All India Radio seeks to preserve Indian heritage, records 20,000 folk songs
To preserve the Indian cultural heritage of folk music, All India Radio (AIR) has recorded as many as 20,000 folk songs, including ceremonial songs of different castes and religions, sung across the country.Public service broadcaster All India Radio (AIR) operates 415 stations and all of them are currently busy trying to preserve the Indian cultural heritage by collecting folk music of the nation for its archives. The broadcaster recently concluded the recording of as many as 20,000 folk songs, including ceremonial songs of different castes and religions, sung across the country. These songs will be stored in the AIR sound archives to help researchers in future.
“We want to collect music from all the nooks and corners of India—the music that has been forgotten over the passage of time. There are over 5,500 castes and mainly seven religions in our country and we want to preserve all of these. It is one of the largest projects in AIR programming,” said a senior AIR official, who declined to be named. The songs are recorded in natural surroundings instead of studios and the locals are engaged from different regions to sing these songs. “We have not hired any graded artistes for this because we want to capture the accents of the locals pertaining to a particular caste or a region for that matter,” the official said.
Once recorded, the broadcaster also engages representatives from specific communities to certify the authenticity of these songs. These recordings are shot by AIR station officials and then a compilation of audios, videos, pictures and translations of the songs are stored. The sound archives of AIR are possibly the largest audio library of Indian music recordings by the government of India. The library preserves voice recordings of eminent personalities, freedom fighters, national leaders, award-winning radio dramas, features, documentaries and memorial lectures.
AIR started this mega project to collect and record traditional songs from all over the country in November 2014. The initial plan was to record over 9 lakh such songs. “The actual number may be different as a lot of castes and religions share the same music and lyrics. Our estimates may vary but we are determined to cover the entire nation,” said the official. So far, the broadcaster has spent over Rs.2 crore on the project and has set aside Rs.3 crore from the annual budget of 2016-17. The information and broadcasting ministry has allocated Rs.75 crore to AIR for the development of new content for the year 2016-17.
On 8 June, AIR which started as the Indian State Broadcasting Service, completed 80 years. It currently covers about 92% of the area and 99.19% of the Indian population with its services in 23 languages. AIR also extends to over 108 countries.

City residents for high power radio station to be made functional
With Union Finance and Information and Broadcasting Minister Arun Jaitley to visit Amritsar tomorrow, city residents demand his intervention in starting the high-power radio station installed near the International Border (IB) with Pakistan at Gharinda village (Amritsar).Work on the installation of the radio station was started in 2007, but it is yet to become operational. A vigilant citizen, Harjap Singh Aujla, said Jaitley’s visit must be utilised to remind him about the long delay in the operationalisation of the All India Radio here.He added that part of the equipment was already installed at the transmitter site at Gharinda and the Prasar Bharati authorities and All India Radio just need a signal from him to go ahead and commission the radio station.
The tower of the Amritsar radio station with about 70-80 miles (110-130 km) coverage area was installed with expectations to counter Lahore radio, which has a deep penetration in the Indian territory along the IB. To balance this, the Amritsar radio station must be commissioned at the earliest because broadcasting from this radio station would cover Sialkot and Gujranwala along with Lahore in Pakistan.Digital Terrestrial Transmitters are to be fixed here, so broadcasting from this radio station will be easily available in Pakistan. It is learn that about Rs 20 crore has been spent on building and infrastructure. Notably, the high-power radio station was conceptualized and planned by former Prime Minister Dr Manmohan Singh in 2007 along with radio stations at Raebareli and Amethi.Work on the construction of All India Radio stations in Rae Bareli and Amethi had started much later, but both these places received full-fledged radio stations, including studio facilities by January 2014.
Another resident, Kulwant Singh Ankhi, said, Rae Bareli and Amethi, being represented by high-profile leaders like Sonia Gandhi and Rahul Gandhi, attracted much importance. On the other hand, there was nobody to push the case for the holy city. Hence, All India Radio in Amritsar is still a distant dream.

