It's Not easy to create Waves - AIR & DD staff face landslides, challenges to sustain services

Sinhgarh is the famous fort of Shivaji, where he lost his best lieutenant Tanaji, (Sinh – the Lion), A Tourist spot, Trekkers delight, around 37 km from Pune town. This also houses AIR and Doordarshan Transmitters too.

This may be Picnic for tourists but is a Routine exercise for our Engineers - 35 km by road, till base camp and then 1.5 km upwards on slippery steps and hill footpath. And when there is a land slide, on the forest road, like the one which occurred on 02.08.2017, the vehicle can not even reach the base camp..... 

Thus AIR and DD engineers at Pune are not merely technologists but they are Walkers, they are Trekkers, they are Porters, and of course they are silent contributors to the National Public Service Broadcaster.

And Imagine what happens, when a faulty equipment is to be brought down to workshop for repairs. Here is one such example - Don't mistake it as a Uttaranchal Victim on Stretcher, this is a Power Amplifier, heavy and wieldy, being carried down on shoulders, by the very engineers, who were working since morning. Please Imagine how thousands of liter of Diesel goes up? And how the diesel engine weighing 1000 kg and the big transmitter…?

खाद्य सुरक्षा एवं औषधि प्रशासन मिलावटखोरों को पकड़ने के साथ ही लोगों को भी जागरूक करेगा। संगोष्ठी, पैम्फलेट वितरण के साथ अब रेडियो का भी सहारा लेन का निर्णय लिया गया है। एफएसडीए आकाशवाणी, एफएम पर कार्यक्रम के जरिए लोगों को मिलावट से बचने और साफ-सफाई के लिए प्रेरित करेगा। खाद्य सुरक्षा अधिकारी, जिला अभिहित अधिकारी लोगों को रेडियो पर मिलावट को कैसे पहचाने, इस बाबत जागरूक करेंगे। जिला अभिहित अधिकारी देवाशीष उपाध्याय ने बताया कि होटल-रेस्टोरेंट, ठेल-धकेल, हलवाई समेत खाद्य प्रतिष्ठानों को साफ-सफाई बरतने पर ध्यान देने को कहा गया है। उपभोक्ताओं को गंदगी वाले प्रतिष्ठानों से सामान नहीं खरीदने के प्रति भी जागरूक किया जाएगा।

टास्क फोर्स बनी, ताबड़तोड़ पडे़ंगे छापे
एफएसडीए ने रक्षाबंधन पर्व को देखते टास्क फोर्स बनाई है। मंडलीय टीम का नेतृत्व सहायक आयुक्त खाद्य करेंगे। ये किसी भी जिले में छापा मारेंगे। आगरा, मथुरा, फिरोजाबाद और एटा में तैनात जिला अभिहित अधिकारी सक्रिय रहेंगे। सहायक आयुक्त खाद्य विनीत यादव ने बताया कि रक्षाबंधन में मिलावटी सामान बेचने की अधिक संभावना है। सभी जिला अभिहित अधिकारियों को निर्देशित किया गया है।

Bengaluru tunes into its first theatre radio station

No points for guessing that listening to the radio is everyone's favourite commute-time activity. And considering the fact that many people in urbanscape actually end up spending a good chunk of the day travelling from one part of the city to the other, plugged ears are a common sight. Music and news updates apart, storytelling podcasts are also catching on among listeners, lately. Harping on this, Bengaluru-based arts collective Organizational Theatre (OT) has come up with the city's first dedicated radio channel, which primarily focuses on play-readings, documentaries, reviews, interviews and panel discussions.

"The idea of starting a radio channel on theatre was inspired by our team's instant messaging group, where members often share short scripts and concepts that are later translated into plots for dramas. Because this has been a regular practice, we decided to broaden the horizon a bit more and thus conceptualized the radio angle," says Ranji David, actor-director and founder of OT.

While things are still at a nascent stage, 'OT Radio' aims at bringing playwrights, actors and thespians closer to the audience. "Although currently we are working on an in-house setup through basic podcast streaming, the long-run plan is to connect with theatre practitioners and art lovers from across the globe and spread more awareness about the art form," explains Ranji, who has previously worked on stories and documentaries on theatre at the All India Radio.

For now, the channel will air stories every fourth Saturday of the month, while interviews and tales on original background scores will take the second Saturday and fortnightly slots respectively. "A framework is also in place to rope in radio jockeys and begin live shows every day to make the programmes more engaging. In the future, we will also try to collaborate with different radio channels in the city as well as devise a user-friendly app for smart handheld devices," he explains, adding, "Things are at a trial-and-error phase and we are going back and forth with the feedback from listeners."

