s a matter of creating a listener-first orientation in all presentation on the air.
This extends to every aspect of performance, including how segments are set up and contests and promotions are explained. Even the best listeners aren’t tuned in that much. Explain even the simplest concepts assuming they know nothing about it and are hearing it for the first time. Because most of the time, it is.

Conclusion
Building a fan base takes time, but time along won’t result in a large audience or successful career. Advancing through the 5 Stages of Growth in the the Personality Success Path goes much faster when you gain listener credibility. These 7 tips won’t guarantee success, but they’ll give you a much better chance of becoming a wildly successful radio personality.

He was 68 years old.He joined as a Trex in 1982 at AIR Pune.Before joining this dept., he was associated with Dr Ambedkar's thought movement.He had written for no.of magazines  and spread thoughts of  social reformer  Anna Bhau Sathe.He had worked at AIR Pune,Solapur and Osmanabad.

PB Parivar condoles the demise of Sh Gorakh Shivsharan   and prays to almighty for the peace of departed soul.

·         The Primary Channel of AIR, Siliguri broadcasts on wavelength-421.9 metres i.e. on frequency 711 KHz. On 26-10-16 the new 200 KW DRM Transmitter was commissioned and now the total coverage area is about 22,000 Sq. Km. Radial areas. It covers Coochbehar, Alipurduar, Darjeeling, Jalpaiguri, North Dinajpur , South Dinajpur & Malda  Districts  of West Bengal,  as well as some SAARC countries  like Bangaladesh, Nepal, Bhutan and a part of our neighbouring state Bihar.
·         Vividh Bharati FM Transmitter broadcasts on Frequency-101.4 MHz and covers mainly the suburban areas  of Siliguri and Jalpaiguri.
·         Few points regarding the recent achievements of the station;



In the year 2014 Sri Abhijit Sengupta (Sarma), EA received 2nd Prize in the category of best technical   innovation    for designing “Simulator for monitoring and control board of 1.5 KW FM Power Amplifiers”.
In the year 2017, Sri Santanu Tosh, EA and Sri Uttam Bhattacharjee,  Tech jointly had   received the 2nd Prize in the category of Best Technical      Innovation for “Designing of

GSM SIM based Phone-in-Console”.
As a part of “Swachha Bharat Abhiyan” this station had taken initiative and disposed off all the scrap and salvage  materials .

·         In Programme activities a new Live Phone-in-programme on Public Grievances was introduced in the year 2017 and the same has received overwhelming public reaction.

Subject : E-scroll to process the revision of pension cases.

Attention is invited to this office OM No. CPAO/IT &Tech/Revision (7th CPC)/19. Vol-III (B)/2017-18/133 dated-11.10.2017 wherein it was intimated that the payment details based on e-scrolls received from banks w.r.t. the pensioners/family pensioners viz Bank Name, Accounts No. and BSR Code is provided in PAOs login on the portal eppoinicirt. Step by step procedure was also attached therewith to facilitate the PAOs to view the payment details of the pensioners/family pensioners.

But, it has been observed that Pay and Accounts Offices are not using the facility of e-scroll available with them while processing the revision of pension cases. As a result large number of discrepancies/errors are being found in the e-revision cases received in CPAO and are being returned to the concerned Pay and Accounts Offices resulting in unnecessary delay in processing of pension cases. Facility of e-scroll assists in correctness of Account Number, BSR Codes, Status of credit of pension and date of credit of pension, etc. (Step by step procedure to view the payment details is attached herewith for ready reference).

In view of the above, all the Pr. CCAs/CCAs/CAs/AGs/Administrators of UTs are requested again to instruct their Pay and Accounts Offices under their jurisdiction to use the facility of e-scroll before processing the cases of e-revision for correctness in order to avoid return of e-revision cases.

This issues with the approval of Chief Controller (Pensions).

DRM Emergency Warning Functionality Saves Lives

When disasters are about to strike, getting the message to everyone affected as quickly as possible is of the utmost importance. Technical solutions need to be able to meet specific requirements for this and ensure, reliability, even when the local infrastructure is down. In addition, everybody in a disaster area needs to be reachable, even people with impairments or visitors who don’t speak the local language.
Digital Radio Mondiale can round off the established set of national tools for early warning dissemination. Radio receivers have long been a core component of warning systems worldwide. Receivers can be battery-, solar- or wind-up powered, and transmission infrastructure is both easily secured against power losses and can reach the affected area from outside. Radio transmissions are often the last way to maintain contact with people in heavily hit areas, when local power, cell and TV towers are gone.
ENHANCED INFORMATION
DRM’s support for Emergency Warning Functionality allows digital radio sets to automatically switch from the current service to the emergency program when needed, and even automatically switch on the emergency program even when on standby. In addition, the volume is increased and the emergency state is visually indicated (e.g. through a flashing screen or LED). In an emergency, a DRM digital radio set can wake up its user and provide the required information. The same is true for cars and mobile phones: Alerts and information will reach you even if the car radio is off or when your mobile phone is disconnected from the internet.
The emergency program via DRM can consist of the audio announcement (e.g., a quickly repeated headline in a single language), but can also be accompanied by text information based on the standardized Journaline service component, a core DRM element. The structured text feature allows users to look up relevant information on the device’s screen much quicker and in more detail than what would be available over audio channels. This enhanced information can include locations and descriptions of shelters sorted by region, contact details of public authorities, or general advice for before, during and after the event. The information can be dynamically updated and enhanced at any time as the situation evolves. In addition, Journaline is designed to reach the hearing impaired, as well as travellers who don’t speak the local language through its multilingual support. The system also carries an exact description of the affected area to limit unwanted receiver switching. On a technical level, implementing EWF functionality into any DRM receiver is not complicated, because EWF is a combination of standard functionalities that need to be supported by any DRM receiver. It combines DRM’s alarm announcement and alternative frequency signaling and switching (AFS) with audio decoding and Journaline presentation.
There is very little manufacturers need to do for the receiver to be EWF compliant. Mainly, they just need to ensure the receiver is equipped with an automatic volume increase and visual alarm indication. To ensure that the automatic receiver wake-up functionality will be available on the widest possible set of DRM receivers in a country, regulators are encouraged to mandate this element in addition to general DRM EWF support as part of a policy for the receiver and automotive industry. On the transmission side, all modern DRM encoder and multiplexer solutions today support EWF natively. To issue alarm signaling (typically triggered by a national authority) and to provide core information in audio and textual form to the DRM multiplexers for immediate playout, many countries rely on the commonly deployed Common Alerting Protocol (CAP) protocol, or its enhanced derivatives such as the Modular Warning System (MoWaS) standard in Germany.

DRM Content Server Installed at AIR Pune

The installation of DRM Content Server ( Fraunhofer IIS) has been installed at AIR Pune on 05.07.2018 by a team from M/s BECIL .In this connection, RF Mondial live wire node and  Dell content server of DRM content server are installed at Studio end. 

Working/operation of text messaging , Emergency Warning Feature ( EWF) was tested. Shri Gowrav Lakshmegowda,Director, Geek Synergy Technologies Pvt.Ltd., Bangalore, helped in configuring the DRM content server. The demonstration of these features was arranged for the benefit of programme and engineering officials of the station.
