TRAI Launches Consultation on Digital Broadcasting

TRAI has launched a consultation process inviting comments on facilitating the deployment of digital broadcasting by private FM radio broadcasters. Even as it noted that All India Radio is active in implementation of digital radio in MW and SW bands, the Telecom Regulatory Authority of India today noted that there appears to be no initiative in FM radio space either by public or private FM radio broadcasters.

Since FM is primarily used for analogue transmission, it appears as if the frequency allocations under these policy guidelines are only for analogue transmission. Analogue FM technology can provide only one channel per frequency. Therefore, existing FM radio channels provide limited services to their listeners. In addition, analogue radio broadcasting is facing competition from emerging technologies and other platforms like webcasting, podcasting, Internet streaming etc.

In view of this, the TRAI has suo moto issued a consultation paper on issues related to digital radio broadcasting in India. Stakeholders have been asked to respond to the various questions raised by TRAI by 4 September with counter-comments if any by 18 September 2017.  Read more.

AIR to host annual music competition

All India Radio (AIR), Bengaluru, has received nearly 300 applications for its National Music Competition announced last month. Amongst the applications received, the Vocal Category in the Carnatic segment has received the maximum entries, say AIR officials. Upcoming artistes in the State will get an opportunity to showcase their talent at the competition to be held between July 10 and 28 at all regional stations. The 63-year-old competition has in the past propelled several artistes to fame, including Karnataka’s khanjira ambassador Amrit N., 32, and vocalist S. Shankar. Other artistes, who have participated, include the Rudrapatnam Brothers, D. Balakrishna, T.V. Gopalakrishnan, Sudha Raghunathan, and Ranjani Gayathri.

Introduced in 1954, the competition was initially focused on Carnatic and Hindustani music. “Over the years, based on the response it received, it has grown to cover 50 categories,” said K. Vageesh, former Deputy Director General (Music), New Delhi, AIR, who is a vocalist himself. “Western music made its way into the competition just last year and was welcomed in Bengaluru,” according to N. Raghu, programme executive, Akashvani, Bengaluru. Public response determines the addition or deletion of categories. For instance, the category of ‘Music Composers’ was introduced two years ago, but was discontinued following a dismal response. The most popular categories are Geet-Ghazal, Rabindra Sangeet and Vrindagaan (chorus). Nadaswara and mridanga are also seeing a swarm of applications and requests that they be made separate categories. Akashvani came up with sub-categories for some instruments, including plucked (stringed), bowed and wind instruments.
“Classical music and light music received such an unprecedented response that we had to create separate categories for girls and boys,” says Vinod Kumar, Programme Executive, AIR, Bengaluru. Winners get the coveted title of B-Grade artist of AIR. The National Programme and the National Orchestra began in 1952 while the Sangeet Sammelan and National Music Competition began in 1954. “It was at the insistence of the then Union I&B Minister B.V. Keskar that classical music received a major push,” said N.S. Krishnamurthy, who served AIR for 33 years and retired as director of Akashvani Bengaluru in 1995. India is the only country to hold such an event, he added.

The DD Free Dish phenomenon

In early July, state broadcaster Doordarshan’s free-to-air (FTA) direct-to-home (DTH) platform DD Free Dish earned Rs85.10 crore in an e-auction of its slots to private broadcasters. This was the highest amount earned by Free Dish in an auction. Although its earlier auction this year failed to elicit any response owing to high reserve prices, DD has finally managed to sell its slots for a higher sum. That Free Dish is in the pink of health is evident from its annual numbers—In 2016-17, DD Free Dish recorded revenue of Rs264.17 crore, a 47% increase from a year ago. Free Dish’s success can be gauged not only from the revenue it earns from slot sale but also from the number of subscribers it has managed to enrol. The platform boasts of 22 million subscribers in India, according to estimates from television viewership measurement agency Broadcast Audience Research Council (Barc) India. These are estimates as the hardware to receive Free Dish signals is available at different sales points and the data is not easy to collate.

The reasons for Free Dish’s success and popularity are not hard to find. First and foremost, as the name suggests, DD’s Free Dish DTH service is free. This means that if you buy the equipment (a set-top box and a dish) to receive signals of DD Free Dish, you do not have to pay a monthly subscription fee thereafter as is the case with private DTH platforms. “That is the single biggest reason for its success,” points out Ashish Pherwani, partner, media and entertainment at consulting firm EY. EY, has, in fact, published a report on Free TV viewership which is set to register exponential growth to reach 46 million households by 2020. The report titled India’s Free TV—A game changing opportunity also takes note of the phenomenal success of DD Free Dish.

The other reason for the popularity of Free Dish is its attractive content. Thanks to private broadcasters who are on DD Free Dish, the DTH platform boasts of films, general entertainment programmes and news. Currently, the platform hosts 80 channels including Star India Pvt. Ltd’s Star Utsav, Sony Pictures Networks’ Sony Pal and Rishtey from Viacom18 Media Pvt Ltd. It also broadcasts news channels such as Aaj Tak, ABP News and News 24. Going forward, DD plans to add 24 new channels to Free Dish, taking the total count to 104. To be sure, the general entertainment channels (GEC) on Free Dish are the siblings of the flagship channels of broadcasters and carry their old content library. “But Free Dish viewers don’t seem to mind if their show Naagin, for instance, lags by a few months,” says Pherwani. That the content being offered is popular is evident from the fact that last week, Rishtey, the FTA channel of Colors was among the top 5 most-watched channels in Hindi GEC in both urban and rural India. Explaining why Free Dish is gaining in strength and stature, Pherwani says that often it rides on the back of poor cable television infrastructure in rural areas.