Prasar Bharati CEO: Prasar Bharati not opposed to private players’ entry in DTT
Prasar Bharati has been in favour of opening up of the digital terrestrial transmission (DTT) to private players, but could not formalise the proposal owing to internal pressure.“We had approved of DTT and allowing private players also to participate over a year back, but had faced resistance internally from certain quarters,” Prasar Bharati Chief Executive Officer Jawhar Sircar said.Sircar told indiantelevision.com in an exclusive interview that the pubcaster was asked (by the government) to prepare a base paper in this regard and draw up a business plan too.“But this could not be done because of unfamiliarity with market conditions,” Sircar said.Hinting that the pubcaster is aware of an impending move by broadcast carriage and telecoms regulator TRAI in starting a debate over DTT and possible opening up of the sector to private players, Sircar said if that should happen, it would not “affect Doordarshan’s plans.”At the same time, Sircar added, private players, if allowed, did not have the acilities available with Prasar Bharati.
“Either the private players would have to invest in (transmission) towers or they would have to depend on the pubcaster for several things, including infrastructure,” Sircar explained, pointing out that this can result in additional revenue for the pubcaster.Indiantelevision.com had earlier this month reported the government was exploring possibilities of throwing open the digital terrestrial transmission or DTT services for private sector participation. That report had also indicated Telecom Regulatory Authority of India is expected to issue a consultation paper in this regard to start a public consultation. As of now, terrestrial transmission - analogue or digital - is the monopoly of the pubcaster Doordarshan. In an earlier story, indiantelevision.com had also reported that DD had commenced DTT services in 16 cities. DD move to also replace its analogue transmitters with digital transmitters will allow up to 8 channels to be carried from a single transmitter.

Inspiration:One can Create World’s Biggest Forest in the Middle of a River
This man has single-handedly created a thriving, 1300+ acre forest from a 'barren' sandbar. Truly a remarkable and selfless feat.
More than 30 years ago, a teenager named Jadav "Molai" Payeng began planting seeds along a barren sandbar near his birthplace in India's Assam region. It was 1979 and floods had washed a great number of snakes onto the sandbar. When Payeng -- then only 16 -- found them, they had all died.
"The snakes died in the heat, without any tree cover. I sat down and wept over their lifeless forms. It was carnage. I alerted the forest department and asked them if they could grow trees there. They said nothing would grow there. Instead, they asked me to try growing bamboo. It was painful, but I did it. There was nobody to help me".
Now that once-barren sandbar is a sprawling 1,360 acre forest, home to several thousands of varieties of trees and an astounding diversity of wildlife -- including birds, deer, apes, rhino, elephants and even tigers. The forest, aptly called the "Molai woods" after its creator's nickname, was single-handedly planted and cultivated by one man -- Payeng, who is now 47.
Payeng has dedicated his life to the upkeep and growth of the forest. Today, Payeng still lives in the forest. He shares a small hut with his wife and three children and makes a living selling cow and buffalo milk.According to the Assistant Conservator of Forests, Gunin Saikia, it is perhaps the world’s biggest forest in the middle of a river.

Delhi HC directs Stracon India to pay Rs 7.31 crore to DD for Sharjah Cup 1999
The Delhi High Court has affirmed that Stracon India Ltd owes a sum of Rs 7.31 crore to Prasar Bharati towards revenue earned for the Sharjah Cup 1999 between India and Pakistan.Although an arbitrator had announced an award and a single judge had given a decision, the matter came before a division bench because of an appeal by Stracon India.Dismissing the appeal, Justice Pradeep Nandrajog and Justice Mukta Gupta in their order of 14 March 2016 made available to indiantelevision.com today noted that: “If the learned Arbitrator who authored the award dated 14 March 2014 or the learned Single Judge who has pronounced the decision dated 1 October 2014 had been clear in their reasoning, a simple issue would not have seen so complicated.”
