Doordarshan plans to launch kids channel in FY18: Supriya Sahu

After almost a decade of back and forth, Doordarshan’s kids channel finally will become a reality. The pubcaster is preparing the ground work to launch its free-to-air (FTA) kids channel in FY18. “We have not decided on the launch date for the channel because there is a lot of groundwork that needs to be done. We are aiming to launch the DD kids channel in FY18,” DD director general Supriya Sahu told TelevisionPost.com on the sidelines of a panel discussion at the FICCI Frames 2017. DD is looking to work with content producers on a revenue share basis. It is looking at 1000 hours of content. It will have a lean and efficient team. “We are looking at multiple models like commissioning a few programmes, airing programmes on time-sharing basis or on revenue-sharing basis. The content should be contemporary and very deeply rooted in our ethos,” Sahu said.

It is also creating a content think tank comprising stakeholders from the industry. The think tank will help the pubcaster to chart its course on the content front. Besides sourcing content from private players, DD is also developing its own concepts. “We have thought of innovative concepts like DD Kids Conclave. We will also have content around wildlife, Swachch Bharat, environment and climate change. These are very new concepts,” Sahu informed. She also averred that the launch of a DD kids channel will be a great opportunity for Indian IPR. DD will also tie up with the National Centre for Excellence for Animation, Visual effects, Gaming and Comics, which is being set up by the MIB in Mumbai. Sahu said that a DD kids channel is an idea whose time has come. Globally, most public broadcasters have a kids channel. “We have done our background work where we have prepared the concept note, which is under discussion with Prasar Bharati and the MIB (Ministry of Information and Broadcasting). The Prasar Bharati board has been sounded about this and they are very supportive of the idea,” she added.
While the channel is still at a conceptual stage, Sahu said that the pubcaster will leave no stone unturned to procure the best content. What has also given DD the confidence to launch the channel is the emergence of its own free direct-to-home (DTH) platform Freedish, which is growing at a breakneck speed even giving its pay competitors a run for their money. “It will be an FTA channel and it will be available on Freedish and all other private networks as it will be a must-carry channel. The need for this channel is being felt even the MIB is feeling it strongly. All stakeholders feel this is the right time to launch the channel,” Sahu stated. While DD has a strong platform, it is looking to marry that with equally strong and quality content. “We have our own facility, we have our own platform. We are sorted as far as platform is concerned. What we need is good content,” she asserted. Sahu highlighted that kids is the third most viewed genre after general entertainment and movie channels, which makes it extremely critical for DD to be in this segment. “There is demand from Freedish consumers for a kids channel,” she said. Meanwhile, DD has digitised 19 of its 1,460 analogue terrestrial transmitters. This will allow the pubcaster to provide 10 channels to consumers in 19 cities for free on their smartphone. The channels can be accessed even without any internet connectivity. “DD can decide on making its own channels available or the private ones,” Sahu noted.

Known for its denigrating , deconstructive and acid tongued style, his short stories were lauded by some prominent critics as a ‘rebel’s gospels’,while the orthodox termed them as ‘Satanic verses’.Running in to several editions, his short stories are noted for their poetic prose and stream of consciousness narrative style, which has surpassed time.Aval(1945), Karutha edukal(1949), Patelum Chiruthayum(1953) Ente cheethakkathakal(1954), Mishihathampurante valarthappan (1955),Pazhamayute prethangal(1955), Karthavinte aliyan(1955), Daahikkunna rosappoov(1957),Enikku dahikkunnu(1958) Karthavinte aliyan, Daahikkunna rosappoov(1957),Bhranthumoshanam(1968) are his books.

ATSC 3.0, the advanced broadcast transmission methodology, is referred to as “a standard,” but in reality is a suite of standards that will all come together as one in the first half of 2017 if all goes as intended.

The Advanced Television Systems Committee standardization process involves several steps leading up to final approval, including “candidate” and “proposed” standard phases. Currently, there are 19 individual standards in the pipeline, with possibly one or two more to come—one on a digital return channel, and perhaps another on part of the middle-layer specification.

Currently, nine of the 19 individual standards in the process pipeline are “Approved:”

A/321, “System Discovery and Signaling” (the bootstrap layer), approved March 23, 2016.
Provides a universal entry point into a broadcast waveform.