Among the qualities that are necessary to verbally communicate with the listener, the ability to tell a story engagingly as well as voice modulations are vital. Workshops are also being conducted to hone such skills and encourage art lovers to practice theatre.

Odisha: Community Radio should Strive to Bring Forth Voice the Unheard

“Community Radio has been one of the very effective medium of reaching out to the most marginalized and remote communities whose voice has not been heard. Also it is one of the effective means of making the voice of the community heard and collectivizing people around the issue that affect most”, echoed the participants in the National Level Consultation on ‘Community Radio: Furthering Rights, Justice and Development of Marginalized Communities’ today. The 2-day consultation started at Prasar Bharati Training Institute, Bhubaneswar organized by Young India supported by ActionAid India and OdishaLIVE as the digital media partner.

“The role of community radio has been noteworthy in bringing change through connecting people with information on their rights and entitlements. Although the globalization of media – both public and private along with easy access to internet connectivity throughout India, community radio is still seen as an effective and significant medium to reach out the communities in rural India” mentioned Prof. Vinod Paverela, Chair at UNESCO Chair on Community Media.

Since the community radio is evolved from community hence it has become an effective and empowering tool for addressing the issues of community through advocating for rights of women, minorities & dalit communities, building the community resilient to disaster, grounding of secular values of the constitutions and building strong understanding between the people in conflicts and mobilizing solidarity support of different social groups, and CSOs for ensuring social justice to the vulnerable communities. As of now, 201 Community Radio Stations have become operational in the country, out of which 76 are operated by NGOs, 110 by the Educational Institutions and 15 by State Agricultural Universities/ Krishi Vigyan Kendras.
“The consultation is to discuss the potentiality of Community Radio in bringing social change and capture the best practices from the work of Community Radio across the country. Also it aims at creating plan on how to make use of the network of community radio towards ensuring peace & justice in the conflict situation, building disaster resilient community, facilitating people to,” said N A Shah Ansari, President, Young India and the Chairperson, Radio Namaskar, a vibrant community radio operational in coastal Odisha for more than a decade. “Community Radio can be used to amplify the voice of poor and marginalised to access their rights and entitlements” opined Sehjo Singh, Director Programme & Policies, ActionAid.
41 Community Radio broadcasters from 19 states of India participated in the consultation and contributed to the discussion through sharing their experiences, learning, best practices and perspectives that has been developed working with the community. An exhibition of best practices by the community radio centres across India is also opened to the public for dissemination.
Among others, Dr. S. Rasool, Director, Commonwealth Educational Media Centre for Asia, Kumar Kalanand Mani, Executive Secretary, Peaceful Society, Goa and Debabrat Patra, Regional Manager, ActionAid also graced the consultation.

I&B ministry asks other ministries, govt departments to effectively use public broadcasters

I&B ministry writes to central govt ministries, PSUs and govt departments to effectively use its media units, including public broadcaster Prasar Bharati and the Press Information Bureau, to inform the people. With a new minister in charge, the information and broadcasting (I&B) ministry has now written to central government ministries, public sector units and all other government departments, asking them to effectively use its media units, including public broadcaster Prasar Bharati and the Press Information Bureau (PIB), to inform the people about government programmes and achievements. In a letter dated 28 July to all secretaries of the government, N.K. Sinha, the recently appointed secretary of the I&B ministry, said that the government should use “the wide spectrum of media units which have an impressive presence across the country” to meet its information dissemination, publicity and content creation needs.

“DD (Doordarshan) and AIR (All India Radio) are India’s premier national broadcasters and have been effectively discharging their responsibilities in the field of news, information and entertainment for decades. Their reach, depth, authenticity and clinical avoidance of sensationalism set them apart in the media market,” Sinha wrote in the letter. Prasar Bharati runs Doordarshan and All India Radio. Sinha also said other media units of the I&B ministry like the Directorate of Advertising and Visual Publicity (DAVP), Publications Division (DPD) and Directorate of Field Publicity (DFP), can provide support to the government as well.
Union textile minister Smriti Zubin Irani was recently given the additional charge of information and broadcasting (I&B), after M. Venkaiah Naidu resigned from the post, following his nomination as the National Democratic Alliance’s (NDA) vice-presidential candidate. Over the past two years, the NDA government has been leveraging the reach of the public broadcaster to popularise its schemes and achievements. Prime Minister Narendra Modi’s monthly radio address Mann Ki Baat on AIR is one the most successful programmes of the broadcaster and earned it Rs5.19 crore in ad revenue in 2016-17.

