International Radio Festival 2018 at Malta

The 9th edition of the International Radio Festival (IRF) will take place in Valetta, Malta, from October 29 to November 4. Now in its 9th year, the Zurich-born and Swiss-managed international broadcasting event represents the first and only conference to debate and showcase the business, production and curation audio/radio content. The IRF features more than 25 international radio stations broadcasting their programmes live-on-air to their peers and home audiences, reaching over 100 million listeners around the globe while its unique conference format presents industry leaders from the world of broadcasting and audio production.

Live Running Commentary of Bahuda, the Return Car Festival of Lord Jagannath on 22.07.2018

On 14th July, Lord Jagannath along with Brother Lord Balabhadra and Sister Goddess Subhadra went from Sri Mandir to Gundicha Mandir in the world famous Car Festival. After staying there for 9 auspicious days the deities return to their original abode of worship, the Sri Mandir on 22nd July, 2018 what is popularly known as the Bahuda Jatra. The event was covered in the state hookup as has been done the previous years. The live running commentary on the pulling of the chariots, returning the deities to the Temple from Sri Gundicha Madir started at 10.05 AM and continued till 3.00 PM. Despite inclement weather conditions till the morning of 22nd July, surprisingly enough the entire day turned out to be a pleasant one and the event went off very smoothly. The programme head Sri Tarunkanti Rout, AD(P) along with the deft engineering and programme personnel managed the show nicely.

AIR PANAJI CELEBRATES INDIAN BROADCASTING DAY AT OLD AGE HOME ON 23.7.2018

Broadcasting in India began when the first station of the Indian Broadcasting Company (IBC) was inaugurated at Bombay by the British Viceroy of India, Lord Irwin on July 23, 1927.The country celebrates 91 years of broadcasting today i.e. Indian Broadcasting Day. It was on 23rd July 1927 in Mumbai that the first broadcast went on air and it has been a glorious journey since then. 

To celebrate this occasion, the staff of All India Radio, Panaji, and HPT Bambolim collectively made a contribution and gifted 2 Radio Sets to the inmates of Provedoria’s Old Age Home in Altinho. Beginning shortly, Radio Jockeys on AIR’s FM Rainbow channel will also regularly interact with senior citizens in general and from Old Age Homes, in particular, on its Phone-in programmes. A small conversation or accommodating a request for a song will go a long way in lighting up their lives.

UCOST HOSTS MEET ON 52-EPISODE RADIO SERIAL ON CLIMATE CHANGE

A brainstorming cum review meeting focused on the new 52-episode radio serial on climate change and global warming was organised by Uttarakhand State Council for Science and Technology (UCOST) in association with Vigyan Prasar, Department of Science and Technology and All India Radio, Prasar Bharti here on Tuesday.

The State’s science and technology secretary Ravinath Raman inaugurated the event. The Director of CSIR-National Institute of Science Communication and Information Resources (NISCAIR) Manoj Pataraiya and Additional Director General of All India Radio, Prasar Bharti, Raj Shekhar addressed the gathering. They stated that the feedback of listerners of All India Radio is very positive. More than 95 per cent of the nation’s geographical area is covered by radio, they said.

Expressing his views on the occasion, the State’s former principal chief conservator of forests, Raghu Bir Singh Rawat gave an overview of climate change, global warming and importance of All India Radio. He said that the major cause of Kedarnath tragedy in 2013 was not only deforestation as unplanned tourism, constructions and emission of green house gases from helicopters had also played a part in the disaster.

Speaking on the occasion, the UCOST Director General Rajendra Dobhal focused on the role of civil society for mitigating climate change and global warming. He talked about natural disasters and the importance of glaciers. He said that of the 11 major glaciers being monitored, some are receding while others are advancing.

रेडियो लाया गांवों के लोगों की जिन्दगी में क्रांतिकारी परिवर्तन

कल राष्ट्रीय प्रसारण दिवस था । देश में   23 जुलाई 1927 के दिन को इंडियन प्रसारण कंपनी ने बंबई से रेडियो प्रसारण शुरू किया था। इसी कारण देश में प्रत्येक वर्ष 23 जुलाई को राष्ट्रीय प्रसारण दिवस मनाया जाता है। हरियाणा में रेडियो का प्रसारण 1976 में शुरू हुआ था, जब रोहतक में आकाशवाणी केंद्र की स्थापना हुई थी। हालांकि इससे पहले दिल्ली केंद्र से रेडियो सुनते थे। आज से 40-50 साल पहले गांवों में रेडियो मनोरंजन का बड़ा साधन बन गया था। इस पर रोज रागनियां, फिल्मी गाने और सांगों का प्रसारण होता था। इसके बाद जब देश में हरित क्रांति आई तो इसमें सबसे बड़ा योगदान रेडियो का ही माना गया। जब गांवों में बिजली नहीं पहुंची थी, तब रेडियो के जरिए कृषि वैज्ञानिकों ने नए बीजों, दवाइयों की जानकारी किसानों तक पहुंचाई। देश में सभी फसलों के जो भी नए बीज अनुमोदित किए जाते थे, उनके बारे में किसानों को सिर्फ रेडियो से ही जानकारी मिलती थी।