A/322, “Physical Layer Protocol,” approved Feb. 9, 2017.
Describes RF transmission of physical layer waveform in a way that supports flexible configurations for possible future uses.

A/330, “Link-Layer Protocol,” approved Sept. 19, 2016.
Provides a path to deliver IP packets, link layer signaling packets, and MPEG-2 transport stream packets down to the RF Layer and back, after reception.

A/333, “Service Usage Reporting,” approved Jan. 4, 2017.
Defines a standard for service usage reporting.

A/334, “Audio Watermark Emission,” approved Sept. 9, 2016.
Specifies the VP1 audio watermark.

A/335, “Video Watermark Emission,” approved Sept. 20, 2016.
Provides a path for an ancillary data payload that can survive changes in codecs, data rate and transcoding.

A/342 Part 1, “Audio Common Elements,” approved Jan. 24, 2017.
Defines a common framework for ATSC 3.0 audio.

A/342 Part 2: “AC-4 System,” elevated Dec. 26, 2016, approved Feb. 23, 2017.
Standardizes the AC-4 audio system.

A/343, “ATSC Standard: Captions and Subtitles,” Dec. 21, 2016.
Defines the required technology for closed caption and subtitle tracks over ROUTE-DASH and MMT transports, including the content essence and the packaging and timing.

Ten more components are working through the Candidate Standard (CS) phase, when ATSC members not involved in the CS working group are invited to weigh in. Once approved, they’ll become Proposed Standards:

A/324, “Scheduler/Studio to Transmitter Link,” elevated to CS Sept, 30, 2016, the CS period ends March 30, 2017.
Specifies the protocol on the SFN interface from studio-side infrastructure to SFN of transmitters.

A/331, “Signaling, Delivery, Synchronization, and Error Protection,” elevated Jan. 5, 2016, updated Sept. 21, 2016, CS period ends March 31, 2017.
Specifies the technology and procedures for service signaling and IP-based delivery over broadcast, broadband and hybrid networks.

A/332, “Service Announcement,” elevated Feb. 15, 2017, currently at ballot as a Proposed Standard.
Defines a standard for announcement of services in an ATSC 3.0 broadcast.

A/336, “Content Recovery in Redistribution Scenarios,” elevated Jan. 26, 2017, currently at ballot as a Proposed Standard.
Specifies methods for receivers to recover content available from a broadcaster, but not delivered directly to the receiver through the RF signal.

A/337, “Application Signaling,” elevated Jan. 19, 2017, CS period ends July 19, 2017.
Specifies mechanisms for signaling the properties of applications, and for delivering activation notifications synchronized with a time base.

A/338, “Companion Device,” elevated Jan. 20, 2017, currently at ballot as a Proposed Standard.
Specifies the communication protocol between an ATSC primary device and an ATSC companion device.

A/341, “Video—HEVC,” elevated Nov. 24, 2015; updated Jan. 17, 2017, currently at ballot as a Proposed Standard.
Describes the video coding constraints on ITU-T Rec. H.265|International Standard ISO/IEC 23008-2 HEVC.

A/342 Part 3: “MPEG-H System,” elevated Dec. 27, 2016, currently at ballot as a Proposed Standard.

The Department of Telecom (DoT) has sent a notice to all telecom operators that all mobile phone subscribers — prepaid and postpaid — will have to be verified using e-KYC. The Telecom department has directed mobile service providers to finish the e-KYC re-verification of existing subscribers by February 6, 2018. The notice came after the Supreme Court said that all phone numbers in India need to have verified users.

The telecom operators will have to re-verify its existing users through Aadhaar. According to the DoT note, telecom operators will have to intimate customers through advertisements and SMSes.

Inspiration:Refusing to Retire, This Passionate Teacher Now Educates Trafficked and Abandoned Kids

Padmaja Ramamurthy, 60 years old, started her career as a primary school teacher in Bengaluru. Little did she know then that the profession she grew to love would not only change her own life but that of the hundreds of children she has taught. Now, at an age when most people have retired, she continues to work enthusiastically to nurture the hopes and dreams of children who have been forgotten by society. Her passion for teaching grew when she shifted to Kolkata. She began to discard traditional modes of teaching and engage students through projects, activities and technology.During her 13-year stint as a teacher, she worked with many different schools – including high-end private schools and poor government ones too.

