Implementation of procurement through Government e-Market Portal in North Zone
It has been felt that in case implemented, government e-market (GEM) portal www.gem.gov.in launched by DGS&D in May’2016 may enhance transparency and facilitate realizing e-governance objectives. Since all the items available on DGS&D portal are now available on GEM, adopting procurement through this portal can make the workflow a lot simpler . As the records from placement of order to payment are available online, it is easier to manage and access the records with less effort and produce them for various other mandatory uses like audit etc.
Hence, in view of impressive benefits, IT Division framed the modalities for operationalization of GEM in zonal office under the inspirational leadership of Shri O.K.Sharma, ADG(E-NZ) . We created GEM account on portal in August’2016 and provided facilities so that each section can place order through GEM. Initially, there was difficulty in mandatory provision of payment within 12 working days after receipt of material. Since, PFMS based payment facility is under advanced stage of implementation; there will not be much problem in complying this requirement as well in future. We placed a few orders through GEM and realized that entire exercise is hassle free and user friendly. Hence, it can be said that entire workflow of day to day procurement will become transparent after implementation of PFMS.