आकाशवाणी केंद्र रोहतक के वरिष्ठ उद्घोषक संपूर्ण सिंह बागड़ी कहते हैं कि रेडियो जनसंचार का सबसे सशक्त माध्यम रहा है। देश के दूर-सुदूर इलाकों तक जहां किसी की पहुंच नहीं थी, वहां पहली रेडियो पहुंचा था।रोहतक में आकाशवाणी केंद्र की स्थापना के खेत खलिहान, कृषि जगत, ग्रामीण संसार जैसे कार्यक्रमों से किसानों को बहुत फायदा हुआ। ये कार्यक्रम सिर्फ किसानों के लिए ही तैयार किए गए। हिसार कृषि विश्वविद्यालय के वरिष्ठ वैज्ञानिकों ने इन कार्यक्रमों के जरिए किसानों तक खेती की सभी जानकारी पहुंचाई।

--तब फौजी लेकर आया था पहला रेडियो

गांव पाथरी के बुजुर्ग बीरबल कहते हैं कि उनके गांव में 40 के दशक में पहली एक फौजी रेडियो लेकर आया था। तब रेडियो सुनने के लिए उसके घर भीड़ लग जाती थी। तब उन्हें हैरानी होती थी कि छोटे से डिब्बे में से लोगों की आवाज कैसे निकल रही है। रेडियो पर फिल्मी गानों के अलावा समाचार और कृषि संबंधी जानकारी खूब आती थी। बुजुर्ग महेंद्र मलिक, धम सिंह कहते हैं कि तब सुनने के सिर्फ रेडियो ही होता था। अब तो युवा मोबाइल से ही चिपटे रहते हैं।

--काम करते हुए सुन सकते हैं रेडियो

जब हम छोटे थे, तब देखते थे कि गांव ही नहीं शहर के लोग भी घरों में रेडियो सुनते थे। रेडियो की खास बात यह है कि काम करते हुए भी लोग रेडियो सुनते रहते हैं। रेडियो में दिनभर कई तरह के कार्यक्रमों का प्रसारण होता है। इसी कारण रेडियो के श्रोताओं का ज्ञान आम आदमी से ज्यादा हो जाता है।

On Vijay Diwas, Pune Akashvani to salute brave men of Kargil war

In his brief message, Lt D R Gen Soni congratulated the men, who were instrumental in bringing this glorious victory to India. He also paid homage to the martyrs who made supreme sacrifices during the 1999 Kargil war.

To commemorate the valour and the spirit of the Indian Army on the occasion of 19th Kargil Vijay Diwas, Pune residents will tune into a special radio message recorded by Army Commander of Southern Command Lt Gen D R Soni on Thursday. This is probably for the first time that an Army officer will go ‘on air’ to address the nation on Kargil Vijay Diwas, from the Pune station of Akashvani. Speaking to The Indian Express, AIR Pune Station Director, Gopal Autee, said: “To pay our tributes on this day, we wanted a message for our listeners, urging them to remember the efforts made by our country’s brave men. With the message coming straight from the chief of country’s largest Army command, this is our way to salute the men in uniform.”

In his brief message, speaking on behalf of the Southern Command and the Indian Army, Lt Gen Soni congratulated the men, who were instrumental in bringing this glorious victory to India. He also paid homage to the martyrs who made supreme sacrifices during the 1999 Kargil war. Particularly addressing the young generation, Lt Gen Soni said, “Our brave men should be your role models in life. They are ever ready to sacrifice their lives for this great nation.” The station plans to relay this message both on its primary channel and Vividh Bharati throughout Thursday.

Also, in the first week of August, the station will air an interview with Lt Gen Soni, who talks about the innumerable opportunities to work in the Indian Army, the training and many more facets of the life of Army men. In April, the Southern Command celebrated its 124th Rising Day. Earlier, the Pune station had broadcast a programme series dedicated to the defence personnel, titled ‘Salaam Vardhi’. The show featured several men from India’s tri-services and their lives. It was aired from all the stations in Maharashtra.