While some areas are found wanting in cable access, others that do have cable provide an insignificant number of channels. Private broadcasters say that the government is clearly building a great revenue model for Free Dish. They feel Free Dish is gaining traction and increasing its penetration thanks to content provided by them. “We are not only driving its penetration, but paying for it as well,” says the head of a private TV channel, requesting anonymity. Free Dish, on the other hand, can argue that its platform allows a channel to gain a national footprint overnight. The channel head says that although it is a win-win situation right now, Free Dish should not raise its reserve prices again. According to the EY report, DD Free Dish, the state-run DTH provider is the largest TV distribution company in the country. The subscriber base of DD Free Dish is projected to reach 40 million users in the next 2-3 years.

It can be argued that Free Dish can only grow in the future. In the absence of rural viewership data earlier, both broadcasters and advertisers were forced to focus on urban audiences. “However, with ratings agency Barc India now reporting rural viewership data, broadcasters have opened up to the idea of providing their content on FTA and pay channels, which cater to the rural segment,” says the report. As more free-to-air channels are launched, they would aim to be on Free Dish. Currently, rural TV viewership contributes 52% to overall viewership. However, it is estimated to contribute 74% of the total viewership of DD Free Dish. Free Dish may further grow thanks to mandatory digitization where government has shut down analog cable transmission as of April 2017. This will drive consumers to look for alternatives— either the more expensive cable or private DTH options or the DD Free Dish option. “Given that they would have to invest in hardware (an STB or set-top box and perhaps also a dish), the more price-conscious customers may opt for free television services in the immediate term,” says the EY report. This may lead to a staggering rise in DD Free Dish viewers.

Inspiration:From begging on Chennai streets to studying at Cambridge – Jayavel’s journey

Jayavel has become the talk of the town among the street dwellers of Chennai. While his family begs for a living, the 22-year-old has got a chance to study advanced automobile engineering at Cambridge University.

After crop failure in the 1980s, Jayavel’s farming family shifted from Nellore to Chennai in search of a living. Eventually, the family started begging in the streets of the burgeoning city. “We used to sleep on the pavement. If it would rain, we would try to find other shelter in any nearby shop until the cops came and chased us out of there.

After his father’s death, Jayavel’s mother fell subject to alcoholism. Most of his earnings were spent on alcohol. Things, however, started to look up when Jayavel met Uma Muthuraman.

Uma, along with her husband Muthuraman, stepped up to help Jayavel. She and her husband were planning to make a video story on them by the name of ‘Pavement Flower’. “My people actually didn’t like them. We even tried to hurt them as we had so many people approaching us under the pretext of helping. But they only used our name to get government funds,” Jayavel recalls.

However, since Uma and Muthuraman’s desire to help them was genuine, their attitude soon softened. Jayavel, in 1999, was offered a proper education through their NGO, Suyam Charitable Trust.

After excelling in his 12th grade exams, Jayavel cleared Cambridge University’s entrance examination. He has been offered a seat at Glendwr University in Wales to study ‘Performance Car Enhancement Technology Engineering’.

For Jayavel, higher education is just a stepping stone to help accomplish his larger dreams. After finishing his studies, Jayavel plans to help running the NGO and transform the lives of many more street children in the years to come.

"Radio---harbinger of new hope and life".

"With the advent of efficient broadcasting - there is nothing to prevent, in time, the farthest confines of Kashmir, Sikkim or Travancore simultaneously receiving the news of the moment. Although by composition, ours is a commercial company, it is the earnest desire of the Board of Directors to do broadcasting in a spirit of public service.", said Sir Ibrahim Rahimtoola, Chairman of the Indian Broadcasting Company.

It was in June 1923, that the very first radio programme in India was broadcast by the Radio Club of Bombay (Mumbai) and then in November, 1923 from Calcutta (Kolkata). These radio broadcasts were made with the efforts of amateurs, later followed by private enterprise.

This was the beginning, of a medium, which was to connect the country through electric waves and eventually contribute greatly in creating new India in new world order!

Finally, organised broadcasting in India began when the first station of the Indian Broadcasting Company (IBC) was inaugurated at Bombay by the British Viceroy of India, Lord Irwin on July 23, 1927. Though it gained a lot of popularity, but the Indian Broadcasting Company went into premature liquidation from March 1, 1930. Eventually, from April 1930, broadcasting in India came under the direct control of the Government.

In September 1935, broadcasting began in the princely State of Mysore with the name AKASHVANI. The name All India Radio was adopted from June 08, 1936 and the Delhi Station of the Indian State Broadcasting Service went on air on January 01, 1936 from the temporary studios at 18, Alipur Road.

Dr. Gopalaswamy Professor of Psychology at the Mysore University had set up a 30 Watt transmitter at his house to air the first broadcast in the year 1935. By the end of 1932 when the BBC started its Empire Service, the number of receivers in India was 8557. It increased to 10,872 by the end of 1933 & 16,000 by the end of 1934. Today, AIR covers 99.19% of total Indian population. It Broadcasts via DTH,live streams several AIR channels and updates through various social networking platforms.
