Harvest of hunger in 1972 - A write up by Sharad Bhosale, retired SD, AIR on his association with Padmashri Mellville De Mello

It was in the year 1972 I had just completed 2 years in AIR Pune as a Farm Radio Reporter. One day My Station Director Shri Bhaskarrao Bhosale called me in his chamber. In those day just to enter in the chamber of Station Director was a great thing for us .When I entered in his chamber he said “Sharad” (He use to call me by my first name) Mell Ville Demello is visiting our station and he will visit various districts of Maharashtra and you have to accompany him to assist him to record interviews with farmers, Agricultural Labors, Men and Women in connection with drought of Maharashtra. I said Ok sir.

Till that period I was totally ignorant and not knowing anything about Mell ville Demello not even herd his name. But when I came to know that he was a great Broadcaster, Padmashree and recipient of many National and International Awards, and he had done live commentary of Mahatma Gandhi’s funeral procession. Therefore when he arrived I was afraid and upset after seeing the tall personality of 6 feet height. He was speaking very fine English. He told me Mr. Bhosale we have to travel in many districts of Maharashtra where the drought condition is worst and you have to take the interviews with the drought affected persons in their local language and translate it in English.

In those days we had to carry portable spool recorder, one mike stand, ball mike and 12 watt acid battery for power supply and bunch of spool tapes for recording. In this way we started our journey and travelled in a Jeep to Marathwada, Khandesh, and Vidharbha for about 15-20 days. And recorded about 50-60 interviews of different walks of life. Then Mell Ville Demello returned back to Delhi and invited me to Delhi for dubbing and editing of the recording. However my Station Director expressed his inability to send me to Delhi because of out of zone jurisdiction. Next day order from Director General Shri P.C.Chattarji came asking to depute me to Delhi for fifteen days and I was deputed to Delhi. It was really thrilling and great experience for me. His dubbing style and editing was perfect and flawless because for dubbing and editing he was cutting the spool tapes and splicing. I think he was the unique personality and nobody else in those days was allowed to cut the tapes for dubbing. In this way we produced Two National Features entitled “Harvest of hunger” for duration of 70 minutes each and were broadcast within an interval of a fortnight. As you all are aware that in those days Radio was only the electronic media of mass communication.

When Harvest of Hunger feature was broadcast on National hookup in the Natational programme of feature and relayed throughout the country. The Government of Maharashtra and the Central Government provided the additional relief measures to Maharashtra to the Drought Affected. I think that was the great achievement of Radio.

Melville de Mellow worked with the All India Radio from April 1950 to April 1971 and belonged to the ‘staff artistes’ category. Following his superannuation he was retained as Producer (Emeritus) for another five years with AIR.[6] Demellow is remembered as an iconic broadcaster noted for his deep baritoned commentary of various events in independent India.[1][7] In 1948 he accompanied the cortege bearing Mahatma Gandhi's body from Birla House to the cremation venue at Raj Ghat giving a seven-hour-long commentary of the event from an All India Radio van. Melville de Mellow's moving commentary that day, articulating the nation's grief and homage as the cortege moved towards Raj Ghat, is remembered as one of the best instances of radio broadcasting in India.[8] His commentary that day inspired veteran Hindi commentator Jasdev Singh, then a seventeen-year-old, to take up commentary as a profession. Singh has since been conferred with a Padma Shri and a Padma Bhushan for his services to radio broadcasting.[9][10] In 1952 Melville de Mellow was handpicked by the British Government for broadcasting a running commentary on Queen Elizabeth’s coronation procession.[7] He was also the commentator at India's Republic Day parade for several years and his commentary of India-Pakistan hockey matches are remembered to this day.[11] His reportage on the Bangladesh War and its subsequent liberation by Indian forces were keenly awaited by listeners of the radio.