Residents to pay homage to martyrs

The 19th Kargil Diwas will be celebrated through a ceremony organised at the National War Memorial in Pune on Thursday. A wreath will be laid at the Memorial by Lt Gen Manoj Pande, Chief of Staff, Southern Command, on behalf of all ranks of the Command. Subsequently, the residents of Pune will also pay their tributes to the martyrs by lighting candles at the memorial. At the wreath laying ceremony in the morning, several serving and retired servicemen will also pay their respects. The day is observed to commemorate the sacrifice of the 527 armed forces personnel and others who fought the battle of Kargil against Pakistan in Jammu and Kashmir. This year marks the 19th anniversary of the victory.

आकाशवाणी रामपुर का 54वां स्थापना दिवस दिनांक 23-07-2018 को धूमधाम से मनाया गया। इस दौरान पूरे दिन विशेष कार्यक्रमों का प्रसारण किया गया और आकाशवाणी रामपुर के परिसर में रंगारंग कार्यक्रम आयोजित किए गए।कार्यक्रम का शुभारंभ केंद्राध्यक्ष वलीउल्लाह खां, कार्यक्रम प्रमुख शोभित शर्मा, कार्यक्रम अधिकारी डॉ. विनय वर्मा ने दीप प्रज्ज्वलित कर किया। डॉ. विनय वर्मा ने कहा कि रेडियो सिर्फ संस्था नहीं बल्कि संस्कृति है।इस अवसर पर तकनीकी प्रमुख मुकेश कुमार गुप्ता ने उम्मीद जताते हुए कहा कि आकाशवाणी रामपुर ऐसे ही प्रगति करता रहेगा।कार्यक्रम प्रमुख शोभित शर्मा ने बीते साल की उपलब्धियों और आने वाले समय की योजनाओं के बारे में बताया।आकाशवाणी परिसर में स्थित प्रदर्शनी में स्मृतियां में श्रोताओं के द्वारा प्राप्त पत्रों, कार्डस से सजे लिसनर्स कार्नर को बेहद पसन्द किया गया। कार्यक्रम के अन्त में स्थापना दिवस पर केक काटकर जलपान कराया गया।