She would give students projects to do, which would make the learning process more interesting. She used technology, audio-visual tools, multimedia, etc., to keep their interest alive. “In government schools one has to usually dilute even simple things to make the children understand concepts, while in private schools a different approach should be taken,” she says. After retirement, Padmaja did not give up on teaching. She started working with the APSA Dream School, which works with trafficked children. When Padmaja joined the APSA Dream School as an English teacher, she knew it would be a challenging task to help the kids clear exams in the subject as the students were mostly from Kannada medium schools. But her unique style of teaching has helped her students shine in the subject.

APSA runs a one year programme and offers various courses for trafficked and abandoned children. One of the programmes of APSA focuses on child labourers. “The children are often neglected or are orphans so we need to be very careful with them. We cannot be too harsh as they will not be able to learn and we cannot be too soft either, else they will take us for granted,” she says. Another programme of APSA focuses on children of construction workers and follows the pattern of a regular nursery school. Apart from this, APSA also concentrates on migrant children and focuses on bringing those kids to school who are left at home by the parents to take care of younger siblings. “At APSA, we get both the elder kid and the younger sibling who might still be a couple of months old. While the elder kid is encouraged to study, our team takes care of the infant. We have cradle facility, soft toys and many activities to keep the kid engaged,” she says.
Though Padmaja joined APSA as an English teacher, she took up the role of coordinator and plays a key role in implementing all the programmes. In the future, she wants to continue teaching and make APSA a model school for all the non-formal schools. In her free time she reads a lots o books, goes for walks and enjoys time with her family.

This Ahmedabad-Based Professor’s Body Positivity Mission Has Inspired Hundreds of Students

$

In a world where fashion labels and trends are constantly forcing women to doubt their self-image, a college professor from Ahmedabad is promoting body positivity and inspiring women through her social media venture.

It’s the time when you are travelling back home after a long day of work. Cramped up in the confined space of public transport, you whip your mobile phone out of your pocket, your companion for the next half hour. Soon you are immersed in a world of friends, fun, and frolic—a world of smart phones and 3G connections that now rest in our palms. It is in this time and space that you encounter Falguni’s Fashion Fundas. It’s a social media space where Falguni, the protagonist of this story, gives one tips and advice about what to wear for what occasion, and posts some snapshots of her own fashion for the day, some really stellar and often ethnic designs—all the while spreading a lot of body positivity.

Back in the physical world, Falguni agrees to meet up one day. It is a breakfast meeting, and she has arrived before time. There she sits, ravishing in a peacock combination of blue and green, and beautiful laser-cut earrings. Cheerful forever, she is quick to console, “Don’t worry, I have this bad habit of reaching before time.” It’s just to make you feel better, but you are instantly at ease. As the yummy South Indian breakfast arrives, she raves about her love for food. What better place to talk about food than Ahmedabad.
A professor at the prestigious MICA (earlier known as Mudra Institute of Communication, Ahmedabad), Falguni talks about why she thought of this online venture.

“When appraised by conventional and standard notions of beauty, one is often not kind to oneself. Through Falguni’s Fashion Funda, what I would like is for people to be comfortable in their own skin and, moreover, be kind to yourself,” she simply states. “My fashion tip is always that—fashion comes from within, it is an extension of yourself. Fashion is not always expensive. It is about body positivity and looking beautiful in what you are comfortable.”

Falguni, who has been teaching in MICA for 12 years, started Falguni’s Fashion Funda at the insistence of her students, who already hailed her as “a local fashion icon”. Now she is a popular social media figure. Everything from the clothes she wears to work to what she recently wore on a holiday gets numerous likes. “Recently, on a holiday in Prague, I wore frocks. This was my first time, and I had discovered some international vendors who designed them with amazing cuts and detail. It is not often that one finds plus-size western wear in India,” she remarks. So high is her popularity and fan following that she often endorses her students’ creations on her social media page. In our media-frenzied surroundings, where notions of beauty dominate – how tall one should be, what skin tone, what size, and so on – being plus-size conventionally attracts a lot of advice, from diet tips to fitness regimens. Women (mostly) chase these notions, instead of pursing health and self-confidence in one’s own body. How has it been for Falguni?