The Court noted that the Arbitrator had awarded Rs 7.31 crores. However, the judges regretted that the Arbitrator had not done the simple analysis of the pleadings but “left the award with the pleadings being simply noted”.The Court said: “In this context it assumes importance that the appellant had issued cheque No.945977 on 20 May 1999 in sum of Rs 7.31 crores which was dishonoured when Prasar Bharati presented the same for realization”.Prasar Bharati and Stracon India had entered into an agreement on 5 June 1997 whereby Stracon became the accredited agent for Prasar Bharati concerning Doordarshan Commercial Service. Stracon was to be paid commission of 15 percent. It had a credit facility of between 45 days to 60 days. Indo-Pak one day test series was to be held between 7 April and 16 April 1999 in Sharjah, popularly known as the Sharjah Cup. Pertaining to the Sharjah Cup, an agreement of 22 January 1999 having therein an arbitration clause was executed between the parties.
But the World Cup had to be held in May of the same year. Another party, Nimbus, obtained an order in its favour from the Bombay High Court in this regard. However by that time, certain amounts realized by Stracon concerning the World Cup from advertisers had been credited in an account maintained with Canara Bank, the benefit whereof was taken by Prasar Bharati together with the liabilities concerning the amounts. Amounts realized by Stracon from the Sharjah Cup and expenses incurred were credited and debited in the same account. In other words, amounts relating to both the World Cup and the Sharjah Cup were credited in the same account and amounts paid out were debited in the same account. When the matter went for arbitration, Prasar Bharati claimed Rs 7,52,44,234 as the licence fee, Rs 3,33,50,000 towards withholding tax, Rs 3,48,16,159 towards revenue sharing, and Rs 3,56,01,813 towards opportunity cost as relating to the Sharjah Cup.
The Arbitrator award rejected the later three claims on account of no proof. Thus, the Delhi High Court only confined its order to the sum of Rs 7,31,00,000. In any case, even Prasar Bharati counsel Rajeev Sharma conceded that any claim pertaining to the World Cup could not be the subject matter of the arbitration proceedings. The bank statement also showed that a sum of Rs 26,75,45,007 was realized by the appellant from third parties and the expenses are admittedly Rs 34,27,89,241 and even counsel on both sides did not dispute the correctness of the statement of account.
The court said this meant that “one has to simply bifurcate the amounts concerning the World Cup and the Sharjah Cup and ignore the amounts concerning the World Cup and focus only on the amounts concerning the Sharjah Cup.”Prasar Bharati claimed that the deposits Rs 12,54,00,000 was for the World Cup and thus for the Sharjah event the amount would be Rs 14,21,45,007 after deducting the World Cup amount from the total of Rs 26,75,45,007. The outgoing for the Sharjah event was Rs 21,52,52,641 and this would mean the amount payable to Prasar Bharati is Rs 7,31,07,634 after deducting the sum of Rs 14,21,45,007 from Rs 21,52,52,641.But the court said: “It is trite that of various kinds of admissions made by a party, the strongest admission against a party is the one made in a pleading.
The Court said: “There is a clear admission of the pleadings in first paragraph 11 of the Statement of Claim. As regards the second paragraph, the denial is vague and has to be treated as an admission because we do not find anything in the preliminary submissions wherefrom it can be deduced that as per the appellant it denied the bifurcation as pleaded by the respondent in the second paragraph numbered as 11 in the Statement of Claim."The judgment said this admission is fortified from the pleading in paragraph 13 of the Statement of Claim and its corresponding reply filed by the appellant. Thus, it is apparent that there is an admission of Rs 14,21,45,007 being towards the Sharjah event.
The court said: “The evasive denial means as admission of the fact pleaded in para 15 of the Statement of Claim that the total outgoing for the Sharjah event was Rs 21,52,52,641. If this be so, the destination is apparent. Deduct Rs 14,21,45,007 from said amount and we have the figure Rs 7,31,07,634.”On the subject of limitation, the court said “we concur with the view taken by the learned Arbitrator that as long as the parties discussed the issue and till when a clear denial of the liability came from the mouth of the appellant limitation would not commence.”