सामुदायिक रेडियो की वजह से बढ़ रही है वित्तीय साक्षरता

वित्तीय साक्षरता और समावेश के उद्देश्य से केनरा एचएसबीसी ओरिएंटल बैंक ऑफ कॉमर्स लाइफ इंश्योरेंस कंपनी के प्रोजेक्ट "समर्थ"के सौजन्य से संचालित कार्यक्रम से देश के सर्वाधिक पिछड़े जिले नूंह (जिसे पूर्व में मेवात के नाम से जाना जाता था) में जागरूकता बढ़ने लगी है और अब यहां के लोग अपने जीवन की रोजमर्रा की जरूरतों में बैंकिंग सेवाओं को जीवन का महत्वपूर्ण अंग मानने लगे हैं। एटीएम, पेटीएम के डिजिटल दौर में 125 करोड़ से अधिक जनसंख्या वाले हमारे देश की लगभग 24 करोड़ आबादी बैंकिंग सेवाओं से नहीं जुड़ सकी है। ऐसा नहीं है कि सरकार द्वारा ग्रामीण भारत में बैंकिंग सेवाओं की व्यवस्था नहीं की गई है परन्तु सही समय पर सही जानकारी लोगों तक नहीं पहुंच पाती है, जिसके कारण आज भी बहुत से परिवार, खासकर ग्रामीण इलाकों में नकदी लेनदेन करते हैं और अपनी नकदी घर पर ही रखते हैं। इससे एक तो उनकी राशि असुरक्षित होती है, दूसरा उन्हें अपनी धनराशि पर कोई ब्याज भी नहीं मिलता है। ऐसी स्थिति में वित्‍तीय समावेश बहुत ज़रूरी है। वित्‍तीय समावेश का अर्थ देश की ऐसी आबादी तक वित्‍तीय सेवाएं पहुंचाना है, जो अभी तक इसके दायरे में नहीं आ सकी हैं। ---------
राष्ट्रीय राजधानी दिल्ली और गुरुग्राम की चकाचौंध से मात्र 70 किलोमीटर की दूरी पर बसा नूंह ज़िला (दो वर्ष पूर्व तक मेवात के नाम से जाना जाता था) हाल ही में तब सुर्खियों में आया था जब नीति आयोग द्वारा इसे देशभर के जिलों की समीक्षा के बाद जारी की गई इस रिपोर्ट में सबसे पिछड़ा करार दिया था। इस सूची में हर जिले को शामिल करते वक्त नीति आयोग ने शिक्षा, स्वास्थ्य, कृषि, बैंकिंग तथा वित्तीय सेवाओं और बुनियादी इंफ्रास्ट्रक्चर के तमाम आंकड़ों को शामिल किया है। इस सबकी दृष्टि से मेवात को 26 प्रतिशत अंक मिले हैं। अगर देश के सबसे विकसित जिलों से मेवात की तुलना की जाए तो वह विकास की तराजू में उनसे एक-चौथाई ही है। इस जिले में कुल साक्षरता 56 प्रतिशत है और महिलाओं में यह महज 36 प्रतिशत ही है। जिले के लगभग 70 प्रतिशत बच्चे एनीमिया यानी खून की कमी के शिकार हैं। सिर्फ 27 प्रतिशत बच्चों का टीकाकरण हुआ है। इस जिले में आज भी ऐसे बहुत से गाँव है जहां परिवार में एक भी सदस्य का बैंक खाता नहीं है। गाँव घाघस के रहने वाले सोहराब खान बताते हैं कि “आज भी यहां के अधिकतर लोग घर पर पैसा रखते हैं और ज़रूरत के समय साहूकार से ऋण लेते हैं।“
इस अंतर को कम करने के लिए “वित्तीय वाणी” रेडियो कार्यक्रम के जरिए जागरूकता कार्यक्रम चलाए जा रहे हैं। सामुदायिक रेडियो अल्फाज़–ए-मेवात पर वित्तीय वाणी कार्यक्रम की विशेष श्रृंखला प्रसारित की जा रही है जिसके माध्यम से केनरा एचएसबीसी ओरिएंटल बैंक ऑफ कॉमर्स लाइफ इंश्योरेंस कंपनी के प्रोजेक्ट "समर्थ"के सौजन्य से लोगों को वित्तीय प्रबंधन से जुड़ी जानकारी प्रदान कर रही है ताकि लोग वित्तीय प्रबंधन से समुचित बचत करके अतिरिक्त आय प्राप्त कर सकें।
इस रेडियो सीरीज़ का उद्देश्य ग्रामीणों को वित्तीय साक्षर बनाना है । रेडियो कार्यक्रम के माध्यम से ग्रामीणों को धन के समुचित प्रबंधन के बारे में जानकारी प्रदान की जाती है ताकि बैंकों के माध्यम से लागू सरकारी योजनाओं का लाभ उठाकर ग्रामीण अपने जीवन को सुरक्षित एवं बेहतर बना सकें। इस कार्यक्रम के माध्यम से ग्रामीणों को खाता खोलने, खाते को आधार कार्ड एवं मोबाइल से जोड़ने, बच्चों की उच्च शिक्षा के लिए बैंकों द्वारा शिक्षा ऋण जैसी तमाम सुविधाओं की जानकारी विस्तार से प्रदान की जाती है। साथ ही प्रधानमंत्री जन-धन बीमा योजना, किसान क्रेडिट कार्ड, फसल बीमा योजना, शिक्षा ऋण आदि सरकारी योजनाओं की जानकारी साँझा की जाती है। कैनरा एचएसबीसी ओरिएंटल बैंक ऑफ कॉमर्स लाइफ इंश्योरेंस कंपनी के अधिकारी कार्यक्रम में श्रोताओं के साथ सीधे जुड़ते हैं। वित्तीय सेवाओं की जानकारी ग्रामीणों के लिए अति आवश्यक हैं ताकि उनकी बचत बढ़े और सरकारी योजनाओं से उन्हें लाभ हो । सहगल फाउंडेशन की संचार निदेशक पूजा मुरादा का कहना है, "रेडियो पर प्रसारित सीरीज़ से हमें अनुभव हुआ है कि इसकी बहुत जरूरत है। ग्रामीणों को वित्तीय उत्पादों और सेवाओं की जानकारी न के बराबर है और बहुत से लोगों के बैंक खाते तक नहीं हैं। अब भी ज्यादातर लोगों के जीरो बैलेंस या बेसिक खाते हैं और वे बचत के पारम्परिक तरीके अपनाते हैं। अत: ग्रामीण अंचलों में बैंकिंग सुविधाओं की जानकारी पहुंचाना बेहद जरूरी है"।
“वित्तीय वाणी” रेडियो कार्यक्रम के अलावा ग्रामीणों को जागरूक करने के लिए गाँव में वित्तीय साक्षरता कैंप भी लगाए गए हैं और इन कैम्पों में ग्रामीणों की बैंकों से जुड़ी शिकायतों के निवारण के लिए अलग से स्टाल लगाया गया है। साथ ही ग्रामीणों को वित्तीय साक्षरता के महत्व को समझाने के लिए स्थानीय कलाकारों द्वारा नुक्कड़ नाटक का भी आयोजन किया गया है, जिसमें कलाकारों द्वारा हर परिवार को बैंक में खाता खोलने, बैंक खाते के लाभ व वित्तीय सुरक्षा के बारे में अवगत कराया जाता है। नुक्कड़ नाटक के माध्यम से ग्रामीणों को समझाने का प्रयास किया जाता है कि जरूरत पड़ने पर बैंकों की मदद से अभिभावक अपने बच्चों की उच्च शिक्षा के लिए ऋण तथा ज़रूरत के समय बीमा पेंशन आदि से भी लाभ ले सकते हैं। --------