We are on the road to autonomy: Dr. A Surya Prakash, Chairman, Prasar Bharati

Though Prasar Bharati may be an autonomous body, according to Dr. A Surya Prakash, Chairman Prasar Bharati, the organisation is still on its way to becoming one. Speaking at an event recently, Dr Prakash stated that though Prasar Bharati has been around for almost two decades now, it is still coming to terms with its autonomous identity. “Till 1997, AIR and DD were virtually departments of the government. In 1997 the Parliament passed a law called Prasar Bharati Act and created an autonomous corporation and handed over AIR and DD to that organisation. So when people ask me: are you an autonomous corporation, my honest answer is: we are on the road to autonomy,” stated the Prasar Bharati Chairman. Making a case for public service broadcasting, Dr. Prakash feels that every broadcaster in India has to don the role of a public service broadcaster in the interest of the nation. “Parliament has given us certain responsibilities to strengthen the democratic traditions of the country. Given the complexities of our society, you can’t leave that responsibility to the public service broadcaster alone. I think every broadcaster should be a public service broadcaster in India. There are many broadcasters who have taken up public spirited work and we must encourage that.”

Changing media landscape
Speaking about the disruption that technology has ushered in the practice of journalism, Dr. Prakash believes that the essence of journalism will never get compromised no matter the level of disruption. Sharing his thoughts on it, he said, “Though technology may change, but the essence of profession will always remain intact, especially the moral framework. Having said this, we have to look at the new age consumer of India today who is coming via the smartphone. People are increasingly watching TV content on smartphones and the practitioners of contemporary media have to understand the needs of the new age consumer.”

Neutrality, citizen journalism and social media
According to Dr. Prakash, it is imperative for journalists and broadcasters to maintain political neutrality at all times. Talking about the heated debates that we witness on TV every day, he explains, “If the ideal of neutrality has evaporated there is one substitute and that is ensuring plurality. In this way the truth will flow through the biases and emerge at the end.” Talking about the rise of citizen journalism and comparing it with traditional journalism, Dr Prakash believes that citizen journalists cannot replace professional ones, “Traditional journalism is structured and it cannot be replaced by citizen journalists no matter the genre of news.” Stating that social media has become one of the biggest sources for news, Dr. Prakash does not deny the big impact that it has cast on traditional mediums of communication. In his opinion, social media has also resulted in dumbing down of the content and rise of trivia. “I believe mainstream media has got impacted by the coming of social media in a big way. In fact it is the biggest reporter. However, social media is dumbing down content in many ways. People want content that can go viral and in this attempt many media houses tend to compromise on the basic tenets of journalism,” he said.

In this occasion, A VOLUNTARY BLOOD DONATION CAMP conducted at AIR premises in association with A.S.Raja Voluntary Blood Bank, Visakhapatnam . All the staff members have actively participated in this camp and around 20 members of staff have donated their blood. Blood Donation Camp is conducted  first time in the history of AIR, Visakhapatnam.

Prasar Bharati gets Rs20 crore to distribute free DTH set-top boxes in tribal, remote areas

Information and broadcasting (I&B) ministry allocates Rs20 crore to Prasar Bharati to distribute 30,000 DTH set-top boxes free of charge in tribal, remote and border areas.  The information and broadcasting (I&B) ministry has allocated a sum of Rs20 crore to public broadcaster Prasar Bharati to distribute direct-to-home (DTH) set-top boxes free of charge in tribal, remote and border areas. In a written reply to the Rajya Sabha, Rajyavardhan Rathore, minister of state for information and broadcasting, said that 30,000 DTH set-top boxes have been approved for distribution in consultation with the state governments. “Prasar Bharati has informed that DTH receiver sets have been distributed by Doordarshan, in the past, in select areas. Further, 30,000 DTH receiver sets have been approved for distribution in tribal, remote & border areas, in consultation with state governments. An allocation of Rs20 crore has been made for this purpose,” said Rathore, in his reply. Doordarshan’s DTH platform DD Free Dish is the only free-to-air television distribution platform in India and is the largest DTH operator with 22 million subscribers, according to recent estimates from television viewership measurement agency Broadcast Audience Research Council (Barc) India, shared by Doordarshan.

Recently, former I&B minister M. Venkaiah Naidu had said that the government is planning to distribute 10,000 free DTH set-top boxes in remote and tribal areas of Chhattisgarh, in addition to a dedicated Doordarshan channel for the state. Currently, DD Free Dish carries 80 channels, including private entertainment channels like Star Utsav, Sony Pal, Zee Anmol, Rishtey and news channels like Aaj Tak, ABP News and News 24. Going forward, the platform is planning to add 24 new channels this year, taking the total count to 104. Recently, Doordarshan also announced its plans to encrypt FTA signals for DD Free Dish so that they cannot be stolen by unauthorized operators. For the year 2016-17, Doordarshan recorded the highest-ever revenue from DD Free Dish at Rs264.17 crore, a 47% increase from a year ago. Free Dish had generated Rs180 crore in 2015-16.

