Before joining Prasar Bharati, Dr. Upadhyay was worked in various Department. He took fellowship in Indian Armament Institute, Pune during October 1987-88. He started his career in Defence Research and Development Organisation as Scientist during November 1988 to November 1991. Then he served in Ministry of Information and Broadcasting as Asstt. Station Engineer during December 1991 to January 1992. Then he joined Dept. of Telecommunication as Asstt. Divisional Engineer(January 1992 to March 1995), Divisional Engineer Telcom(April 1995 to March 1997), Telecom District Manager(April 1997 to February 2001), Dy. General Manager in BSNL( March 2001 to December 2010), Additional General Manager in BSNL (December 2010 to January 2011). He served in Telecom Regulatory Authority of India (TRAI) a s Advisor from January 2011 to January 2014 and Dept. of Telecommunications(DOT) Bengaluru area as Director/Dy. Director General (2014-2017). Then he took charge in Bengaluru Doordarshan as ADG, South Zone during September 2017. 
Dr. Upadhyay honored Doctorate Degree on his research work - Corporate strategy and policy by Indian Institute of Management, Bangalore(2017) and MBA from Indian Institute of Management Bangalore(2004-2006). He was done MTech from IIT, Roorkee(1986-1988) in Electronics and Communication Engineering and done certificate course on Public Policy from Syracause University, USA.
Dr. Upadhyay bagged many award in his career mainly J. C. Bose award(1987) from Ministry of Defence, National e-Governance award(2007) from Government of India, CIO 100 award(2007) from International Data Group, Deepak C. Jain award (2009) from IIM, Bengaluru. 
Immediately after took charge as ADG South Zone SRI & II at AIR, Bangalore he conducted informal meeting at his chamber and discussed about staff position, revenue, news relay, programme production, marketing strategy.