Book Festival- Live Programme organised by AIR Dharmapuri

AIR FM LRS Dharmapuri, Tamil Nadu is a small radio station originating programmes from 6 am to 12 noon. In its' weekly Live programme " Info Thagadoor" ( Thagadoor Thagaval) on Wednesdays invited Dr.R.Senthil, Nephrologist and Former Member of Parliament of Dharmapuri Loksabha Constituency and President, Dharmapuri Book Fair Reception Committee on 25/07/2018 between 9 am and 10 am to inform about various aspects of the First ever Book Fair (Government sponsored) to be inaugurated on 03rd August 2018 in this semi-urban town. The listeners responded actively and lot of information were shared on book-reading. Shri.R.Sisublan, President, Dharmapuri Book-Readers' Forum also participated in this live programme. The Live Programme was anchored by Shri.R.Murali PEX.

आकाशवाणी रामपुर में ‘‘53वीं वर्षगांठ’’ एवं ‘‘54वां स्थापना दिवस’’

बादलों की लुकाछिपी के बीच आकाशवाणी रामपुर के आंगन में बधईयों की रिमझिम पफुहार बरसी। इस पफुहार ने कार्यक्रमों के माध्यम से श्रोताओं के मन को भिगोया। मौका था आकाशवाणी रामपुर के स्थापना दिवस का। आकाशवाणी रामपुर में ‘‘53वीं वर्षगांठ’’ एवं ‘‘54वां स्थापना दिवस’’ धूमधम से मनाया गया। पूरे दिन विशेष कार्यक्रमों का प्रसारण किया गया। ‘‘रेडियो के रंग श्रोताओं के संग’’ बिखरे तो सावन के रंगीले रंगों से सराबोर होकर ‘‘आवाज़ो का सपफ़र’’ तय करते हुए ‘‘53वां मील का पत्थर’ रखा। इस अवसर पर आकाशवाणी रामपुर के परिसर में रंगारंग कार्यक्रम आयोजित किया गया। दीप प्रज्ज्वलन केन्द्राध्यक्ष श्री वलीउल्लाह खाँ, कार्यक्रम प्रमुख श्री शोभित शर्मा, कार्यक्रम अध्किरी डॉ0 विनय वर्मा ने किया। डॉ. विनय वर्मा ने अतिथियों का स्वागत करते हुए कहा कि रेडियो सिर्फ संस्था नहीं बल्कि संस्कृति है। अपनी मधुर आवाज़ में डॉ. सोनाली मित्रा और मौसमी नियाज़ी ने श्रोताओं को मंत्रामुग्ध् कर दिया। उस्मान भारती अनिल भटनागर और आतिर महमूद ने भी शानदार प्रस्तुति दी। इस अवसर पर तकनीकी प्रमुख श्री मुकेश कुमार गुप्ता ने उम्मीद जताते हुए कहा कि आकाशवाणी रामपुर ऐसे ही प्रगति करता रहेगा। आकाशवाणी के वरिष्ठ उद्घोषक श्री सुरेन्द्र राजेश्वरी ने अपनी जादुई आवाज और अंदाज से लोगो को झूमने पर मजबूर कर दिया।

कार्यक्रम प्रमुख श्री शोभित शर्मा ने बीते साल की उपलब्ध्यिं और आने वाले समय की योजनाओं का लेखा जोखा सामने रखा। इसके अलावा अतिथियों ने आकाशवाणी परिसर में आयोजित प्रदर्शनी को कापफी पसंद किया। इस अवसर पर कार्यक्रम का संचालन श्री असीम सक्सेना ने किया। कार्यक्रम में तकनीकी सहयोग श्री अरविन्द कुमार श्री शोभित वर्मा, श्री सुर्य प्रकाश शर्मा आदि का रहा। आकाशवाणी परिसर में स्थित प्रदर्शनी ‘‘स्मृतियाँ’’ में श्रोताओं के द्वारा प्राप्त पत्रों कार्डस से सजे लिसनर्स कार्नर को बेहद पसन्द किया गया। कार्यक्रम के अन्त में स्थापना दिवस पर केक भी काटा गया और जलपान वितरण किया गया। साथ ही इस अवसर पर श्री हरीशकुमार सक्सेना, श्री सुधांशु नन्दन, श्रीमती संघमित्रा, श्री राघवेन्द्र सिंह, श्री आर.के. कश्यप, श्री राजीव सक्सेना, श्री विकास माथुर, श्री हरीओम, श्री रामस्वरूप गंगवार, श्री चन्दमोहन सक्सेना, श्री रामकुमार सक्सेना, श्रीमती शशि मोहन आदि उपस्थित रहे।