Technology Updates - New high frame rate camera for live broadcast

Bexel enters the POV camera market with a compact HFR camera for live productions

Bexel Global Broadcast Solutions has launched a new miniature, high frame rate POV camer, the Bexel Clarity 800. The camera, designed for live production, is aimed particularly at sports and events producers seeking high quality HFR video. The Clarity 800-HD offers high frame rate recording up to 480fps (8x) in HD up to 8x. A 4K model, the Clarity 800-4K is on the way, which can record 4K/UHD at 120fps (2x). The camera is small - 4.7in high, 2.56in wide, and 1in thick and uses a 4K 7mp Micro 4/3-inch CMOS imager and 1080p HD signal processing. The Clarity 800 is designed to integrate into a live event broadcast ecosystem, with real-time processing via fibre optics and integration with standard video servers. Key features include a camera remote control panel (RCP) for paint control of the camera and a positive-lock lens mount with lens control of focus, iris, and zoom motors.

The camera is Bexel's first camera model to target the POV market. Future variations, for both HD and 4K, (UHD), using the same system design, will be introduced later in 2017. The Clarity 800 camera will be available to rent through Bexel and Camera Corps. “Our own experiences supporting customers’ demanding production requirements — from the court to the ice — revealed there was a strong market demand for a high-speed camera with real-time processing,” said Edd Bonner, Bexel's VP of engineering and operations. “We also identified growing demand for HFR and a complete gap in the market for a POV camera with real-time processing optimised for live sports. The Clarity 800 will be a real game-changer for our industry, allowing for HFR to be easily used in any application.”

“A robust and affordable camera of this size and with these features is highly desirable in the environments in which we operate,” said Tom Dickinson, chief technology officer at Bexel. “HFR for HD video will continue to expand, and broadcasters need to be ahead of viewer demand for the latest formats. As a longtime and successful provider to the broadcast industry, Bexel understands what it takes to produce the highest-possible picture and sound quality. This ingenuity is the driver behind the Clarity 800.”

Amateur radio (Ham radio), a key wireless communication facility, is little known among the public, and remembered by administrators only in times of disasters.
Hyderabad: From a friend in the neighbourhood to an astronaut floating in outer space, this radio can keep everyone connected. Yet, this personal hobby that doubles up as an extremely handy tool for disaster management remains in the shadows. Amateur radio (Ham radio), a key wireless communication facility, is little known among the public, and remembered by administrators only in times of disasters. Interesting, easy to get trained and affordable to own and use, Ham radio has less than 1,000 enthusiasts making use of it in the city. “The potential of amateur radio is not appreciated in the country. In a global community of 3 million Hams (amateur radio operators), less than 30,000 are from India,” laments S Ram Mohan, Director, the National Institute of Amateur Radio (NIAR), Hyderabad. All that one needs to become a Ham is to clear an examination and receive a license from the Wireless Planning & Coordination (WPC) wing of the Ministry of Communications. “A call sign that is the unique identity of a Ham is issued by the WPC using which one can start going wireless free of cost,” he said. The exam to issue licenses is conducted every alternate month.

The NIAR has a club station where a license holder can just drop in and log in with his call sign, free of cost. “It hardly demands any expertise and most can pick up with a three-day orientation,” says Ram Mohan. Ham is not a costly affair too as decent walkie-talkies that provide local communication can be acquired for up to Rs 5,000 and a multi-band radio offering communication in the sub-continent is available at less than Rs 10,000. However, Ram Mohan advocates preparing one’s own radio as the most economical option. “One can rig a radio at as less as Rs 1,000,” he quips. During natural calamities such as floods or cyclone when all communication networks collapse, it is the Ham radio that comes to the rescue. Teams from the NIAR-Hyderabad have been rushed to Visakhapatnam when the city was hit by Cyclone Hudhud to network relief and rescue operations. Similarly, when Kathmandu in Nepal faced a crisis after being hit by an earthquake, city Hams were scurried to set up a communication network there. After Cyclone Hudhud, amateur radio as a disaster management subject was introduced in Class 9 to popularise it. Since then, the NIAR has been trying to take it further by involving the student community for practical hands-on training. Letters were written to city schools requesting them to bring their students to the institute for better awareness.