Efforts to procure creative local content for DD kids under way says Supriya Sahu

Doordarshan director-general Supriya Sahu has said that efforts were in progress to explore and procure creative local content that appeals not only to children but also to adults in the proposed DD Kids television channel. Sahu said that it was important that children should not be treated as a commodity to attract advertisements as was happening in some private channels, and therefore the content has to be strong and specific to them....

Largest DRM Deployment in the World Expanded with Six More Nautel Transmitters

All India Radio adds to massive digital radio deployment with four 100 kW and two 200 kW NX transmitters.

Hackett’s Cove, Nova Scotia – Nautel Limited has shipped six additional high-power DRM-enabled MW transmitters for deployment at All India Radio, the largest digital broadcasting system in the world. Four 100 kW NX100 and two 200 kW NX200 transmitters were shipped to India in July 2017 for installation in six cities. The transmitters will be commissioned by Nautel’s in-country partner Comcon in association with India’s Prasar Bharati.

The July, 2017 shipment of 6 NX transmitters complements the 27 NX transmitters which are already on air with DRM transmission throughout India. The massive project has the goal of bringing digital radio to nearly a billion residents of the country. The new transmitters will be installed at All India Radio (AIR) facilities in Hyderabad, Jagdalpur, Vishakhapatnam, Bhawanipatna, Jeypore and Sambalpur. All 33 transmitters in the AIR project are configured for DRM30 operation.

Nautel NX high power transmitters occupy a very small footprint and offer the industry’s highest efficiency (90%) along with AM precorrection, unmatched linearity and Nautel’s exclusive, award-winning Advanced User Interface which provides commercial grade instrumentation, spectrum analyzer, logging, presets, local and remote transmitter control, email notifications and enhanced support services.

Dil Se: MP CM Shivraj follows PM, to launch radio chat show

After almost a year of its announcement, Madhya Pradesh chief minister Shivraj Singh Chouhan will begin his radio chat show, similar to that of Prime Minister Narendra Modi's 'Mann Ki Baat', from August 13. The show will be monthly and named as "Dil Se", with a tag "Shivraj Ki Apno Se Apni Baat". It will be aired through All India Radio (AIR) from 6 pm to 6.30 pm. "This is a unique programme to interact with the public and share views. The programme has been named 'Dil Se' to reflect the inner voice. It will be aired through Aakashwani," said principal secretary, S K Mishra, CM, Madhya Pradesh. Earlier, the half-an-hour programme was planned to be aired from November 1, the foundation day of Madhya Pradesh, with a name "Shiv Samvad". But, the idea and name were changed after discussions on the purpose of the chat. CM Chouhan had himself disclosed this in August 2016 saying, "I wish to share my views with the public and hope to get a feedback too". Now, with so many public issues in hand, the chief minister thought it better to launch the programme before Independence Day, from August 13, said sources in the Mantralaya.

Public including youth, women, farmers, labourers and traders will be the target audience and chief minister will raise issues related to welfare and development besides, basic problems and commitments. In Madhya Pradesh, more than 95% of population has an access to radio, be it through government-run All-India Radio (AIR) or any private FM radio station. The private radio stations will be allowed to broadcast recording of chief minister's address as and when they choose it, officials said. Officials believe radio is chosen as a medium owing to its wider reach. After radio, the government aims to broadcast the programme through television channels specially, in small towns and village panchayats, which have cable network," disclosed the officials.

Shivraj Singh is not the only chief minister following footsteps of Prime Minister Modi, Chhattisgarh chief minister Raman Singh had already started his radio talk in Chhattisgarhi dialect called 'Raman Ke Goth' (Raman's talk).

​Meet the 80-year-old radio man behind statehood movement in Tripura

Narendra Chandra Debbarma, a retired AIR servicement, revived the Indigenous People’s Front of Tripura (IPFT) in 2009. The party is spearheading the statehood movement.From Fidel Castro in Cuba to Prafulla K Mahanta in Assam, the young have invariably fuelled history-changing movements. But in Tripura, a calm octogenarian is the source of energy for a statehood stir. The struggle for Tipraland – a state envisaged for the indigenous tribes – has been irregular since 1978, peaking almost a decade ago only to bottom out in a few months. The bid of the Bharatiya Janata Party (BJP) to end the Left Front’s 24-year rule in Tripura has given the movement a fresh lease of life. And the man behind this revival is 80-year-old Narendra Chandra Debbarma.