Subject: Leave to a Government servant who is unlikely to be fit to return to duty — Reg.

The undersigned is directed to say that the CCS (Leave) Rules, 1972 have been amended vide Notification G.S.R. No. 438 (E) dated 03.04.2018 (copy enclosed) to bring them in conformity with the Rights of Persons with Disabilities Act, 2016. Accordingly, it has now been decided that leave applied under rule 20, shall not be refused or revoked without reference to the Medical Authority, whose advice shall be binding. Further, any leave debited for the period(s) granted after receipt of the certificate of disability of the Medical Authority, shall be remitted back into the leave account of the Government servant. The Certificate of Disability is required to be issued in Form ‘3A’ which should be signed by a Government doctor of a Government medical board. Further, a Government servant who is granted leave in accordance with the provisions of clause (b) of sub rule (1) of rule 20 of CCS (Leave) Rules, 1972, the provisions of section 20 of the Rights of Persons with Disabilities Act, 2016(49 of 2016) shall, suo-motu, apply.

Shri Bachchu Das, Mast Technician from O/o ADG [E](NZ) AIR & Doordarshan is to retire from department after imparting his valuable services for more than 33 years. Born and brought up at Kolkata W.B., his dedication towards his work and his well disciplined behavior brought him to this office. During the era of 1980s ,when new TV LPTs were coming on air, he was working for erection of TV antenna on behalf of  a private firm.Later ,his good workmanship provided this platform at Project wing of this office.he was involved in to various projects including installation of Pitampura Delhi TV Tower.After having good service record ,he superannuates on 31st july 2018.

Prasar Bharati Parivar wishes him a very happy, healthy, peaceful and contended retired life.

