Prasar Bharati communication dated 31.03.2015 states - As per F.R.S.R. Part I of Government of India’s rule F.R. 46(b), “ The central Government my grant or permit a Government Servant to receive an honorarium as remuneration for work which is occasional or intermittent in character and either so laborious or of such special merit as to justify a special reward. Except when special reasons which should be recorded in writing, exists for a departure from this provision, sanction to the grant of acceptance of an honorarium should not be given unless the work has been undertaken with the prior consent of the central government and it’s amount has been settled in advance”
It has been observed that none of the honorarium proposals are presently fulfilling the provisions laid down in the rules especially with regard to (i) Identification of work to be undertaken with prior consent and (ii) fixing of amount to be settled in advance.
Resultant to avoid any subjectivity in the matter and discontentment among staff (as no transparent process for payment of honorarium is being followed), it has been decided that no honorarium would be permissible to any employee….

It is sad that this vexatious issue was timed and raised on the last day of the Financial Year, so that a ‘Yes’ could be extracted and a ‘No’ could be agitated upon.
DD claims to have gone through a thorough procedure to locate just 150 persons, but did DD take the permission of Finance or Prasar Bharati before embarking on this exercise four months ago?
Justice demands other Verticals should have also been given the same opportunity. Were they given?
There have been repeated pressure in AIR HQ and in PB HQ to select “just a few” officials for Honorarium, but we have felt that this would create more heartburns. We must remember that this is an organization of 30 thousand officers and 20 thousand non-government employees and not just a handful of officers and staff that they see every morning in the HQ.
Why the Regional, Zonal and Stations/Kendras have been left out from the ambit of Honorarium? This has been PB’s worst performance with the lowest revenue, crashed TRPs and compulsory losses on every serial. Would it give a fair public impression if selective rewards are given this year so that some officers can become popular?
As you are aware, Rs.370 cr. of our hard earned funds have been withheld by the Finance Ministry even after Secretary (I&B) has tried his best on the fissiparous ground that a tiny of 1% may have been spent on “Non-Salary Expenditure”. Did we obtain AS & FA’s approval before making another expenditure from the Salary Budget that is bound to be questioned by I&B or Finance Ministry?...