TRAI issues broadcasting quality regulations

The Telecom Regulatory Authority of India (TRAI) on Friday issued broadcasting quality regulations, one of which prohibits service providers from charging the subscribers for the duration of continuous interruption exceeding 72 hours. The new rules for the broadcasting sector were issued under the quality of services (QoS) regulations titled “Telecommunication (Broadcasting and Cable) Services, Standards of Quality of Services and Consumer Protection (Addressable System) Regulations 2017”.
According to TRAI, to ensure sectoral growth and consumer protection, it has introduced measures using ICTs (information and communication technologies). “The service providers have been mandated to create a dedicated ‘consumer corner’ and subscriber corner’ links on their websites, which shall contain relevant information for the benefit of consumers in standardised format,” TRAI said in a statement.
“It has been made mandatory for the service providers to publicise service related information to consumers through their dedicated consumer care programming service.” Besides, the ‘name’ and ‘price’ of all channels available on a service providers’ platform will be transparently shown in the electronic programme guide to help the consumers to make appropriate choice. “To protect the interests of consumers, TRAI has also decided to restrict the service providers from changing the composition of the subscribed services without consent of the subscriber and such consent shall be recorded to resolve any dispute later,” the statement added. The salient features of the regulations include a common framework for standards of QoS and consumer protection across digital platforms.

There was a lone winner from Visakhapatnam, none from Telangana. It was the day of young musicians at the small auditorium of Potti Sriramulu Telugu University as they performed their prize winning recitals on Friday afternoon in the city. Later, these winners in various categories of All India Radio Music Competition-2016 were honoured at the event by Mahabhashyam Chitharanjan. Surprisingly at the day’s event, where 15 winners were honoured, Hyderabad didn’t find representation in any category. Most of the winners were from Thiruvananthapuram, Chennai, Thrissur, Bengaluru and a lone winner from Visakhapatnam.

“I am a first generation musician. Nobody in my family is into music professionally. My aim is to continue the sadhana (practice) and continue to do what I love doing,” said S. Sayee Rakshith, who won the first prize in violin recital. In the preliminary round over 1,000 youngsters participated in 38 categories for Hindustani, Carnatic and Western Classical music and only 67 were named winners. The AIR Music Competition is one of the oldest talent scouting event in the country which began in 1955. Many of the well-known singers in the country came into prominence through similar talent search events.

DD's Arun Prabha channel wants to boost film makers, content providers from Northeast

The Government wants more 'original contents' made by documentary film makers and other content providers from Northeastern states for the state-run Doordarshan’s dedicated Northeast channel, Arun Prabha, Union Information and Broadcasting Ministry said here. "The idea to have greater participation by the private film makers and content providers for Arun Prabha channel is to ensure increased contribution of contents from northeastern people themselves," an official source said here "We want to discourage a well practiced trend wherein applicants used to be from Northeast but the contents used to come from outside sources. This failed the very purpose of encouraging local content providers," the source said. The source denied that encouraging private participation will only ensure greater participation from Bollywood-based content providers. "At least 50 per cent of the content will be from documentary film makers and other content providers from Northeast," the source said.
According to the sources, the ministry has received an overwhelming response from production houses and so far received about 1100 proposals from across the country for creation of content. The proposals for the programmes have been sought under the commissioning mode. The Narendra Modi Government proposed to promote the new channel as a bridge between the Northeast region and rest of India. 'Arun Prabha' headquarters will be based in Arunachal Pradesh capital Itanagar. It is understood that the producers based in Northeast, and programmes based on themes related to the life and people of region -- known for distinct tribal dialects and religious practices are likely to be given preference, sources said. Among others, the Ministry sources said production houses based in Northeast including in places like Mizoram capital Aizawl, Agartala in Tripura, Kohima in Nagaland, Silchar and Guwahati in Assam have also submitted proposals for programmes under theme -- travelogue, drama, youth magazines and fictions.