Retirement Benefits for Central Govt Employees

Pension: The minimum eligibility period for receipt of pension is 10 years. A Central Government servant retiring in accordance with the Pension Rules is entitled to receive pension on completion of at least 10 years of qualifying service.
In the case of Family Pension the widow is eligible to receive family pension on death of her spouse after completion of one year of continuous service or even before completion of one year if the Government servant had been examined by the appropriate Medical Authority and declared fit for Government service.
W.e.f 1.1.2006, Pension is calculated with reference to emoluments (i.e.last basic pay) or average emoluments (i.e. average of the basic pay drawn during the last 10 months of the service) whichever is more beneficial. The amount of pension is 50% of the emoluments or average emoluments whichever is beneficial. 
Minimum pension presently is Rs. 9000 per month. Maximum limit on pension is 50% of the highest pay in the Government of India (presently Rs. 1,25,000) per month. Pension is payable up to and including the date of death.
Commutation of Pension: A Central Government servant has an option to commute a portion of pension, not exceeding 40% of it, into a lump sum payment. No medical examination is required if the option is exercised within one year of retirement. If the option is exercised after expiry of one year, he/she will have to under-go medical examination by the specified competent authority.
Lump sum payable is calculated with reference to the Commutation Table. The monthly pension will stand reduced by the portion commuted and the commuted portion will be restored on the expiry of 15 years from the date of receipt of the commuted value of pension. Dearness Relief, however, will continue to be calculated on the basis of the original pension (i.e. without reduction of commuted portion).
The formula for arriving for commuted value of Pension (CVP) is CVP = 40 % (X) Commutation factor* (X)12
* The commutation factor will be with reference to age next birthday on the date on which commutation becomes absolute as per the New Table annexed to the CCS (Commutation of Pension) Rules, 1981. (Click here to view Commutation Table)
Death/Retirement Gratuity
Retirement Gratuity: This is payable to the retiring Government servant. A minimum of 5 years' qualifying service and eligibility to receive service gratuity/pension is essential to get this one time lump sum benefit. Retirement gratuity is calculated @ 1/4th of a month's Basic Pay plus Dearness Allowance drawn on the date of retirement for each completed six monthly period of qualifying service. There is no minimum limit for the amount of gratuity. The retirement gratuity payable for qualifying service of 33 years or more is 16 times the Basic Pay plus DA, subject to a maximum of Rs. 20 lakhs.
Death Gratuity: This is a one-time lump sum benefit payable to the nominee or family member of a Government servant dying in harness. There is no stipulation in regard to any minimum length of service rendered by the deceased employee. Entitlement of death gratuity is regulated as under:
Qualifying Service Rate
Less than one year 2 times of basic pay
One year or more but less than 5 years 6 times of basic pay
5 years or more but less than 11 years 12 times of basic pay
11 years or more but less than 20 years 20 times of basic pay
20 years or more Half of emoluments for every completed 6 monthly period of qualifying service subject to a maximum of 33 times of emoluments.
Maximum amount of Death Gratuity admissible is Rs. 20 lakhs w.e.f. 1.1.2016
Service Gratuity: A retiring Government servant will be entitled to receive service gratuity (and not pension) if total qualifying service is less than 10 years. Admissible amount is half month's basic pay last drawn plus DA for each completed 6 monthly period of qualifying service. This one time lump sum payment is distinct from retirement gratuity and is paid over and above the retirement gratuity.
Issue of No Demand Certificate: Dues owed by the retiring employees on account of Licence Fee for Government accommodation, advances, over payment of pay and allowances are required to be assessed by the Head of Office and intimated to the Accounts Officer two months in advance of the date of retirement so that these are recovered from retirement gratuity before payment. For this purpose the Licence Fee for those in occupation of Government accommodation is taken into account up to the end of the permissible period for which accommodation can be retained after retirement under the Rules on normal rent. The recovery of Licence Fee beyond that period is the responsibility of the Directorate of Estates. If, for any reason final dues cannot be assessed on time, then 10% of gratuity is withheld from gratuity on the basis of a commutation from the Directorate of Estates in this regard.
General Provident Fund and Incentives: As per General Provident fund (Central Services) Rules, 1960 all temporary Government servants after a continuous service of one year, all re-employed pensioners (Other than those eligible for admission to the Contributory Provident Fund) and all permanent Government servants are eligible to subscribe to the Fund. However, these rules are not applicable to any of the Government Servants who join service on or after 1.1.2004. A subscriber, at the time of joining the fund is required to make a nomination, in the prescribed form, conferring on one or more persons the right to receive the amount that may stand to his credit in the fund in the event of his death, before that amount has become payable or having become payable has not been paid. A subscriber shall subscribe monthly to the Fund except during the period when he is under suspension. Subscriptions to the Provident Fund are stopped 3 months prior to the date of superannuation. Rates of subscription shall not be less than 6% of subscriber's emoluments are not more than his emoluments. Rate of interest varies according to notifications of the Government issued from time to time. The rules provide for drawal advances/ withdrawals from the fund for specific purposes. 
The conditions for withdrawal from the fund have been liberalized and now no documentary proof is required to be furnished by the subscriber for GPF withdrawal. On retirement of a subscriber, instructions have been issued for immediate payment of final balance on retirement. No application is required to be submitted by the subscriber for final payment from the fund. .
Deposit Linked Insurance Scheme: Under the GPF Rules, on the death of subscriber, the person entitled to receive the amount standing to the credit of the subscriber shall be paid an additional amount equal to the average balance in the account during the 3 years immediately preceding the death of the subscriber subject to certain conditions provided in the relevant Rule. The additional amount payable under that Rule shall not exceed Rs. 60,000/-. To get this benefit, the subscriber should have put in at least 5 years service at the time of his/her death.
Contributory Provident Fund: The Contributory Provident Fund Rules (India), ,1962 are applicable to every non-pensionable servant of the Government belonging to any of the services under the control of the President. A subscriber, at the time of joining the Fund is required to make a nomination in the prescribed Form conferring on one or more persons the right to receive the amount that may stand to his credit in the Fund in the event of his death, before that amount has become payable or having become payable has not been paid.
A subscriber shall subscribe monthly to the Fund when on duty or Foreign Service but not during the period of suspension. Rates of subscription shall not be less than 10% of the emoluments and not more than his emoluments. The employer's contribution at that percentage prescribed by the Government will be credited to the subscriber's account and this is 10%. The Rules provide for drawal of advances/ withdrawals from the CPF for specific purposes. As in GPF Rules, the CPF Rules also provide for Deposit Linked Insurance Scheme.
Leave Encashment: Encashment of leave is a benefit granted under the CCS (Leave) Rules and is not a pensionary benefit. Encashment of Earned Leave/Half Pay Leave standing at the credit of the retiring Government servant is admissible on the date of retirement subject to a maximum of 300 days.
Central Government Employees Group Insurance Scheme: A portion of monthly contributions paid while in service is credited in a Saving Fund, on which interest accrues. A Government servant while entering service has to apply in Form No. 4 of the above Scheme to the Head of Office, who shall issue a sanction for the payment of subscriber's accumulation in the Savings Fund segment together with interest and arrange for its disbursement, soon after retirement. Payments under this Scheme are made in accordance with the Table of Benefit (as issued by Department of Expenditure) which takes in to account interest up to the date of cessation of service. Insurance cover benefit under this Scheme is available to the family in the event of death of the subscriber.