“I have always been someone on the healthier side. Having always been a scholarly and academic person, these ideas have never been my priority. I have always liked to dress up. Gujarat is a place with so many textile and accessory options,” says this two-time topper at the University. “However, when it was time to get married, and in an arranged marriage set-up, these social prejudices about gender and body were evident.” Eventually lucky in marriage and love, Falguni is heavily critical of the traditional system where women and men have to have certain pre-qualifying criteria to be sought after in the marriage market. A shift in perspective is needed, and Falguni credits her profession with giving her that space. She says, “I have often questioned what the role of a teacher is. Is it just limited to class, course work, and marks? I don’t believe so. The true role of a teacher is to build perspectives.”

Having grown up in Rajkot and begun her teaching career there, she goes on to talk about how being in MICA and Ahmedabad has been fulfilling for her. “In 2004, I moved to Ahmedabad. A lot of my personal development I would credit to MICA. This vibrant inter-cultural space is where I learnt to let go of a lot of my personal prejudices. Ahmedabad is an open, cosmopolitan, and accepting city, perhaps owing to the fact that it’s an education hub attracting people from all over the country, with institutions like IIM, NID, CEPT, and PDPU to name a few.” “Being a part of MICA, I get to meet a lot of motivated youth of our country, as well as some exciting peers,” she adds. This kind of engagement and exposure is essential, especially since this top B-school generates numerous media professionals every year. Soon, they go forth in their lives and operate in an industry that churns out the media content that surrounds us, that subtly shapes ideas and values for millions. In times when people are questioning the social responsibility of the media, the concepts and perspectives the institution instills can go a long way.

The teacher in this context is not just someone who can talk about a McLuhan text, but also someone who can be a role model. Effectively, Falguni is a role model. It’s difficult to conclude your little morning rendezvous with her, talking about Ahmedabad. Falguni explains an interesting tradition, “Vatki Vyavahar, for me, symbolises the ethos of Ahmedabad, or for that matter, a Gujarati neighbourhood. ‘Vatki’ means a bowl. Often, you make something delicious at home, you give a bowl of the delicacy to the neighbour. The bowl comes back after a few days with a delicacy that the neighbour has prepared. This simple act of sharing fosters a spirit of comradeship. In fact, we have a saying that goes, ‘Pehle sago padosi.’” Falguni explains it means, “Your neighbour is your ‘first’ relative.” A perfect representative sentiment of Ahmedabad and its people.

All India Radio was recently congratulated by India’s Union Minister for Information and Broadcasting Shri Venkaiah Naidu for having completed phase I of the national DRM digital radio roll-out in India. Thirty-seven DRM transmitters have been installed by AIR throughout the country, and all are now operational, according to DRM news.

Of the 37 new transmitters, 35 are medium wave and 2 are shortwave transmitters. Both SW transmitters are for international service and are broadcasting in pure DRM. Out of the 35 MW transmitters, 2 are broadcasting in pure DRM, carrying two audio services in digital; the other 33 transmitters are working in simulcast mode. Out of these, 25 MW transmitters are working for 1 hour in pure DRM every day (Monday to Saturday). The transmission powers of these 35 transmitters are: 1000 kW (two), 300 kW (six), 200 kW (10), 100 kW (11) and 20 kW (six); two SW transmitters are 500 kW and 250 kW each.

AIR is now in the process of launching phase-II of the DRM project by offering full features and services from these DRM transmitters and further improving service quality. When Phase-II is complete, the full-featured DRM services will be available to the audience and a public information campaign will be initiated to inform the Indian citizens of the completely new and future- oriented DRM radio platform and its many benefits. During phase-II, most transmitters will carry a new DRM signal while still maintaining the analog AM transmission to support existing analog receivers (the ‘simulcast’ mode of DRM) – with all-digital transmissions available during certain times of the day.

Phase-III, as presented by AIR, will eventually culminate in the complete transition of radio services to the digital DRM platform, further improving the number and quality of radio services and extra features for the listeners, while also saving tremendous amounts of transmission power every year, according to the same article.