The frail, mild-mannered Debbarma is poles apart from the firebrand Bimal Gurung of Gorkha Janamukti Morcha spearheading the Gorkhaland demand in West Bengal. But it is his communication skills acquired from working with the state-run All India Radio (AIR) for 27 years that is drawing the tribal youth toward the Tipraland movement. He revived the Indigenous People’s Front of Tripura (IPFT) in 2009, seven years after retiring as the director of AIR’s Tripura centre. A different set of leaders formed the IPFT in 1997, but it faded away in 2001. “We had only about 200 people when we started out. The youth began joining us in 2012. Now, thousands of youth are ready to sacrifice their lives for Tiprland,” Debbarma told the Hindustan Times at his residence in state capital Agartala. The IPFT has organised a series of protests in Tripura and New Delhi during the past few years to press for their statehood demand. Their indefinite blockade of railway and National Highway 8 since July 10 attracted the attention of the BJP, which appealed for a joint movement to eject the Manik Sarkar-led Left Front government in Tripura in the 2018 assembly polls. Son of poor jhum or slash-and-burn farmers from Maharanipur village in Khowai district, Debbarma pushed for statehood in 2009 but the movement then was short-lived because of the inability of mainstream parties to break the communist stranglehold in Tripura.

This time, the IPFT sees in the BJP’s strategy of using tribal votes to dislodge the Left Front an opportunity to make Tipraland a reality. The BJP wants IPFT on its side to take on the Marxists but wants the tribal party to shelve its statehood demand. A third of Tripura’s 60-seat assembly is reserved for the tribes, who form 30.95% of the state’s total population of 3,673,917 according to the 2011 census. “Statehood is IPFT’s main agenda and we will continue our movement till we breathe in Tipraland,” Debbarma said, adding that the BJP-led government at the Centre might hold talks with IPFT on the statehood issue.
Long-drawn movement
Much of present-day Tripura and beyond was ruled by the state’s tribal Manikya dynasty. The kingdom lost the plains of erstwhile East Pakistan (now Bangladesh) after India’s partition but gained non-tribal refugees from across the border. The influx saw the tribal population dip from 52.89% in 1901 to 28.44% in 1981. Alarmed, communist leader and former chief minister Dasarath Deb sought reservation for indigenous peoples in 1952. In 1978, when the communist reign began, an extremist group headed by Bijoy Hrangkhawl first raised the voice for Swadhin Tripura (Liberated Tripura). Hrangkhawl is now the chief of Indigenous Nationalist Party of Tripura (INPT), which was formed in 2002 after the merger of IPFT and Tripura Upajati Juba Samiti. An ideological conflict within the INPT made a section of leaders leave to help Debbarma revive 1PFT in 2009. Debbarma, who worked in the state food and civil supplies department before moving to AIR, joined INPT soon after his retirement in 2002. Debbarma put his communication skills to test by associating with the Tripura Upajati Karmachari Samiti to fight for the rights of indigenous employees. “Migration from East Pakistan had led to the deprivation of the indigenous community on their own soil. Creation of a new state comprising the Tribal Autonomous District Council areas has become a necessity for the survival of around 12.5 lakh indigenous people,” he said.

आकाशवाणी गोरखपुर के वरिष्ठ वार्ताकार का निधन !

आकाशवाणी गोरखपुर की आकस्मिक उदघोषिका नूतन मिश्रा के पिता एवं इसी केन्द्र की ए ग्रेड की प्रख्यात लोकगायिका श्रीमती उर्मिला शुक्ला के पति एडवोकेट शशिकांत शुक्ल का गत चार अगस्त को 82 वर्ष की अवस्था में को दिल का दौरा पड़ने से निधन हो गया।श्री शुक्ल हास्य व्यंग्य के प्रसिद्ध साहित्यकार थे और आकाशवाणी गोरखपुर की स्थापना के शुरुआती दौर से ही जुड़े थे। शनिवार पांच अगस्त को दिन में 12 बजे राप्ती तट ,राजघाट पर उनका अंतिम संस्कार किया गया । जिन्दादिल शख़्शियत के धनी श्री शुक्ल अपने पीछे एक पुत्र एवं चार पुत्रियों का भरा पूरा परिवार छोड़ गये है।उनके निधन पर गोरखपुर के अधिवक्ताओं एवं साहित्यकारों ने शोक व्यक्त किया है।प्रसार भारती परिवार अपनी संवेदना और श्रद्धांजलि अर्पित करता है।