Inspiration - A Chef without Hand.........“Mericel Apatan”.

(मेरिकल एपटन), एक ऐसी लड़की जिसने कठिन से भी कठिन समस्या का दृढ़ता से सामना किया, हार नहीं मानी और समाज के सामने एक मिसाल के तौर पर उभरी।

मेरिकल एपटन के दोनों हाथ नहीं है इसके बावजूद वो फिलीपींस के मनिला में एक नामचीन बड़े से होटल “Edsa Shangri ” में पेस्ट्री शेफ ( रसोइया ) है। 

“ ये बात है 25 सितम्बर 2000 की है जब मेरिकल एपटन 11 साल की थी , वो अपने अंकल के साथ बाहर पानी भरने के लिए गई थी की अचानक कुछ 4 – 5 लोग अपने साथ तेज धारदार हथियार लेकर उनका रास्ता रोकने लगे। मेरिकल काफी ज्यादा घबरा गई थी क्योकि ये 4-5 लोग कोई ओर नहीं बल्कि उनके पडोसी ही थे जो उनको जान से मार देना चाहते थे।उन बदमाश लोगो ने मेरिकल एपटन को पकड़ लिया और गर्दन और पीठ पर तेज चाकू से हमला कर दिया जिससे मेरिकल अपना होश खो बैठी और बेहोश हो गई।

मेरिकल एपटन तो बच गई किन्तु उनके दोनों हाथ ना रहे। हॉस्पिटल का बिल चुकाने के लिए पैसे तक नहीं थे तो किसी दूर के अच्छे रिश्तेदार की मदद से बिल चुकाया और अपराधियों को सजा दिलवाई।

इतनी कठिन और विकट परिस्थति के बाद मेरिकल ने अपने आप को संभाला और एक नई शुरुआत करने का सोचा। मेरिकल ने सोचा की इतना कुछ हो जाने के बाद भी आज मैं जिन्दा यानी भगवान ने मुझे कुछ नेक काम के लिए इस धरती पर भेजा है। इसी आशावादी नजरिये के साथ मेरिकल ने अपनी एक नई शुरुआत की।

2008 में मेरिकल हाई स्कूल से ग्रेजुएट हुई। बचपन से ही खाना बनाना का बहुत शौक था इसीलिए मेरिकल ने 2009 में Hotel & Restaurant Management के 2 साल के कोर्स में प्रवेश लिया और 2011 में ग्रेजुएट हुई इसके अलावा Arts and Crafts में भी मेरिकल को गोल्ड मैडल मिला।

अपने जूनून और जज्बे की बदौलत उसने शेफ का काम शुरू हुआ। जल्द ही मेरिकल लाइम लाइट में आ गई और कई सारे न्यूज़ चैनल ने मेरिकल को कवर किया। यह सब देख कर मनिला के एक बड़े होटल नाम “Edsa Shangari – La Hotel in Manila ” के मैनेजर ने मेरिकल को शेफ की जॉब ऑफर की जिसे मेरिकल मना न कर पाई और अभी तक उसी होटल में काम करती है।
उसी होटल में काम करने वाले सहकर्मी कहते है की मेरिकल हाथो के ना होने के बावजूद भी काफी अच्छा केक बना लेती है और उसे अच्छे से डेकोरेट (सजाना) करती है। वह हमें तभी बुलाती है जब कोई गरम पात्र, गैस स्टोव से हटाना होता है या कोई चिकना ढक्कन बोतल से खोलना होता  है।
जीवन तो मेरिकल का तब ही ख़तम हो जाता जब उसके हाथ नहीं बचे थे , कई लोगो ने तो ये तक कह दिया था की अब ये क्या करेगी इससे अच्छा होता की मर ही जाती , लेकिन इसके उलट मेरिकल एपटन ने अपने आप को बेचारा साबित नहीं किया और इस समाज को एक संदेशा दिया की Disable होने के बावजूद आप एक Normal Life जी सकते हो। और अंत में,
                                 मत कर यकीन अपने हाथो की लकीरो पर,
                                 नसीब उनके भी होते है जिनके हाथ नहीं होते।
